The “Act to Incorporate Brandon College” was assented to on June 1, 1900 and specified that the Board of Directors would consist of 21 members. The Board was to control all financial matters of the College, though all decisions had to meet the approval of the Baptist Convention. The first officers of the Board were a Chairman, a Treasurer and a Secretary. The minutes also refer to a “President,” separate from the Principal, but does not define the President’s duties. The Principal was a member ex-officio of the Board. The first duty of the Board was to create an executive consisting of all Brandon members of the Board. The main function of the executive was the operation of the College and transaction of all business arising between Board meetings. In pursuit of a separate university charter, the Board reorganized its affairs in 1910, appointing an investment committee, a Bursar and a Registrar. The Principal was renamed “President,” and was appointed Chairman of the Executive. The university charter was denied, leading the Board to seek affiliation with McMaster University. The Board of Directors during this time was forced to take a more active role in directing college affairs. In November 1910, the Board moved: ...that the officers of the Board be authorized to make such application for such amendments to the Charter as seem necessary and advisable. This decision led the Board to draw up the Act to Amend An Act to Incorporate Brandon College which, by 1915, granted the Board authority over all College affairs, following the stated direction of the Baptist Convention. On May 5, 1916 a nominating committee was struck to name the persons and mandate of all new committees. During the existence of the Board prior to 1967 the following committees were created: EXECUTIVE COMMITTEE In 1918, the Board defined the functions of the Executive Committee as: The Board of Brandon College shall at its organization meeting each year appoint from among its members an Executive of not less than seven in number. The Executive shall be responsible to the Board and shall exercise all the powers usually incidental to an Executive other than those delegated to the Finance Committee and Endowment Fund Committee, which two Committees shall also be responsible to the Board direct. FINANCE COMMITTEE, 1918-1926 The Finance Committee was to consist of no fewer than seven members which: ...shall be responsible to the Board and shall under the Board have the general oversight and control of the financial policy of the College insofar as the raising of funds is concerned. The Finance Committee shall not have the power to make any expenditures except such as it may deem necessary to incur in connection with its efforts in raising funds. The Finance Committee shall report to the Board of the College at each meeting of the Board and for the purpose of keeping the Executive in close touch with its activities and of enabling the two committees to work in closest cooperation shall transmit to the Executive a copy of the minutes of each of its meetings to be read at the regular meetings of the Executive and shall give account of the progress made by the Finance Committee and generally of its plans for the future. Members of the Finance Committee shall not all necessarily be members of the Board. ENDOWMENT FUND COMMITTEE, 1918-1926 The Endowment Fund Committee was created by the following resolution: The Board of Brandon College shall at its Organization Meeting each year appoint an Endowment Fund Committee which shall under the Board manage the Endowment Fund and direct the re-investment of its principal. The Endowment Fund Committee shall consist of not less than three members who shall not all necessarily be members of the Board. The creation of the latter two committees was significant because it was the first time that Brandon citizens, not necessarily Baptists, were brought into the administration. HOUSE AND GROUNDS COMMITTEE, 1923-1926 NEW INSTRUCTORS COMMITTEE, 1923-1936 ADVERTISING COMMITTEE, 1923-1936 BUSINESS ADMINISTRATION AND ENDOWMENT COMMITTEE, 1926-1936 TEACHERS COMMITTEE, 1929-1936 GENERAL PUBLICITY COMMITTEE, 1930-1936 By 1936, however, all Committees were abandoned as Brandon College struggled for its financial survival. After the Baptist Convention withdrew all of its support in 1938, a Provisional Board was established through the Brandon Board of Trade to negotiate with the government for the transfer of Brandon College to the Government of Manitoba. The provisional board succeeded in gathering the needed support for government intervention, and resurrected the College under “An Act to Incorporate Brandon College Incorporated.” The new Board of Directors was appointed October 11, 1939 during a general shareholders meeting. The officers of the Board were a Chairman, a Secretary and a Treasurer. There were also six new standing committees appointed, with mandates listed under clause 16 of by-law 1: FINANCE COMMITTEE, 1939-1967 ... whose duty it shall be to oversee the finances of the Corporation and make recommendations to the Board as to investments of Monies received for endowment or scholarship purposes, and to prepare and submit the annual budget. PROPERTY COMMITTEE, 1939-1967 ... who shall have general supervision of the real and personal property of the Corporation. ENROLLMENT COMMITTEE, 1939-1967 ... whose duty shall be to obtain a student body for the College, to co-operate with the President and Faculty for such purpose and report to the Board as may be required from time to time. FACULTY COMMITTEE, 1939-1967 ... whose duty shall be to make preliminary arrangements for the engagement of teachers and who shall make recommendations to the Board for consideration in the engagement of such teachers. MEMBERSHIP COMMITTEE, 1939-1967 ... whose duty shall be to maintain the membership of the Corporation and see that proper records of the same are maintained. ENDOWMENT COMMITTEE, 1939-1967 ... whose duty shall be to obtain endowments for the future operation of the College and to obtain gifts for scholarship purposes. In 1942 the Public Relations and Progress Committee was established and a Public Relations Officer was hired. A Consultant Committee was appointed in 1948 with the sole purpose of overseeing the transfer of McKenzie Seeds to the provincial government for financial support through the McKenzie Foundation.
Scope and Content
Series consists mainly of minutes of meetings and correspondence between various Board members and the College. It is a very detailed and descriptive compilation of the decision-making processes at a higher education institution. There are copies of minutes from the Executive Committee in amongst the general Board Minutes. Series also contains a copy of an appraisment of Brandon College Inc. by the General Appraisal Company Ltd. (Vancouver) completed in 1957.

History / Biographical
The chancellor is the titular head of the university and confers all degrees. Where possible the Chancellor also attends official functions on behalf of the University and may take on special projects keeping with the goals of the University. According to "The Brandon University Act 1998," there is to be a chancellor of the university elected by the senate for a term of three years; the chancellor continues to hold office after his or her term expires until re-elected or until a successor is elected; the chancellor is eligible for re-election; and if a vacancy occurs in the office of chancellor before the end of the term, the successor elected to replace the incumbent chancellor is to hold office for the remainder of the incumbent's term. BRANDON UNIVERSITY CHANCELLORS: MAITLAND B. STEINKOPF (1967-1970) Maitland B. Steinkopf (September 10, 1912 - 1970) was born in Winnipeg, Manitoba. He was educated at the University of Manitoba, and was called to the Manitoba Bar in December 1936. He served in the Canadian armed forces in World War Two, as a Private in the Queen's Own Cameron Highlanders and a Lieutenant Colonel with the R.C.O.C. He later founded the Canada West Shoe Manufacturing Company, and was a president of several companies including Bonded Investments Ltd., L.H. Packard Co. Ltd., Dayton Shoe Mfg. Col. Ltd., and the Tel Aviv Hilton Hotel. Steinkopf was a member of the Canada Israel Development Corporation, and served as chairman of State of Israel bonds in Manitoba. He was also an honorary counsel with the government of Czechoslovakia until 1948. Prior to his election, he assisted the Roblin government in land-development for cultural projects. Steinkopf was elected to the Manitoba legislature in the 1962 provincial election as a member of Dufferin Roblin's Progressive Conservative government and was appointed to cabinet on June 12, 1963, as Provincial Secretary and Minister of Public Utilities. He later resigned his position and his seat in the legislature as a result of being implicated in a controversial land assembly payment. He was re-elected and re-appointed to the Cabinet in 1964. Steinkopf did not run for re-election in 1966. He later served as chair of the Manitoba Centennial Centre Corporation, which established a Maitland Steinkopf Youth Fund in 1972 for students in the arts. Steinkopf married Helen Katz of Chicago and they had six children. He died suddenly in 1970 of a heart attack. THE HONOURABLE STANLEY HOWARD KNOWLES (November 1970 - November 1990) Stanley Knowles (June 18, 1908 - June 9, 1997) graduated from Brandon College in 1930, received his B.Div. from the University of Winnipeg in 1933, and was ordained by the United Church of Canada. Until 1940, he was a minister in Winnipeg churches. He organized public forums and created radio programs on social themes. He spoke for the Co-operative Commonwealth Federation (CCP), becoming its chairman, then provincial secretary, for Manitoba. In 1942, Knowles was elected to the House of Commons as MP for Winnipeg North Centre. He was an MP from 1942 until 1958, was re-elected in 1962 and served until 1984. Throughout his political career, he struggled for a decent life and income for older people. He was instrumental in amending the industrial relations bill so that legal strikes did not interfere with employee pension rights, eliminating the "means test" from the Old Age Security Act and indexing the Canadian Pension Plan and Civil Security Pensions. He played a major role in creating the New Democratic Party in 1961, presiding over the founding convention. He was the Deputy Leader of that party from 1962-84. In 1970, Knowles became Chancellor of Brandon University and in 1990, was designated Chancellor emeritus. He became an honorary member of Canada's Privy Council in 1979, and was awarded the Order of Canada in 1984. THE HONOURABLE JUDGE RONALD D. BELL (1990 - October 1996) Ronald Dean Bell was born in Deloraine, Manitoba and graduated from Brandon College in 1951. He received his law degree from the University of Manitoba in 1955. Bell worked for several years as a solicotor for the Department of National Revenue, Taxation Division and as a partner in the Calgary law firm Fenerty & Co. He was appointed Queen's Counsel in 1976, and in 1978, he formed Bell Felesky Flynn, a law practice focusing on taxation. In 1991, Bell was appointed Judge of the Tax Court of Canada. Throughout his distinguised career, Bell has continued to support Brandon University. In addition to his duties as Chancellor, he has also served on various BU boards and worked tirelessly to promote the institution. He also made siginificant financial contributions to improve physical structures, programs and student scholarships, including the establishment of the R.D. Bell Schoalrship and the R.D. Bell String Scholarships. The R.D. Bell Hall in the Queen Elizabeth II music building was named in his honour, as was the Bell Tower atop the orginal Brandon College building, which is now part of Clark Hall. Justice Bell recieved an Honorary Degree from Brandon University at the spring 2006 convocation and is presently Chancellor emeritus. DR. KEVIN KAVANAGH (November 1996 - October 2002) Born and raised in Brandon, Kevin Kavanagh graduated from Brandon Collegiate Institute in 1950, and completed his commerce degree at the University of Manitoba in 1953. That same year he joined the Group Insurance Division of the Great-West Life Assurance Company. From 1978-1992, he served as president and CEO of that organization. During his career, Kavanagh has also served on various provincial and national boards, including the Royal Winnipeg Ballet, National Leasing Group, Winnipeg Airports authority, the Conference Board of Canada, the Crown Corporations Council and the Canadian Life and Health Insurance Association Inc. Kavanagh was also a member of the Roblin Commission. In 1996, he was named the fourth Chancellor of Brandon University, and in addition to his duties as Chancellor, he has been involved with the university as a member of the Brandon University Foundation and as a member of the Corporate Challenge Campaign. In September 2006, the courtyard between Clark Hall and the George T. Richardson building was renamed The Kavanagh Courtyard in honour of Kavanagh and his wife in recognition of their vision and leadership with Brandon University and their dedication to the advancement of post-secondary education. In 1963, Kavanagh married his wife Els, and together they had two children: Jennifer and Sean. At present, (July 2007), Kevin Kavanagh is Chancellor Emeritus of Brandon University. THE RIGHT HONOURABLE EDWARD R. SCHREYER (November 1, 2002 - present) Edward Schreyer was born on December 21, 1935 in Beausejour, Manitoba. He studied at United College, St. John's College and the University of Manitoba, receiving a Bachelor of Pedagogy in 1959, a Bachelor of Education in 1962, a Master of Arts in International Relations and a second Master of Arts in Economics in 1963. From 1962 to 1965, Schreyer taught International Relations at St. Paul's College. On June 30, 1960, Schreyer married Lily Schulz. The couple had two daughters, Lisa and Karmel, and two sons, Jason and Tobin. Schreyer was elected to the Legislative Assembly of Manitoba in 1958, as a member of the Manitoba Co-operative Communwealth Federation, representing the rural consituency of Brokenhead. In 1965 he resigned to run successfully for the House of Commons. In 1969, Schreyer returned to provincial politics as leader of the New Democratic Party of Manitoba. He led his party to victory in the 1969 provincial election, and served as Premier of Manitoba from 1969 until 1977. Schreyer was appointed Governor General in 1979 by Pierre Trudeau. That same year, he was made a Companion of the Order of Canada along with his wife Lily Schreyer. As Governor General, Schreyer championed women's issues, the environment, and official bilingualism. He established the Governor General's Award in Commemoration of the "Persons Case," instituted the Governor General's Conservation Awards (1981), and presided over the first Governor General's Canadian Study Conference. Schreyer retired as Governor General in 1984. Later in 1984, Schreyer was sworn into the Privy Council and was subsequently appointed Canadian High Commissioner to Australia, Papua New Guinea, and the Solomon Islands, and as ambassador to Vanuatu. He held those positions until 1988. Returning to Manitoba, Schreyer worked as a national representative of Habitat for Humanity. In 2006, he was acclaimed as the NDP candidate in Selkirk-Interlake for the 2006 federal election. Edward Schreyer became Chancellor of Brandon University in November 2002, and his term was extended in 2005 until October 31, 2008. HENRY CHAMP (November 1, 2008 - October 31, 2011) Henry Champ was born in Brandon, Manitoba in 1939. He attended Brandon College in 1957 and 1958.

The importance of knowledge and education to the Manitoba Wheat Pool is made clear in the The Scoop Shovel, the official organ of the Manitoba Wheat Pool and other co-operatives in Manitoba. Established in the 1920s, The Scoop Shovel owed its existence to a decision by the directors of the Pool to set aside small percentage of income per bushel for educational purposes. R.A. Hoey began to hold meetings to discuss the idea that the Pool was about more than just marketing grain, and in 1926 a Department of Education and Publicity was organized within the Pool. It was directed by J.T. Hull and advised by R.A. Hoey; they expanded and supervised The Scoop Shovel. They also began to accumulate the educational volumes that would become the Pool library. Hull announced in November of 1926 that the library would be open by the end of the month and reported that: "We have a good representation of works on sociology... On co-operation we have about every book that we can find published in the English language. We have also a good selection of books on economics, history, science, general literature, and rural life. In a word, we have tried to make the library one of usefulness to people whose life is on the land." He also encouraged Pool members--who were the only ones allowed to use the library at this time--to utilize the library to educate themselves, saying “Use it, for knowledge is power”. Once the library was open to all Pool members, Hull wrote a regular column for The Scoop Shovel called “In the Library”, in which he would review books and recommend reading in response to frequent questions from members. When the library gained new books, which was almost continually, he would list them and sometimes discuss them. The library service was a mailing one; the main collection was kept at the Manitoba Wheat Pool central office in Winnipeg and members could request a catalogue of all the library holdings. If they wanted to borrow a book or books on a specific topic, they could write to Hull and the books would be mailed out to the member and returned by mail, all postage costs covered by the Pool Library. During the crisis of the early 1930s, the library was saved because the Manitoba Co-operative Conference believed it was vital to the success of the Pools and the co-operative movement. The Conference took over administration of the Pool library in 1931, leasing the books and equipment from the Wheat Pool. The library was formally incorporated under a charter after it changed hands, the other charters members being the Co-operative Marketing Board and the United Farmers of Manitoba. In 1935 the service was made available free of charge to all rural Manitobans with the financial support of the Co-op Marketing Board. By 1939, Manitoba Pool Elevators had begun to prosper again, and took back responsibility for the administration and housing of the library. The traveling library was also established around this time, and hundreds of boxes were distributed to all MPE points. The boxes were rotated and refreshed twice a year. In 1942 Hull estimated that there were approximately 4,700 books in the Pool Library with an annual circulation of 4,000 to 5,000 books. Operating the library cost around two thousand dollars per year, although the cost was split between the members of the Manitoba Co-operative Conference, at least it was in theory. The Pool library ran as a free service to all rural Manitobans, regardless of whether they were members of the Pool, and the federal government census in 1941 indicates that over half of Manitoba’s population (56%) still lived in rural areas. In 1948, the majority of the Pool Library’s services were rendered unnecessary by an act called the “Public Libraries Act” that had been passed by the Manitoba legislature on April 22, 1948, and would go into effect July 1, 1948. The act provided for the establishing of a provincial “Public Library Advisory Board” that would be appointed by the government. Once the board had been established, the act allowed for the establishment of municipal and regional libraries that would be the administrative responsibility of the municipality or region they served and would be supported by a land tax levied on the population that would have access to the library. All employees of the central provincial library would be considered civil servants. When the Provincial Library was being established in 1949, the Minister in charge of education--Ivan Shultz--actively sought both the advice of those who operated the Pool Library and the physical resources of the Library. In a letter to W.J. Parker, the President of Manitoba Pool Elevators, Shultz wrote that: "We find that in looking at the province as a whole that the box library service of the Manitoba Pool Elevators is the best developed and the best distributed within the province... We would feel that to a considerable extent you had pioneered in this field and we would be using your accomplishments as a springboard for a wider coverage of the province and an enlargement of the service." He also requested that Miss E.L. Shields—the Pool Librarian--be released from Pool employment so that the Provincial Library could hire her for a year to aid in setting up the new library system. An agreement was reached between MPE and the Provincial Library, and the bulk of the Pool Library was transferred to the province. The Pool retained the volumes it wished to keep as reference for its employees, and donated the rest of the open shelf library to the province. The traveling library service was sold at a discount to the province, with the caveat that service not be interrupted during the transfer and that the quality of service to rural Manitoba not diminish once the Library had been entirely transferred to the government. In a letter to Ivan Shultz after the agreement to sell the traveling library had been reached, W.J. Parker wrote that: "...Manitoba Pool Elevators has maintained an open shelf library for a period of some twenty years. These books have been made available to anyone in Manitoba, outside the City of Winnipeg, and the postage both ways was paid by the Pool. We feel it has served a very useful purpose, but that it is not primarily our function and if the government proposes to offer a more complete and universal service we are prepared to retire from the field and avoid what might be considered unnecessary duplication."

These minutes were created by the Board of Directors and the Shareholders at the meetings that they held from 1908 to 1932. The Board of Directors was created in 1908. While the collection currently houses minutes from 1908 to 1932, it is evident from Prize Lists and Programs that the Board of Directors structure evolved in the following way. The structure of the winter fair was quite different from the summer fair. Instead of having a committee structure, the winter fair had both committees and representatives from various agricultural associations. The representatives were part of the Board of Directors. In 1908 these representatives included men from the Horse Breeders’ Association, the Cattle Breeders’ Association, the Sheep Breeders’ Association, the Swine Breeders’ Association, the Poultry Breeders’ Association, the Brandon Winter Fair and Fat Stock Association, and the Manitoba Agricultural College. With the addition of representatives from the Manitoba Clydesdale Association, and the Manitoba Seed Growers’ Association, these committees continued virtually without change until 1930. By the 1930s, several more representatives joined the Board of Directors including the Winnipeg Livestock Exchange, the Manitoba Percheron Association, the Canadian Shorthorn Association, and the Hereford Association. By 1935 there were also representatives from the Prairie Thoroughbred and Racing Association, the Manitoba Boards of Trade, the Western Manitoba Board of Trade, the Aberdeen Angus Association, and the Canadian Percheron Association. The Canadian Clydesdale Association joined the Board by 1940. By 1950, several more agricultural associations had joined the Board of Directors. They included the Brandon Light Horse Society, the Brandon Chamber of Commerce, the Manitoba Veterinary Association, the Minister of Agriculture, the Deputy Minister of Agriculture, and the Canadian Red Poll Association. By 1955, a representative from the City of Brandon rounded out the representatives on the Board of Directors. The first committees of the Board of Directors began in 1908 with the formation of the Brandon Winter Fair and Fat Stock Association. The committees included an Executive, Horse, Livestock, Cattle, Sheep, Swine, Poultry and Seed. By 1915 there were also Program, Prize/Accounts, Carcass, Exhibits/Public Comfort, Building, and Provincial Government committees. Most of these later committees were not long lived, or were not mentioned much past 1915. A Judging Competition Committee was added in 1925 and lasted until sometime in the 1940s. In 1950 an official Finance committee was formed, as well as a Gates/Tickets committee. By 1955, three more committees had been added including 4-H/Junior Activities, Light Horse and Heavy Horse. By the 1960s, a Publicity committee was also added. In 1965 there were several committees formed including Police/Traffic/Parking, Concessions, Calf/Pig Scrambles, Baby Fair, Flower Show and the Fall Feeder Show and Sale. A Fashion Show committee was added by 1970. In 1975 a Property committee is also mentioned. The 1980s appear to have been a time of great growth for the winter fair, as there was a large increase in the number of committees. By 1985 the following committees had been formed: Dance, Hitching Ring, Steer Show, Bull Sale, Western Breakfast, Egg Show, Entertainment, Exhibitor’s Lounge, VIP, Cattle Parade, Calcutta, Winter Fair Sponsors, Casino and Royal Manitoba Winter Fair. These committees continued for the most part through into the 1990s.

The series includes the minutes from meetings held from 1908 to 1932. An interesting aspect to these records is that they include the first meetings held by the newly formed winter fair Board of Directors. The early minutes are an interesting look into the formation of an organization.

Exhibitors and participants in the fairs donated many of these records to the Winter Fair Board. Professional photographers, hired by the Board, generated others. As well, Brandon Sun photographers took a large number of photos throughout the twentieth century. In the 1980s, the Board reprinted them and then added the reproductions to their own photograph collection. Publishing houses generated some photographs, probably as services to participants and organizers of the fairs. Finally, the Canadian government created a few of the photos.
Custodial History
Exhibitors and participants in activities at the winter fair donated many of these records to the Winter Fair Board. The Manitoba Provincial Archives housed other records and later transferred them to the McKee Archives. Most of the records were stored in the offices of the Provincial Exhibition Association of Manitoba until they were brought to the McKee Archives ca. 1986.
Scope and Content
Series consists primarily of black and white photographs either taken at the Winter Fair or owned by the Winter Fair Board. Subjects included are buildings and grounds, horses, livestock, poultry and eggs, exhibits, youth activities, entertainment, and dignitaries. Almost all of the materials have been excellently preserved. BUILDINGS AND GROUNDS Several of the pictures of the buildings and grounds are aerial photos; these date from 1949 through the 1980s. Photos taken between 1908 and 1952 depict the winter fair building, the livestock arena, the Wheat City Arena, the horse barns, and the swine barn. Photos taken from the 1960s to the early 1980s show horse barns, the Keystone Centre, and quonsets. HORSES Photos of horses and horse events comprise the largest number of the graphics of RG2SF2. Unlike other winter fair pictures, types of horse photos do not change throughout the twentieth century. There are many pictures of heavy horses, including Clydesdales, Belgians, and Percherons. They are usually in harness and in teams of two, four, six, and eight. They pull wagons, landaus, and carts. Heavy horses appear in photos of shows, sales, parades, ceremonies, and draft horse competitions. Light horse photos are also numerous. There are many photos of owners and drivers with award-winning horses. Depictions of races form a prominent part of the light horse pictures; these include portrayals of chuck wagon, chariot, bike, and barrel races. Also featured are competitions like cutting, jumping, pole bending, western riding, musical chairs, hackney, costume, unicorn, and fault and out. Finally, there are many photos of ponies, including hackney, harness, and pleasure ponies. LIVESTOCK There are three types of livestock shown in the photos of RG2SF2: cattle, swine, and sheep. Depicted are both sales and shows of these animals. As well, there are pictures of these animals’ carcasses. In the first forty years of the fair, people took few pictures of cattle, but after World War II, pictures of cattle became a prominent part of the Winter Fair Board’s graphic records. Featured are purebred cattle such as Angus, Hereford, Shorthorn, and Simmental. Dairy cows like Jersey and Holstein-Friesian are also notable. Some pictures depict people grooming their cattle. Photos of swine date from 1927 through the 1980s, and include Yorkshire sows and boars, as well as market hogs. Sheep are depicted throughout the twentieth century. While most sheep photos are of shows and sales, there are some photos of sheep-shearing contests taken in the 1950s. POULTRY AND EGGS Poultry photos date between the 1950s and the 1970s. Featured are both chickens and game birds. Pictures of egg shows and competitions date from 1966 through the 1980s. EXHIBITS There are four types of exhibit photos: commercial, award, seed, and Baby Fair. Commercial exhibits date from the 1940s through the 1980s. They feature agricultural implements made by Ford, John Deere, Massey Ferguson, and Case. Photos dating from the 1970s depict commercial booths owned by such companies as Badger and Sprayer Monitor. Award exhibits date throughout the twentieth century, and feature ribbons, plaques, and trophies. Placed on tables, these awards are mostly for winners in horse and livestock competitions. Seed exhibits date from the 1950s through the 1970s. Included in the seed exhibit pictures are prize-winning wheat, potato, and canola seed pictures. Baby Fair, or petting zoo, photos comprise a large portion of the graphic records of MG 2. Dating primarily from the 1970s, Baby Fair pictures depict chicks, pups, lambs, piglets, and other baby animals. YOUTH ACTIVITIES Most of the youth activities’ photos are of calf and pig scrambles, and date from the 1950s through the 1980s. 4-H Club activities are prominent, and include pictures of boys and male teens learning how to show and judge livestock and seed. Depicted also are fashion shows put on by female 4-H members. Finally, pictures of a hula-hoop competition dating from the 1950s are notable. ENTERTAINMENT Entertainment graphics date from the 1950s through the 1980s, and include ceremonies, rodeos, parades, and contests. Pictures of ceremonies depict the opening and closing ceremonies of the Winter Fair. Featured in these photos are winners of horse events, pipe and drum bands, and dignitaries giving speeches. Rodeo pictures date only from the 1970s. Featured are men riding bucking broncos and cattle round-ups. Parade photos, which date throughout the twentieth century, depict floats, six-horse teams pulling wagons, people riding horses, club entries—such as the Lions’ Club and the Neat and Nifty Sewing Club, and marching bands. Contest pictures include fiddling competitions and dog shows. The Winter Fair Board sponsored fiddling contests sporadically, and photos of such contests date from the 1950s through the 1970s. Dog show pictures also appear intermittently in the records, such as the Mutt Show photos of the 1950s. DIGNITARIES Photos of dignitaries, which date throughout the twentieth century, are mostly of men. Depicted both individually and severally are members of Winter Fair Boards, municipal and provincial politicians, and local professional and business representatives. In these pictures they are usually giving speeches, signing documents, and holding meetings. Notable are the pictures of members of associations that held meetings at the winter fairs, including the Cattle Breeders Association (1960s). The graphic materials of RG2SF2 are useful for many purposes. For one, they offer a rich visual history of the Winter Fair. From these pictures, one can ascertain the ways in which the fair has changed and expanded throughout the twentieth century. By viewing the photos of newly built buildings, for instance, one can determine that the fair expanded in size over the years. Also valuable is the history of western Canadian agriculture that is contained in these pictures. Over the years, the types of exhibits changed at the winter fair, thus indicating the changing nature of farming. Photos of cattle, for example, reflect the changes in types of breeds raised in the west. Exotics like Simmental only appear after the late 1960s, thus indicating that this breed began to flourish in western Canada only in the second half of the twentieth century. The number of people contained in these pictures is formidable, and the pictures of people are valuable in many ways. By studying the pictures of dignitaries associated with the fair, one can determine who the leading agricultural personalities were over the twentieth century in Brandon. As well, the photos of exhibitors offer a wide cross section of the rural residents of southwestern Manitoba and southeastern Saskatchewan. From the pictures of exhibitors, one can establish who were the farmers and ranchers of this region, where they lived, and in what field they specialized. The photographs of the Winter Fair, then, are valuable for many researchers. Not only do they offer a rich history of the fair, but they also offer a vivid history of the people and agriculture of southeastern Saskatchewan and southwestern Manitoba.

History / Biographical
The A. E. McKenzie Seed Co. Ltd. has had a Board of Directors since its incorporation in 1906. The first Board consisted of A. E. McKenzie, S. A. Bedford, the director of the Experimental Farm, H. L. Patmore and W. A. McCracken. Following A.E. McKenzie’s death, the government of Manitoba appointed the members of the Board under the arrangements made with the establishment of the A.E. Mckenzie Foundation. According to the general by-laws (c. 1960) of A. E. McKenzie Seed Co. Ltd., the Board of Directors annually, or more often if required, elected from among themselves a President, a Vice-President and a General Manager. They were also responsible for appointing an Assistant General Manager, and a Secretary and a Treasurer. If needed, they would also appoint an Assistant Secretary and an Assistant Treasurer. A majority vote of the Board was required for the election or appointment of the above officers. Those individuals elected or appointed to their offices by the Board could be removed at the pleasure of the Board. The Board also had the power to fix the salaries of all of the officers of the Company. By resolution, it could pass this responsibility to the General Manager.

The records were housed with the MEA until c1986 when they were transferred to the S.J. McKee Archives at Brandon University.
Scope and Content
The series include various files from the Provincial Exhibition from 1980 and 1982. The contents include staff meetings, mailing lists, insurance, contracts, tenders, trophies and ribbons, animal events and shows, exhibits, results, etc.

Scope and Content
This series includes various contracts and agreements between the Provincial Exhibition of Manitoba and companies hired for the fair. These companies include musicians, entertainment, stage hands, concessions and more. The series also includes inventories, by laws, the 1920 Act of Incorporation. Most of the documents are from 1957 to 1962.
