The Westman Recycling Council was started by a small group of avid recyclers with financial and volunteer help from the Kiwanis Club of Brandon, among others. Volunteers organized the first outdoor recycling depots in June and October 1989. The first event with recorded minutes was the first annual meeting, November 15, 1989.
The organization was incorporated in February 1990, and became a registered charity in 1995. The Mission Statement was: "to support and promote the reduction, re-use, and recycling of material resources for the benefit of Westman's environment and future generations."
The major partner in the work of the organization was the City of Brandon. In 2003, Westman Recycling, in partnership with the City, built a Material Recovery Facility (MRF) at the Brandon Landfill; Westman Recycling owned the building on the City-owned land. It was a $4 million structure - financed by federal and provincial grants (about one-quarter of the total) and a mortgage (about three-quarters). Details are in the Board and other Committee minutes and agreements.
In late 2005, Westman Recycling faced a severe cash crunch - as a result of poor markets for recyclables, changes in support funding from the Manitoba Product Stewardship Corporation (MPSC), and a drop in public recycling levels. In February 2006, the City decided to sign a contract with another organization to operate the MRF; after that there appeared to be no role for Westman Recycling.
A general meeting on September 22, 2008 voted to dissolve the organization. At that meeting, the suggestion was made (agreed to by consensus) that the files of the organization be donated to Brandon University to be made available for researchers. A Board of Directors meeting on the same date voted to donate all remaining funds to a perpetual "Westman Recycling" fund with the Brandon Area Community Foundation.
A final wind-up meeting was held on March 26, 2009
Custodial History
The organization was overseen by volunteers / volunteer Board of Directors. The files were first held by volunteers / Board members in their homes. In May 1991, the organization hired David McConkey as Coordinator / General Manager, who was directed by the Board to manage the files on a daily basis from that date forward.
The files were kept in the organization's rented office space in the 1300 block of Pacific Avenue from May 1991 to September 1992, and then in the rented space in the Massey building at 6th Street and Pacific Avenue. The files were kept at the new facility at the landfill from April 2003 to February 2006. They were then stored in the basement of the Marquis Project, 912 Rosser Avenue, until August 2011 when they were donated to the S.J. McKee Archives, Brandon University.
Some files (e.g. minutes from 1995-96) were found to be missing entirely. Other files were disposed of by recycling and/or shredding as they were judged to be confidential (e.g. personnel), of an ordinary business nature only (e.g. invoices), or not useful for future research (e.g. extra copies, routine correspondence, building and equipment plans and other arrangements).

Fonds consists of records that document the origin, activities, demise, and legacy of the Westman Recycling Council. Records include minutes, financial summaries, scrapbooks, newsletters, brochures, media clippings, photographs and miscellaneous documents related to the construction in collaboration with the City of Brandon of Brandon's principal recycling facility.

In the summer of 1986, faculty members at Brandon University developed a project aimed at identifying the archival records that existed in public and private collections throughout western Manitoba. A grant was secured from the Manitoba Heritage Federation, and reseachers were employed to travel throughout the region to identify and record the wide variety of records. The results of their work was a four volume set of inventories.

W.R. Morrison left the university in 1991. At the time he gave Tom Mitchell copies of volumes 1-3. In 2006, John Everitt provided the archives with a copy of volume 4.
Scope and Content
Fonds consists of four volumes: 1987, 1988, 1989 and 1991. The inventories were generated through extensive research at various centres throughout western Manitoba. Each inventory contains a record of archival materials held by individuals, organizations and/or municipalities throughout the region.
Edward Walker was born in Lymm, Cheshire, England in 1836. He emigrated to Canada at age 59 in 1895, from Stockport, England. Walker came to Canada with three of his children - Dora, Daisy and Theo - and settled in Millwood, Manitoba. In childhood, Walker was a victim of polio and walked with the aid of two canes throughout his adult life. Walker was a professional photographer. Once in Canada, he also took out a homestead at N.W. 18-19-229, though it appears that his son Theo did most of the work required to gain title to the property. In addition to his work as a photographer, Walker was appointed post-master for Millwood in 1901, and operated a small store. Edward Walker retired as postmaster in 1920. He died in 1923.

The Walker fonds arrived at the S.J. McKee Archives as part of the Lawrence Stuckey Collection in 2001. While the circumstances are not known, it seems evident that Stuckey acquired the Walker negatives in the course of his professional career as a photographer and collector.
Scope and Content
Fonds contains a variety of images of Millwood, Manitoba and the surrounding agricultural community, its people, and life produced by Edward Walker in the course of his work as a professional photographer. These images were produced from gelatin dry plate negatives, a process introduced around 1880, to replace the wet collodin process in which a photographic solution was applied to a glass plate just prior to exposure. Edward Walker’s pictorial account of life in and around Millwood Manitoba circa 1900, is an important photographic legacy of pioneer life on the upper reaches of the Assiniboine Valley.
The village of Millwood was located in the Assiniboine River valley close to the Manitoba-Saskatchewan border just a few miles northwest of Binscarth and a similar distance southwest of Russell. It came into existence in 1887, with the construction of the Manitoba and North-Western Railway, a road that ran diagonally through the new West from Prince Albert, North West Territories to Portage la Prairie Manitoba.

The Birtle Indian Residential School was opened by the Presbyterian Mission on December 3, 1888. Prior to that date, there had been a school allocated within the Birtle district for the Bird-Tail Sioux within Treaty 4. The new boarding school was located within the town limits of Birtle along the Bird-Tail River. The school was made of stone, was three stories high (not counting the basement), and was designed to accommodate fifty students. Connected to the school was thirty acres of land. The main building consisted of the school room, refectory, kitchen, and boys and girls dormitory. Besides the main school building, there was a barn that could accommodate fifteen head of cattle, a root-house and a small shed in which the parents would keep their ponies in the winter when they would come to visit the children. In the front of the residence there was a square piece of ground fenced off which consisted of a lawn and flower garden. The back of the residence was graveled for twenty yards. A garden of four acres was also connected with the school where vegetables were grown for use at the school.
Upon the opening of the school, there was considerable opposition on behalf of the parents as to the children being lodged and boarded such a substantial distance away from the greater Native population. This dissipated as the school gained acceptance within the Native community and attendance gradually increased as a result.
The headmaster at the original Bird-Tail school at the time of its assimilation into the Birtle Indian Residential School was J.D. Burgess. The first principle of the Birtle Indian Residential School was Rev. G.G. McLaren. He held the position from 1888 until November 1894, when he was replaced by Neil Gilmour. William J. Small became principle in 1896, and remained in that position until 1901.
The principal studies at the school were reading, writing, arithmetic, spelling and drawing. Although there were no trades associated with the school, the students were instructed in basic industries. The students also received moral training at the boarding schools. Girls were instructed in the branches of housework (washing, ironing, scrubbing , baking, cooking, sewing, knitting, tailoring, dressmaking, milking and butter-making). Boys were instructed in gardening, caring for stock, sawing, chopping and splitting wood, and were expected to help with the carpentry needs around the building. Special attention was also given to ethics and speaking English in class. There was also extensive religious training. Students were expected to attend church at least once each Sabbath in addition to their morning and evening worship and the study of the Bible and catechism in class.
During the summer the students participated in an abundance of outdoor exercise and recreation. The boys played a variety of sports, including baseball and soccer. The girls were allowed to go on long walks in the country or were given free time outdoors to take part in whatever they desired. Certain students exhibited a musical flare by playing instruments such as the madolin or the harmonica. One student, Hugh McKay, even worked part time at the local printing press during his tenure at the school. In the winter, students participated in ice-skating twice a week and the boys were allowed to play football for an hour a day. The girls could go on their walks and two or three times a week were taken for a drive a few miles into the country. There were two large playrooms within the main building for use during bad weather or when it was too cold outside for recreation during the winter.

Fonds consists of one attendance register from the Birtle Indian Residential School for the years 1888-1898. The total number of students within the register is 133. The attendance record covers the student's name, the date of their admission , their age, "full or half blood" Native status, tribe (ie. Sioux), band (ie. Bird-Tail Sioux), parents' names and father's rank, whether the parents were living or dead, parents' religion, places and periods of previous education and educational level of the student at the time of their registration. The average annual attendance at the school was forty-five students.

A copy of his finding aid and the essay he wrote on the Birtle Indian Residential School are located in the Birtle Industrial School fonds file (Finding aid drawer in the McKee Reading Room). The Sioux people who attended the Birtle Indian Industrial School originated in Minnesota and came to Canada following the Minnesota Sioux War of 1862. The history of the Dakota people in the Canadian Northwest is described in "The Dakota of the Canadian Northwest: Lessons for Survival" by Peter Douglas Elias (1988).

History / Biographical
The Brandon Square Dancing Club was started by E.J. "Curly" Tyler as part of his degree program at the University of Utah. Part of his obligation for his degree was to organize a recreation group, so he organized the Square Dancers. The club operated for two years under Tyler's direction, with the individuals he taught receiving certificates for proficiency. After he ceased to be its leader, the Brandon Square Dancing Club continued for a number of years. Much of the dancing took place at the Ag Extension Centre.

Photographs turned up somewhere in the old Original Building at the time of the renovations (mid 1990s) and were brought to the McKee Archives.

Scope and Content
Photograph shows early Rosser Avenue under construction between 9th Street and 10th Street in the 1880s. Buildings that line the avenue are wood framed and there are wooden boardwalks in front of a few structures. On the north side of Rosser Avenue signs for Fortier & Bucke Commision Agents and Transit House (Hotel) can be seen. On the south side of Rosser Avenue, the Queen's Hotel and Robinson Brothers and Company groceries and dry goods store are open for business. A family appears to be standing on the stoop at the dry goods store. A boy is lounging in the entryway of the Queen's Hotel. A man is standing on a wooden plank that extends across the dirt road of Rosser Avenue between the dry goods store and the commission agents' shop.
Postcard shows the grandstand and race track located at the Exhibition Grounds (now the site of the Keystone Centre/Westman Communications Place) in the south end of Brandon, Manitoba. The bleachers are filled with people and spectators also line the fence alongside the track. Five harness racers are making their way along the track. An observation tower and possible gazebo for dignitaries is located inside the track.

Photograph shows the 800 block of Rosser Avenue facing west. On the south side of Rosser Avenue the Nation Block, Christie's Bookstore, and Reesor's Clock can be seen. A number of horse and buggies/carriages are travelling along Rosser Avenue.
Photograph shows the Brandon Wheat Market along Pacific Avenue on November 30, 1885. Farmers can be seen driving wagon teams loaded with bags of grain in line on Pacific Avenue from 10 Street to at least 7th Street. On the north side of Pacific Avenue the CPR Land Office and grain elevators are pictured. On the south side of Pacific Avenue, the general merchant/hardware store Bower, Blackburn, Mundell & Porter is situated on the corner of Pacific Avenue and 10th Street. A 10th Street sign is affixed to the merchants' store. On the east side of the general store, Edie House, the Grand View Hotel, and a Farmers' boarding and lodging house can be seen. Most of the buildings appear to be woodframed except for the Grand View, which is constructed of brick. Sidewalks appear to be in place on the south side of Pacific and snow dusts the streets. A baby swathed in winter clothing sits in a pram/baby carriage in front of the general store.

The 1901 Canadian Census places the Lehigh family near Brockville, Ontario, where Everett E. Lehigh (b. 19 May 1881) was farming with his widowed father Solon (b. 20 Aug 1849) and younger sister, Edna (b. 08 Feb 1884). The findagrave.com genealogical website identifies a Mary Wickware as marrying Everett E. Lehigh in Alqonquin, Ontario, on 04 April 1905.
E.E. Lehigh appears in the Henderson's Brandon City Directories in 1919. By 1923, he was Vice-President of Motors Ltd., which had its shop on 151-7th Street. By 1925, Lehigh had taken over the garage, renaming it Lehigh Motors, which became the sole agent for McLaughlin Motor Cars. By 1927, Lehigh Motors had opened a second branch on 12th Street and Princess Avenue, which was formerly the Brandon Auto Garage. Lehigh had become the exclusive dealer for McLaughlin-Buick, Pontiac, and Oldsmobile motor cars.
It appears Lehigh moved his business, E.E. Lehigh Ltd., to 799 Pacific Avenue by 1929. By then, Lehigh had a head office in Winnipeg at 640 Portage Avenue where he served as president and was the provincial distributor for Rugby trucks and Durant cars. Although E.E. Lehigh had a residence in Brandon (325 - 14th Street), Mr. S.G. Cunningham was listed as the Brandon representative for Lehigh Motors Ltd. in the Henderson Directories. By 1931, E.E. Lehigh Ltd. had moved once again, this time to 151-153 - 9th Street.
E.E. Lehigh disappears from the Henderson's Brandon City Directory by 1933 and a Mrs. E.E. Lehigh (possibly Mary (Wickware) Lehigh, d.21 July 1943) is listed under the 14th Street residence. The 9th Street garage address is divided between Munns Taxi (151-9th Street) and Wheat City Auto Wreckers (153-9th Street.)

Scope and Content
Photograph shows a group portrait of 33 individuals standing and seated in front of the business E.E. Lehigh Ltd., Brandon. The storefront window has a sign that reads: Durant Motor Cars, E.E. Lehigh Ltd., Brandon. The door to the business has Lehigh Motors stencilled on the window. The men are wearing jackets and ties, and there are three women, possibly clerical staff, wearing 1920s era dresses. The elderly man seated in the centre of the photograph, wearing a long-sleeved white dress shirt might be Everett E. Lehigh.
