The Westman Recycling Council was started by a small group of avid recyclers with financial and volunteer help from the Kiwanis Club of Brandon, among others. Volunteers organized the first outdoor recycling depots in June and October 1989. The first event with recorded minutes was the first annual meeting, November 15, 1989.
The organization was incorporated in February 1990, and became a registered charity in 1995. The Mission Statement was: "to support and promote the reduction, re-use, and recycling of material resources for the benefit of Westman's environment and future generations."
The major partner in the work of the organization was the City of Brandon. In 2003, Westman Recycling, in partnership with the City, built a Material Recovery Facility (MRF) at the Brandon Landfill; Westman Recycling owned the building on the City-owned land. It was a $4 million structure - financed by federal and provincial grants (about one-quarter of the total) and a mortgage (about three-quarters). Details are in the Board and other Committee minutes and agreements.
In late 2005, Westman Recycling faced a severe cash crunch - as a result of poor markets for recyclables, changes in support funding from the Manitoba Product Stewardship Corporation (MPSC), and a drop in public recycling levels. In February 2006, the City decided to sign a contract with another organization to operate the MRF; after that there appeared to be no role for Westman Recycling.
A general meeting on September 22, 2008 voted to dissolve the organization. At that meeting, the suggestion was made (agreed to by consensus) that the files of the organization be donated to Brandon University to be made available for researchers. A Board of Directors meeting on the same date voted to donate all remaining funds to a perpetual "Westman Recycling" fund with the Brandon Area Community Foundation.

Custodial History
The organization was overseen by volunteers / volunteer Board of Directors. The files were first held by volunteers / Board members in their homes. In May 1991, the organization hired David McConkey as Coordinator / General Manager, who was directed by the Board to manage the files on a daily basis from that date forward.
The files were kept in the organization's rented office space in the 1300 block of Pacific Avenue from May 1991 to September 1992, and then in the rented space in the Massey building at 6th Street and Pacific Avenue. The files were kept at the new facility at the landfill from April 2003 to February 2006. They were then stored in the basement of the Marquis Project, 912 Rosser Avenue, until August 2011 when they were donated to the S.J. McKee Archives, Brandon University.
Some files (e.g. minutes from 1995-96) were found to be missing entirely. Other files were disposed of by recycling and/or shredding as they were judged to be confidential (e.g. personnel), of an ordinary business nature only (e.g. invoices), or not useful for future research (e.g. extra copies, routine correspondence, building and equipment plans and other arrangements).

Fonds consists of records that document the origin, activities, demise, and legacy of the Westman Recycling Council. Records include minutes, financial summaries, scrapbooks, newsletters, brochures, media clippings, photographs and miscellaneous documents related to the construction in collaboration with the City of Brandon of Brandon's principal recycling facility.

Leonard Salisbury Evans was born on August 19, 1929 in Winnipeg, MB and was educated at the University of Winnipeg, the University of Manitoba, Simon Fraser University and the University of Ottawa. He was employed as an economist and a professor of economics before entering political life. Evans first ran for public office in the Canadian federal election of 1953 as a candidate for the Cooperative Commonwealth Federation in the constituency of St Boniface. Evans was elected to the Manitoba legislature as a New Democrat in the provincial election of 1969 in the constituency of Brandon East. He was appointed Minister of Mines and Natural Resources in the Edward Schreyer government. Later he assumed the position of Minister of Industry and Commerce. He occupied this position until the defeat of the Schreyer government in 1977. Evans was re-elected in the provincial elections of 1973 and 1977. Following the return to government of the New Democratic Party in 1981-1988, Evans held various senior cabinet posts. Evans served as opposition finance critic from 1988 to 1999. Evans retired from active politics with the 1999 provincial election.

These records were created during the 1990s and held in the Brandon East constuency office until they were brought to the S.J. McKee Archives by Drew Caldwell in November 2003. Drew Caldwell succeeded Len Evans as the MLA for Brandon East in the 1999 provincial election.

EARLE PHILIP FORSHAW
Earle Forshaw was born in Brandon, Manitoba, on 26 September 1927. His mother, Maud Ethel Forshaw née Hicklings/Hickling (b. 07 April 1901 – d. 26 October 1927) died one month after Earle’s birth at the age of 26 years. His father, Arthur Hugh Forshaw, married Gertrude Ethel Fallis two years later and the family would move to Winnipeg in 1932/33.
In 1944, Earle Forshaw graduated from Gordon Bell High School in Winnipeg, Manitoba. He worked as a meatpacker with Swift Canada, a subsidiary of Swift Meatpacking Company, Chicago. Earle remained with the company until his retirement in 1984, by which time he was a branch manager of the Swift branch in Ottawa, Ontario. Earle moved back to Manitoba in 1985, first living in Winnipeg before settling in the resort community of Matlock, situated in the southernmost part of the Village of Dunnottar on the southwestern shore of Lake Winnipeg.
Earle Forshaw was married three times. He married Elizabeth “Betty” Anne Hamilton on 05 May 1951 in Winnipeg, Manitoba. They had one son, Tom. The Winnipeg Free Press published the couple’s divorce decree on 21 December 1970. Earle married Margaret Clara Veale née Cousins (b. 19 August 1928, Winnipeg – d. 10 September 1998) that same year. They would remain married until Margaret’s cancer-related death in 1998. The following year, Earle married Joyce Wilson née Mutton in Ontario on 28 December 1999. They currently reside in Matlock, Manitoba.
Like his father and grandfather, Earle Philip Forshaw is a Free Mason. He received a 33rd degree membership in the Ancient and Accepted Scottish Right (honorary degree), a position he has held for more than 50 years. Earle has received two medals from the Free Mason’s for his half century of service to the society. Earle is also a Shriner and a member of the Royal Order of Scotland.
ARTHUR HUGH FORSHAW
Arthur Hugh “Hughie” Forshaw (b. 09 July 1899, Lancashire, England – d. 02 June 1976, Winnipeg) enlisted with the Canadian Expeditionary Force Overseas 181st Battalion on 21 March 1916 in Brandon, Manitoba. Although he claimed to be 18 years old at the time of enlistment,* his attestation papers stated he was not to head overseas until he was 19 years of age.
*It appears Pte. Forshaw may have lied about his age when he enlisted. According to the Lancashire Anglican Parish Registers (Preston, England), Arthur Hugh Forshaw was born 09 July 1899 in the Skelmersdale Parish in Lancashire, England, not on 02 June 1898 as stated on his attestation papers.
At the time of enlistment, Hugh lived with his family in Brandon, Manitoba, residing at 126 – 22nd Street. The 1916 Canadian Census lists his father, John, as a carpenter who had immigrated to Canada in 1905. Arthur and his mother, Sarah Forshaw née Edden, immigrated the following year and the Forshaw’s would have at least three more children, Rohda/Rhoda Elizabeth (b. 27 June 1908), Phylip/Philip Roy (b. 24 January 1911), and Irene Margaret (b. 1916).
After the war, Henderson’s Brandon City Directories list Arthur Hugh as a clerk at the Union Bank of Canada in Brandon. By 1925, Hugh was working as a clerk with Imperial Oil. According to his obituary, he would remain with the company for 37 years; he was a supervisor before retiring in 1960.
Hugh married Maud Ethel Hickling (b. 07 April 1901 – d. 26 October 1927) in Brandon, Manitoba on 22 November 1922. The couple had two sons, John “Jack” Hugh (b. 05 May 1923, Brandon – d. 17 May 1962, Winnipeg) and Earle Phillip, (b. 26 September 1927, Brandon). A month after Earle’s birth, Maud passed away at the age of 26 and was interred in the Brandon Municipal Cemetery.
Hugh remarried on 10 August 1929 to Gertrude Ethel Fallis (b. 14 July 1908, R.M. Glenwood – d. 04 July 1994, Winnipeg) in Glenwood, Manitoba. The family moved to Winnipeg in 1933, where Hugh and his wife settled.
Hugh, like his father John, was a member of the Free Mason’s society and became a 32nd degree mason. He was a member of the Capitol Lodge AF and AM GRM No.136 and the Ancient and Accepted Scottish Right of Free Masonry Khartum Shrine Temple. He was also one of the five original members of the Khartum Shrine Orchestra.
Arthur “Hughie” Hugh Forshaw passed away on 02 June 1976 in Winnipeg, Manitoba, at the age of 76 years. He is interred alongside his second wife Gertrude in the Thomson in the Park Cemetery, Winnipeg.

Records in this collection were in the possession of Earle and Joyce Forshaw before they were submitted to local historian Jack Stothard. Stothard, in turn, donated the materials to the SJ McKee Archives in 2012. The Archives accessioned the records in 2013.

The three colour photocopies are reproductions of photographs of the City of Brandon’s 181st Battalion Band circa 1916 – 1917. Earle Forshaw’s father, Arthur Forshaw (#865277), was a bandsman who played both the violin and trumpet with the 181st Battalion and is pictured in each of the photographs.
The photograph (13-2013.1) is of an 11-member chamber group featuring a female cellist and female vocalist. A.H. Forshaw is on the left-hand side of the back row wearing a military uniform with Canadian general service collar badges and holding a violin under his arm.
The photograph (13-2013.2) is of the 23-member 181st Battalion band. All the members are in uniform and sporting the 181st Battalion Cap badge. A.H. Forshaw is standing second from the right in the second row and holding a trumpet.
The photograph (13-2013.3) is of the 181st Battalion band at the Brandon Exposition in 1916 at the Summer Fair Grounds and grandstand.

The Toal Commission was a Commission of Inquiry conducted by James Toal at the Prince Edward Hotel in Brandon,MB from 1971-1972. The purpose of this inquiry was to investigage a report published by the Brandon Police Department entitled, "Problem Metis Families, City of Brandon," as well as allegations of police harassment in the City of Brandon from January 1, 1970, onward. The report was prepared by the Brandon Police Department following a petition submitted to Mayor Wilton. The petition, signed by approximately thirty residents of Brandon's East End, requested that the city prohibit the sale of homes in their neighborhood to Native families. A copy of the report was obtained by the Brandon Sun, which generated a considerable public response that resulted in the investigation in question.

Scope and Content
Fonds consists of records created over the course of the Toal Commission. It includes copies of verbatim transcripts of the Toal Commission hearings, as well as a commission of inquiry, a report on the commission, and indexes, which list the witnesses and evidence presented for each day of the hearings.
The inaugural meeting of the Western Manitoba Home Economics Association (WMHEA) was held in September 1971, with 48 members. In 1973, the WMHEA members voted to affiliate with the Canadian Home Economics Association (CHEA).

ALEXANDER MACPHAIL (14 July 1900 - 29 July 1986)
Alex was born in Vista, MB on July 14, 1900, son of John and Catherine MacPhail. He married Florence Turner (d. 1977) at Winnipeg on December 22, 1948 and together they farmed the family farm at Vista. In 1965 they purchased a house in Shoal Lake but continued to farm in Vista until Alex's retirement in 1973, when he sold the farm.
Alex was involved in the 4-H Club at Vista and was a member of the Grain Growers Association. He was also very interested in Wildlife Conservation, an interest which led him to donate a 1/4 section of land to them. Alex also started a museum in Shoal Lake, which in time he turned over to the Village. He was a school trustee for Islay School Board at Vista from 1937-1939 and took the position of Chairman from 1939, until the school closed on 1968. During his years of farming he was a registed Seed Grower and in 1957 was awarded the Robertson Certificate. As a hobby he was a beekeeper. Alexander MacMillan MacPhail passed away at the Shoal Lake-Strathclair Health Centre on Tuesday, July 29, 1986 at the age of 86 years.
MARION (MACPHAIL) MCCORMACK (1903 - 10 February 1988)
Marion attended Islay School and Rosburn Collegiate. Upon graduation, she attended Manitoba Normal School, and became a teacher. She worked at Perth, Islay (1927-1934), Plumas, Strathclair and Minnedosa.
She met and married Coll McCormack (d. 1973) in 1952, and they lived in Minnedosa. She retired from teaching in 1967. Marion McCormack passed away on February 10, 1988.
IAIN MACPHAIL (1912-1937)
Iain MacPhail was born in Vista, MB in 1912. During the years that he was attending high school, he took a keen interest in farming. After he completed his Grande XII, some of the farm projects were expanded, including bee keeping. It was while attending a Bee-Keepers Course at the University of Manitoba that Iain took ill and passed away in 1937.
JOHN ARMSTRONG (6 May 1930 - 21 June 2005)
John Armstrong was born May 6, 1930, the second son of Kate (McKinnon) and William Armstrong. He attended Perth school for his elementary grades, then Vista and Rossburn where he finished high school. John farmed with his dad and brother Hugh, except for one year of permit teaching on the Daupin River Reserve, which was accessible by canoe.
John lived at home with his parents and cared for them until his dad's passing in 1972 and his mother's in 1982. At one time John was a leader of the 4-H Seed Club and was able to help members with his weed and plant identification skills. He did some secretarial work for 4-H and the Argyle Presbyterian Church. John William Armstrong of Rossburn passed away June 21, 2005 at the Shoal Lake-Strathclair Health Centre.
Custodial History
The records in this collection were accumulated in the residence of Alexander MacPhail from various family members. The materials were discovered in the attic of MacPhail's house on the MacPhail land in Vista, MB in 2005. Subsequently they were given to Gerald R. Brown by the family living in the MacPhail house. They resided in Brown's home until their donation to the McKee Archives in September 2006.

The collection consists of teaching materials and textbooks used by members of the MacPhail family - Alex, Marion and Iain. It has been divided into two sub-series, including: (1) Textbooks; and (2) Teaching materials.

Greenway was located seven miles east of Baldur in southwestern Manitoba. The hamlet started out as a branch point in a railway spur and took its name from Thomas Greenway, one of the early premiers of Manitoba. The Greenway Fair was held annually in Greenway until 1973, when it was moved to Baldur where better facilities were available.

The Cinema Club of Brandon was formally created in May 1954, and operated for two and one-half years before dissolving due to lack of interest. The club was formed for the purpose of providing private screenings, on a non-profit basis, of films that normally would not have been exhibited in commercial theatres in Brandon. Films had to be assessed by the club membership as outstanding in quality. During its existence, the club sponsored the screening of two to three movies every second Sunday.

Scope and Content
Fonds includes a minute book that contains a record of each meeting held by the Brandon Cinema Club and a list of the elected executives. It also includes a file of newspaper clippings from the Brandon Sun about the Cinema Club.
The Women's Institute was founded in 1897 in Stoney Creek, Ontario, by Adelaide Hoodless. By 1913, institutes had been established in every Canadian province. In 1919, provincial representatives met in Winnipeg to form the Federated Women's Institute of Canada. The Women's Institute was designed to promote quality of life in rural Canada and to foster the advancement of rural women. The first Women's Institute in Manitoba was organized in 1910, in Morris, Manitoba. The Crocus Women's Institute was created in the fall of 1946. The charter for the group was issued on November 25, 1946. One of the first projects of the group included sending food parcels to Britain until war rationing was discontinued. The main focus of the Institute was the local school: the Institute sponsored essay contests and provided furniture for the school. The Institute also sponsored a garden club and held a garden show for many years. Finally, the group had an annual Christmas Cheer project. The Crocus WI disbanded in 1984.

William Wallace was born in Scotland around 1859. In 1881, when William was twenty-two, he emigrated to Canada with his father and brother. Once here they settled near what is today Forrest, Manitoba. The following spring they moved to the northwest margin of settlement in Manitoba, homesteading in the Shellmouth area. Wallace remained a resident of the region for the rest of his life. William Wallace was active in community affairs. He was appointed to the post of Secretary-Treasurer of the Shellmouth Municipality in 1887, and he held the position until 1904. In 1909, Wallace was injured in a railway accident, and he had to give up farming. He moved to Shellmouth and took up the position of postmaster, which he held for twenty-seven years. He died in 1945, and is buried at Shellmouth cemetery, Manitoba.

The letters contained in the fonds remained in the possession of Margaret Wallace, who was the original recipient of the correspondence. She emigrated to Canada in 1904. At some point the letters passed to William Wallace who kept them in his possession in Shellmouth. In 1941, William contacted Professor E. J. Westcott of Brandon College regarding the fonds. He offered it to the College for safekeeping. Westcott accepted the letters. Westcott passed the letters on to various officers and staff at Brandon College and then Brandon University. Since 1982, the collection has resided in the S. J. McKee Archives at Brandon University.
Scope and Content
Fonds consists of hundreds of letters that William Wallace and his brother, Andrew, wrote to their sister, Maggie, from 1881 until 1904. The first letter, dated 22 March 1881, was written by both William and Andrew aboard the S.S. Prussia as they sailed to North America from Scotland. The last letter was written on 4 January 1904 by William. It was written to inform Maggie and her husband that William had reserved a homestead in their name. This letter marks the end of the fonds. Later that spring Maggie and John emigrated to Canada to be with her family.
William was keenly interested in everything going on around him; his letters and Andrew's reveal what life was like for inexperienced settlers on the Canadian agricultural frontier in the last years of the ninteenth century. Fonds touches on a variety of social, political and economic themes.

The Roseland Church was built in 1883 as a Presbyterian church, funded in large part by the Roseland Ladies Aid Society. In 1912, thirteen years before formal union between these two denominations took place, the Roseland Presbyterian Church was united with a local Methodist congregation. The Roseland Church was closed for a few years following the Second World War. However, the Church was revived and it continued to function until 1969, when it was officially closed. Subsequently, the building was sold and moved, and a cairn was placed where the church had been located.

Fonds contains a minute book for the Roseland Church from 1882-1969, a summary of the organization and development of the Roseland Church, clippings dealing with the history of the community of Roseland, and a summary history of the Roseland Curling Rink.
The United Farmers of Manitoba was founded in 1920. It was an inclusive farmers' organization established to replace the Manitoba Grain Growers' Association. The UFM supported farmer candidates in the 1920 provincial election. In 1922, it helped elect the UFM government of John Bracken (1922-42). The UFM also participated in federal politics, supporting twelve successful candidates in the 1921 federal election. The UFM was financed by its members. Its membership varied from 15,700 in 1923, to 3700 in 1931. In 1939, the UFM became the Manitoba Federation of Agriculture.

Fonds includes documents relating to the membership, both male and female, of the Wingham branch of the United Farmers of Manitoba and the United Farm Women of Manitoba. Documents dealing with the position of the branch on prohibition c. 1922, discussion within the branch of the "wheat pool" movement, annual reports for the organization, newsletters, correspondence on matters political and agrarian, and records relating to the activities of the branch as a cooperative buying agency are also included. Fonds also contains minutes of the provincial convention of the UFM and correspondence from the central office of the UFM.
The Canadian Federation of University Women was founded in 1919 under the leadership of Margaret McWilliams of Winnipeg to promote the interests of women with higher education at local, national and international levels. It is a voluntary, non-profit, self-funded organization with a membership of over 10,000 university-educated women and 122 local clubs. The CFUW promotes high standards of public education; encourages advanced study and research by women university graduates; encourages active participation in public affairs by qualified women; works to safeguard and improve human rights and the economic, legal and professional status of women in Canada; and participates in the work of the International Federation of University Women. The Brandon University chapter of the Canadian Federation of University Women was established in 1948. It continues to be active.

Fonds contains correspondence with other branches of the CFUW, minutes and programs from meetings and seminars held throughout Canada, as well as administrative records and minutes of the Brandon branch. Most administrative records concern the problems of maintaining membership levels and recruiting younger members. Fonds also contains various issues of the "Chronicle," a CFUW publication. Fonds also includes CFUW Brandon minutes, miscellaneous projects, annual reports and member lists, as well as a number of documents relating to the provincial, national and international activities of the CFUW.
Berbank Women's Aid was founded in 1919. It was, in large part, the Berbank Red Cross under a new name. The principal project of the original Berbank Ladies Aid was the construction of the Berbank Church, which was accomplished in 1919. In 1962, the organization was renamed the Berbank United Church Women. With the closing of the Berbank church in 1966, the Berbank United Church Women were dissolved.

C. J. Barnes was born in Brandon, Manitoba in February 1884. His parents were native Nova Scotians who arrived in Brandon in the early 1880s. In 1884, the family settled on a homestead near the present town of Lauder. This homestead was sold in 1899, and the family moved to farm in the district of Medora. C. J. Barnes took over the operation of this farm in the early 1900s. He farmed until 1924. Barnes was educated in schools in the Truro School District and the village of Lauder. He was active in the original Territorial Grain Growers' Association.

Fonds contains a pamphlet written and published by C.J. Barnes titled Seventy Years in Southwestern Manitoba. The pamphlet contains an account of life in rural southwestern Manitoba from the 1880s through to the 1940s. The pamphlet is based on a variety of sources including diaries written by Mr. Barnes' father. Fonds also includes some hand-drawn maps not included in the published version of the pamphlet, as well as four letters c.1962, between C.J. Barnes and Rev. Robert Harvey in his capacity as a columnist for the Brandon Sun.
The Brandon Women's Musical Club was formed in 1945 by Miss Peggy Sharpe and Miss Hilda Smith. Together with a group of women from around Brandon, they managed to form a large club for, according to the club's constitution, "the study of vocal and instrumental music, literature and related arts and the encouragement of promising Junior Artists under eighteen years of age." With these goals in mind, the club undertook to provide tuition for young music students and contributed to the formation of the Brandon Women's Musical Choral Club. The club held meetings during which club members listened to guest speakers and observed performances by local musical and dance groups, as well as some national musical stars. The group also sponsored performances of musicals, plays, and recitals, and held an annual Christmas party.

Fonds is composed predominantly of two scrapbooks, one of which covers the years 1953-1960, the other the years 1960-1965. The scrapbooks contain newspaper clippings about the Musical Club's meetings and performances. There is also a file containing miscellaneous correspondence, the constitution and bylaws of the group, the club's membership lists from 1959-1964, and questionnaires about the Women's Musical Club.
The Minnedosa Business and Professional Women's Club was organized on May 14, 1959. The group received its charter on September 15, 1959 at a ceremony that included guests from Minnedosa, Neepawa, Dauphin, Brandon, and Portage La Prairie. The first president of the club was Mrs. Julie Johnson. In September 1959 the club had 15 members. The Minnedosa Club became the thirteenth Business and Professional Women's Club chartered in Manitoba. The purpose of the club was to train and educate women in business and the professions and to promote women's participation in local, provincial, and national affairs. The club included many committees such as the Public Relations, Membership, Survey and Archives, Programme and Projects, Social and Courtesy, International Affairs, Budget and Finance, Federation Promotion, Personal Development, Public Affairs, and Resolutions, Legislation and Employment Committees. The Minnedosa Club held exhibitions, hosted guest speakers, observed Business Women's Week, and held workshops for all of the Business and Professional Women's Clubs in Manitoba on a few occasions. Over the years the club made many donations to the Minnedosa Museum, the Minnedosa Centennial Committee, and charities such as UNICEF, Ramallah Fund, Children's Aid, and United Way. The Minnedosa Business and Professional Women's Club was very concerned with the status of women in Canada and around the world. The Minnedosa Club disbanded in May 1980. After the disbanding of the club, the women who were involved in the club formed the Just For Fun Club.

Fonds is comprised mainly of four scrapbooks, which run from 1959-1979, 1959-1963, 1959-1964, and 1977-1979. The scrapbooks contain photos, newspaper clippings, Christmas cards, correspondence and programs. The clippings relate to Business and Professional Women's Clubs from around Manitoba, while focusing on the Minnedosa Club. Many of the clippings also focus on the status of women in Canada and the rest of the world.
Fonds also contains financial records and minutes from the years 1959-1980. There is also a copy of the club's bylaws, as well as monthly membership reports from 1976-1980. The fonds also includes a brief typed history of the Minnedosa Club, as well as other loose newspaper clippings, programs, songbooks, and correspondence. Finally, there are three guestbooks included in the collection. The first runs from 1959-1978. The second guestbook is from the Art and Ceramic Display and Tea, held on May 27, 1972. The third guestbook is from the Art and Ceramic Dispay and Tea, held on May 29, 1976.
