This commission was appointed in late 1944 and made it's reports and recommendations in late 1945. The commission's tasks were the following: (1) give a legal opinion on existing taxation legislation affecting co-operatives, (2) reccomend taxation legislation in respect to co-operatives, with due regard to current tax burdens on privately owned busniess, (3) provide a picture of the actual structure of co-operative enterprise in Canada, its growth, and the effects of taxation upon it.
The commission's findings were, briefly: (1) Section 4, paragraph (p) of the Income War Tax Act is so ambiguous as to justify its repeal, (2) commission reccomended legislation permitting both co-operative and joint stock companies to deduct patronage dividends in computing taxes, whether paid out or available on demand, (3) appendicies of research staff findings that provide statistical and historical information on the origin, growth and distribution of co-operatives in Canada.

File consists of correspondence, pamphlets and notices for various Brandon University departments/services/events, a membership list of the Brandon University Women's Auxillary, news releases, a Department of Extension report, a draft questionnaire, a detailed account of building structures past/present/future on Brandon University campus, and the listing of artists in the "150 years of Art in Manitoba" exhibit.
George F. MacDowell was born in 1913, in Prince Edward Island. He studied at Dalhousie University from 1930 to 1933, but did not complete a degree. During WWII, MacDowell served in Canada and Europe as a member of the Royal Canadian Signals Corps. After the war, he returned to Dalhousie University, graduating with a B.A. in 1947. Subsequently, he graduated with a Masters Degree in Economics from Clark University in Worcester, Massachusetts. George McDowell taught at both Mount Allison University and the University of Alberta before coming to Brandon in 1957 to teach at Brandon College. He remained as a professor in the Economic Department until his retirement in 1979.
MacDowell's work was published in the Canadian Journal of Economics and Political Science. In 1971, McClelland & Stewart published his account of the Brandon Packers strike of 1960 titled "The Brandon Packer's Strike: A Tragedy of Errors." In Brandon, MacDowell maintained a relationship with the local Association of Fire Fighters, aiding them with collective bargaining procedures. He also served as Chairman for the MacKenzie Seeds Board, and was a member of the Manitoba Development Corporation Board.
MacDowell never married and had no known children. He passed away on February 26th, 1986.

This collection was in the possesion of George MacDowell until his death. It was then held by the Brandon University Department of Economics until 1997, at which time it was transferred to the McKee Archives at Brandon University.
Scope and Content
The bulk of this fonds falls into five main categories:
1. Records dealing with the Brandon Packers Strike of 1960 and the subsequent legal actions against the owners, including all 2215 pages of the Brandon Packers Strike Commission;
2. Records dealing with the Commission of Inquiry into The Pas Forestry and Industrial Complex, including the complete transcript of the inquiry measuring approximately 5m. This Commission dealt with the conduct of Churchill Forest Industries, a company owned by a Swiss financial firm, which, in the 1960's, was given approximately 93 million dollars by the Roblin Provincial Government to develop The Pas Forestry and Industrial Complex. Churchill Forest Industries and its parent company subsequently came under suspicion of fraud and accused of fradulently transfering The Pas Forestry funds into other foreign business interests;
3. Records dealing with business loans awarded by the Manitoba Development Corporation during the 1970's and 1980's to businesses primarily within Manitoba;
4. Records dealing with McKenzie Seeds, and McKenzie Steele-Briggs Seeds during the early 1980's when George MacDowell was a board member of McKenzie Seeds;
5. Records dealing with Professor MacDowell's career as a Professor at Brandon University, including records relating to his courses and to administrative activities.
To a lesser extent, this collection includes records dealing with the University of Saskatchewan College of Commerce, the publication the "Manitoba New Democrat," issues associated with politics, labor and union in the prairie provinces from the 1960's to the 1980's, articles from various economic periodicals including "Economica" and "Public Finance," a variety of government reports from 1941 to 1981, and records dealing with George MacDowells' relationship with the Brandon Firefighters Association.

The Brandon College Senate was created in 1900 under “An Act to Incorporate Brandon College.” At the time, however, the Senate was not given a clear policy mandate. The Act stated: The Professors in said College, together with three members of the Board of Directors nominated by the said Board for that purpose, shall constitute the Senate, to whom shall be entrusted the reception, academical superintendence and discipline of the students and of all other persons within the said College.
Despite general authority over the discipline of students, measures to enforce discipline and the power to appoint or remove professors rested with the Baptist Convention. As a result, the Senate remained largely ineffective until 1910 when the Board re-defined their function as follows: The Senate be composed of the Council of the College together with three members appointed by the Board of Directors. That this body shall be responsible for all matters that concern the determination of the curriculum, the recommendations to the Board regarding appointments of instructors in subjects otherwise specifically assigned to individual members of the several faculties.
These new powers provided the Senate with a rational boundary of authority including some control over the curriculum, but its main function was still recommendations to the Board on matters concerning faculty. There are no known documents regarding the Brandon College Council, which existed from 1910 to 1915. Affiliation with McMaster was a contentious issue with faculty. Courses had to correspond with those in McMaster, effectively eliminating the Brandon College Senate from its authority over academic matters.
In 1915 the Senate was re-organized following the “Act to Amend An Act to Incorporate Brandon College.” With this reorganization the Senate assumed a more direct role in the selection of faculty and tutors. As well, the Senate became a stronger advisory body of the faculty.
The Brandon College Senate remained relatively unchanged until 1939 when, under by-law 1, the Board defined the Senate functions as:
Power to regulate instructions and to determine the methods and limits of instructors.
To prepare a calendar of the College for publication.
To recommend to the Board the establishment or abolition of, or any changes in departments, chairs, lecture-ships, bursaries, scholarships and prizes, and generally have charge of all matters of an academic character, but shall not have any power to incur any expenditures or liabilities on behalf of the Corporation until specifically authorized by resolution of the Directors, nor shall their powers be construed as authority to engage teachers for the Corporation.
Along with these functions the Senate was also the body that possessed the binding authority to deal with all academic grievances.
The Senate under the new Charter and by-law 1, consisted of the President, Chairman of the Board, seven members from the faculty (including President and Registrar), and six members from the Alumni. The Registrar was to act as Secretary.
The Senate was changed once more in 1959. This change led to a more significant role in the administration of Brandon College.

Included as well are Minutes of the Ministerial Committee of the Baptist Union of Western Canada As well, there are University of Manitoba Senate Minutes dating from 1950 to 1958.

Series 5: Brandon College Senate
Thomas Russell Wilkins was born in Toronto in 1891. He received his B.A. from McMaster University in 1912, and became the Science Master at Woodstock College the following year. In 1916, he and his wife Olive moved to Chicago, where Wilkins was an instructor of Physics at the University of Chicago. The next year he served as a master signal electrician in the U.S. Signal Corps. During World War I, Wilkins completed pioneer research for the United States Navy, which led to the development of pulse sonar devices in the 1920s. He had also been researching the possibilities of a wireless telephone.
Wilkins and his wife moved to Brandon in 1918, where he took up the position of Professor of Physics. During his time at Brandon College, Wilkins introduced the latest technology to classrooms, designed the original Science Building, and along with the Brandon Citizen's Committee, seucured building funds for the Citizen's Science Building.
Receiving his Ph.D. from the University of Chicago in 1921, Wilkins resigned from Brandon College in 1925 to pursue postgraduate study at Cambridge University. In 1926, he began research at the University of Rochester, where he also took up the position of Professor of Physics. From 1930 to 1938, he acted as the Director of the Institute of Optics.
Widely known for his work in the fields of cosmic rays and atomic disintegration, in April 1939, Wilkins announced the perfection of a camera that was able to record the "footprints" of invisible atoms after they collide. In October 1939, he received a medal from the Royal Photographic Society of Great Britain recognizing his work regarding the use of photographic emulsions in the study of radium. The following year, Wilkins perfected a camera that could determine the energy levels inside the nuclei of stable chemical elements. He received a grant from Sigma Xi, the National Society for the Promotion of Scientific Research, in November of 1940.
Wilkins married twice. The first marriage, to Olive Anges Cross took place on June 17, 1913. Olive Wilkins died suddenly on May 13, 1937, at the age of 45. Wilkins married Susan Gwendolyn Whidden, the daughter of former Brandon College president Dr. H.P. Whidden, in 1938.
Thomas Russell Wilkins died suddenly of a heart attack on December 10, 1940, on his way back to his laboratory after a faculty meeting. He was 49 years old.

T. Russell Wilkins’ reocrds contain correspondence between himself and Mrs. Wilkins and Dr. Whidden concerning their employment with Brandon College. There are letters between the two men regarding the building of the Science Building in 1920. There is also a copy of the Canadian Baptist. Besides programmes and a picture, there is also correspondence between various people. Dr. Wilkins kept the papers he had written for various classes at McMaster University in the years 1911 and 1912. There is a "toast to the ladies" that he delivered at a banquet of some sort, that gives an interesting view on how Wilkins, and possibly other men of his time, viewed women. There are numerous newspapers clippings, and several pages taken from journals such as Popular Mechanics, Popular Electricity and others. Dr. Wilkins was at the top of his field of study. He was an extremely bright man who managed to create some very useful tools of science. His papers are interesting and informative to read.

Esther Moore was born in Norfolk, Nebraska and moved to Canada at age 3. There is a vague reference to her being related to the composer Dvorak in The Quill of 1913. She registered as a music student at Brandon College in 1909. In 1910, Miss Moore received a medal for sight-reading and accompanying in Edmonton. She took her examinations of the Toronto Conservatory of Music in 1910, and her Senior examinations in 1911. She completed her theory work in 1913, as well as finishing the academic requirements. In 1913, Esther Moore became the first graduate of the Music department at Brandon College. After graduation, Miss Moore taught music in Unity, as well as being the choirleader and organist. She returned to her home in Olds, Alberta for a rest from teaching. However, she was not idle for long. She took up teaching again, and she was the organist and choirleader at church. She also began a Glee Club. Between these responsibilities Miss Moore finished a course in the Household Science Department at the Olds Agricultural College. She returned to Brandon College to take postgraduate work, becoming the first Brandon College student to receive her L.T.C.M. in 1916. In 1922 Miss Moore began to teach piano at Brandon College. She received her Bachelor of Music in 1925, and her Master of Music in 1926.

Esther Moore’s records consist of newspaper clippings, recital programmes, concert programmes, and commencement programmes. As well, there are dance cards, invitations, tickets, and the programme for the annual Graduation Banquet for several years. There are Track and Field programmes and a ribbon. There are also Alumni Luncheon programmes for a few years. There is an issue of The Western Baptist from 1926, and the programmes for the installation of Dr. Robbins as President and the opening of the Arts and Library building and the J.R.C. Evans Lecture Theatre in 1960. There is also a letter from William L. Wright, director of the music department at Brandon College.
On November 11, 1971, A. E. McKenzie Co. Ltd. acquired Steele Briggs Seed Co. Ltd., Rennie Seeds, and the Canada Seed Co. from Maple Leaf Mills Limited of Toronto, Ontario. The purchase included the packet seed business and most of the brand names and trademarks of the above companies as well as the Steele Briggs properties in Winnipeg and Regina, and all of the equipment in their Toronto location. This same location was leased by A. E. McKenzie Co. for a number of years. As a result of the acquisition of Steele Briggs, the name of A. E. McKenzie Co. was modified to A.E. McKenzie Co. Ltd. - Steele Briggs Ltd; each company continued to operate under its respective trade names in the marketing of Garden Seeds, Lawn Grass and other product lines across Canada.
The Steele Briggs Seed Co. was founded in 1873 in Toronto, although at the time of its inception, the company, which was a small retail seed store, was known as Steele Brothers and Company. Two of the company's founders, Mr. R. C. Steele and Mr. S. E. Briggs, were already involved in a grocery and produce business in Oshawa, Ontario together.
From the first store at 23 East Market Street, Toronto, Steele Briggs moved into a new warehouse at the Southeast corner of Front and Jarvis Streets in 1887. However, by 1888, new premises were required due to the rapid growth of the company, and a warehouse was leased at 107 Front Street East. Five years later, a separate store was opened to manage the local retail and mail order sections of the business at 132 King Street East. The annual increase in trade, however, made the construction of a new five-story building necessary in 1911-1912.
By 1902, the volume of business the company was receiving from Western Canada led to the establishment of a branch house in Winnipeg. Further expansion occurred in 1922, when Steele Briggs purchased a large warehouse and Seed Cleaning elevator at Regina in order to more adequately deal with the demands of the Western Provinces of Alberta and Saskatchewan. In 1933, a branch house was opened in Edmonton, and in 1956 one was established in Vancouver.
In its formative years, prior to the 1930's, the management group was comprised of a number of well-known businessmen. These included: Mr. J.S. Steele, Mr. E. F. Crossland, second Vice-President and General Manager, Mr. W. D. Steele, first Vice-President and Manager of the List Seeds Department, Mr. C. J. Turnbull, General Manager of the Western houses and Seed Grain supplies, Mr. R. S. Ferguson, Assistant Manager of the Catalogue and Wholesale trade located in Winnipeg, and L. B. Robinson, Assistant Manager and Accountant at Regina.
Sometime between 1944-1948, Mr. W. D. Dack was appointed President of Steele Briggs, and, in 1951, he announced new executive appointments to the company. Mr. George F. Boyd was appointed Manager of Steele Briggs' Regina branch and later supervisor of all Western branches as Vice-President in charge of Western Canada Operations. Mr. C. S. Beattie was appointed Secretary Treasurer of the company. In June of 1964, D. H. MacKay, E. R. Seede of Regina and Tom Gray of Edmonton, were named to the Company's Board of Directors.
For many years Steele Briggs published and distributed a retail catalogue, the first was published in 1875.
Rennie Seeds Ltd. was founded by William Rennie in 1870 and incorporated in 1905. It was located in a small store at Adelaide and Jarvis Streets in Toronto. Following the death of Mr. Rennie, the business carried on under the leadership of his son Thomas Rennie, and subsequently under Thomas Rennie's son-in-law K. J. Harrison. Steele Briggs acquired Rennie Seeds in 1961.
The Ferry Seed Company, which operated primarily in Eastern Canada, was bought by the Steele Briggs Seed Co. in 1926, effectively ceasing all operations under the Ferry name.

Sub-series consists of financial records, miscellaneous documents, including some correspondence and files relating to the merger of Steele Briggs Seeds and McKenzie Seeds. Information regarding the Canada Seed Company can also be found in the sub-series.
The sub-series also contains a scrapbook (500 pages; 24 x 28 x 6 cm) dealing with Steele Briggs Seeds and the seed industry. Items in the scrapbook include newspaper/magazine clippings dealing with executives of the company (including the death of prominent members), commentaries on the seed industry and seed varieties and a number of general interest columns. A copy of the painting "A Gateway to Canada's Granary, Winnipeg 1872" by J.D. Kelly is also included. Photographs, magazine advertisements, correspondence and writings on seed varieties are also located in the sub-series. A page level inventory of the types of seeds included is available for the scrapbook.
A copy of the 1893 Steele Briggs catalogue is also contained within the sub-series. Special attention should be paid to the color covers included near the beginning of the book.
The sub-series is divided into five sub sub series, including: (1) Merger; (2) Financial; (3) Miscellaneous; (4) Canada Seeds; and (5) Scrapbook.

The acquisition was made in 1982 on the recommendation of McKenzie President William Moore. In 2001, Pike & Co. continued to be a part of the mail order division of McKenzie Seeds.

The book "By Gossip and Myth" by Prof. George MacDowell in Series 6 (Miscellaneous), sub-series 2 (Miscellaneous Publications) of the A.E. McKenzie Seed Co. Ltd. fonds, also contains a small amount of information regarding the purchase of Pike & Co.
The Seed Marketing Company Ltd. was located at P. O. Drawer 1885, Winnipeg, Manitoba, and, later, at 382 Maryland Street, Winnipeg. Created by the A. E. McKenzie Co. Ltd., this company was incorporated under Dominion Charter by Federal Letters Patent, dated March 18, 1930. As well, the company was registered only in Manitoba under the provisions of the Manitoba Companies Act.
A. E. McKenzie made the application for the charter under the name A. E. McKenzie Co. Ltd. and, from 1933, the Board of Directors was made up of employees of A. E. McKenzie Co. Ltd. Although the authorized capital stock of the company was 500 no par value shares, only 50 of these were issued and allotted at a price of $10 per share.
According to a letter written by A. E. McKenzie to the Acting Director, Department of the Secretary of State, Companies Division, Ottawa, Ontario, the company was created with a specific purpose in mind. During the years 1930-1933, A. E. McKenzie Co. Ltd. accumulated a large quantity of oats for seeding purposes, at a time when crops were generally poor due to extended drought. These seeds, as well as wheat, barley and flax were supplied to farmers on a signed order in the name of Seed Marketing Co. Ltd. Parties, either individuals or municipalities, took a "Seed Grain Mortgage" from the Seed Marketing Co. as a method of payment. This enabled the farmers, who had little or no money, to plant crops. Presumably following harvest the mortgage was paid off.
On the whole the idea of supplying distressed farmers with seed through a Seed Grain Mortgage was fairly successful. In addition to selling the seed directly to the farmers, seed was also sold to rural municipalities, from whom payments were assured. The municipalities, in turn, assumed responsibility for payment from the farmers to whom they had supplied the seed purchased from the Seed Marketing Company.
The original Board of Directors was as follows: A. B. Downing, J. L. Lowes, F. B. Roberts, F. C. Thompson, and J.A. Young. Each received 1 share each in the company. H. J. Morden, a former member of the Corporation, held the other 45 shares from Winnipeg.
From 1933-1936, J. A. Young was President of the company. Following his death in 1936, the position was given to A. B. Downing, who acted as President of the Seed Marketing Company until illness forced him to step down in 1959. In 1960, J. L. Lowes became President, and the following members of A. E. McKenzie Co. Ltd. became Directors: R. R. West, Miss E. A. Yeo and J. R. McPhail.
The Seed Marketing Company had been kept alive under its original charter in case A. E. McKenzie Co. Ltd. might have cause to use it for some other purpose. Eventually, the company was considered in default by the federal government for neglecting to fill Annual Returns for the year 1962. At that time, the company was informed that it was no longer considered a subsisting corporation, and, as such, was no longer entitled to the sole use of its corporate name. That same year, A.E. McKenzie Co. Ltd. relinquished interest in the Seed Marketing Company Ltd., and the remaining Directors resigned their positions.
The name "Seed Marketing Co. Ltd." was also used by A. E. McKenzie Co. Ltd. on two other occasions. Around 1948, the name was used in Ontario under authority of an Extra Provincial License from the Province of Ontario, especially in labeling cartons of a Lawn Grass mixture to meet price competition in Quebec, the Maritimes and Towers Discount Department Stores.
Prior to 1948 the name was used to in the purchase of Forage Crop Seeds in northern Manitoba, Saskatchewan and Alberta.

Scope and Content
This series includes minutes from meetings of the Board of Directors and shareholders of the company. It also includes correspondence between McKenzie, Lowes, Wm. Johnson, the Department of the Secretary of State, W.E. Chiswell - Comptroller for McKenzie Seeds, Robert Steen and various other individuals dealing with the incorporation of the company, its charter and letters of patent. Some of the records deal with the failure of the company to file annual returns for the years 1963 and 1964. The series also contains financial records including annual summaries/reports, corporation income tax returns, and return of information and particulars under the Manitoba Companies Act.
Also included within the series is a book (27.5 x 38 x 3 cm) containing the letters of patent incorporating the Seed Marketing Co., the general by-laws of the company, and minutes from meetings of its Board of Directors.

This sub-series consists of three scrapbooks. Two of the three contain copies of advertisements for a number of businesses, including McKenzie Seeds, Steele Briggs, Patmore's, Rennie's, and McFayden Seeds. Clippings dealing with a variety of other companies in the seed industry are also included. The third scrapbook contains pictures of various flowers, vegetable, herbs and other seed products in alphabetical order. An inventory is available for the third scrapbook.

The Minnedosa Business and Professional Women's Club was organized on May 14, 1959. The group received its charter on September 15, 1959 at a ceremony that included guests from Minnedosa, Neepawa, Dauphin, Brandon, and Portage La Prairie. The first president of the club was Mrs. Julie Johnson. In September 1959 the club had 15 members. The Minnedosa Club became the thirteenth Business and Professional Women's Club chartered in Manitoba. The purpose of the club was to train and educate women in business and the professions and to promote women's participation in local, provincial, and national affairs. The club included many committees such as the Public Relations, Membership, Survey and Archives, Programme and Projects, Social and Courtesy, International Affairs, Budget and Finance, Federation Promotion, Personal Development, Public Affairs, and Resolutions, Legislation and Employment Committees. The Minnedosa Club held exhibitions, hosted guest speakers, observed Business Women's Week, and held workshops for all of the Business and Professional Women's Clubs in Manitoba on a few occasions. Over the years the club made many donations to the Minnedosa Museum, the Minnedosa Centennial Committee, and charities such as UNICEF, Ramallah Fund, Children's Aid, and United Way. The Minnedosa Business and Professional Women's Club was very concerned with the status of women in Canada and around the world. The Minnedosa Club disbanded in May 1980. After the disbanding of the club, the women who were involved in the club formed the Just For Fun Club.

Scope and Content
Fonds is comprised mainly of four scrapbooks, which run from 1959-1979, 1959-1963, 1959-1964, and 1977-1979. The scrapbooks contain photos, newspaper clippings, Christmas cards, correspondence and programs. The clippings relate to Business and Professional Women's Clubs from around Manitoba, while focusing on the Minnedosa Club. Many of the clippings also focus on the status of women in Canada and the rest of the world.
Fonds also contains financial records and minutes from the years 1959-1980. There is also a copy of the club's bylaws, as well as monthly membership reports from 1976-1980. The fonds also includes a brief typed history of the Minnedosa Club, as well as other loose newspaper clippings, programs, songbooks, and correspondence. Finally, there are three guestbooks included in the collection. The first runs from 1959-1978. The second guestbook is from the Art and Ceramic Display and Tea, held on May 27, 1972. The third guestbook is from the Art and Ceramic Dispay and Tea, held on May 29, 1976.

It appears that the Neepawa Business and Profession of Women's Club was established in 1955. The president of the club in 1955, was Nora Day. The objectives of the club were to enhance the status of professional and business women and to promote contact between women in business and the professions. The club had seven committees, including: the United Nations, Newsletter, Emblem, Social, Programme, Publicity, and Membership Committees. The Neepawa Club attended provincial conferences of the Business and Professional Women's Clubs and observed Business Women's Week. The club also hosted conferences,as well as local luncheons and picnics.
