RG2SF2 Manitoba Winter Fair
These minutes were created by the Board of Directors and the Shareholders at the meetings that they held from 1908 to 1932. The Board of Directors was created in 1908. While the collection currently houses minutes from 1908 to 1932, it is evident from Prize Lists and Programs that the Board of Directors structure evolved in the following way.
The structure of the winter fair was quite different from the summer fair. Instead of having a committee structure, the winter fair had both committees and representatives from various agricultural associations. The representatives were part of the Board of Directors. In 1908 these representatives included men from the Horse Breeders’ Association, the Cattle Breeders’ Association, the Sheep Breeders’ Association, the Swine Breeders’ Association, the Poultry Breeders’ Association, the Brandon Winter Fair and Fat Stock Association, and the Manitoba Agricultural College. With the addition of representatives from the Manitoba Clydesdale Association, and the Manitoba Seed Growers’ Association, these committees continued virtually without change until 1930.
By the 1930s, several more representatives joined the Board of Directors including the Winnipeg Livestock Exchange, the Manitoba Percheron Association, the Canadian Shorthorn Association, and the Hereford Association. By 1935 there were also representatives from the Prairie Thoroughbred and Racing Association, the Manitoba Boards of Trade, the Western Manitoba Board of Trade, the Aberdeen Angus Association, and the Canadian Percheron Association. The Canadian Clydesdale Association joined the Board by 1940.
By 1950, several more agricultural associations had joined the Board of Directors. They included the Brandon Light Horse Society, the Brandon Chamber of Commerce, the Manitoba Veterinary Association, the Minister of Agriculture, the Deputy Minister of Agriculture, and the Canadian Red Poll Association. By 1955, a representative from the City of Brandon rounded out the representatives on the Board of Directors.
The first committees of the Board of Directors began in 1908 with the formation of the Brandon Winter Fair and Fat Stock Association. The committees included an Executive, Horse, Livestock, Cattle, Sheep, Swine, Poultry and Seed. By 1915 there were also Program, Prize/Accounts, Carcass, Exhibits/Public Comfort, Building, and Provincial Government committees. Most of these later committees were not long lived, or were not mentioned much past 1915. A Judging Competition Committee was added in 1925 and lasted until sometime in the 1940s. In 1950 an official Finance committee was formed, as well as a Gates/Tickets committee. By 1955, three more committees had been added including 4-H/Junior Activities, Light Horse and Heavy Horse.
By the 1960s, a Publicity committee was also added. In 1965 there were several committees formed including Police/Traffic/Parking, Concessions, Calf/Pig Scrambles, Baby Fair, Flower Show and the Fall Feeder Show and Sale. A Fashion Show committee was added by 1970. In 1975 a Property committee is also mentioned.
The 1980s appear to have been a time of great growth for the winter fair, as there was a large increase in the number of committees. By 1985 the following committees had been formed: Dance, Hitching Ring, Steer Show, Bull Sale, Western Breakfast, Egg Show, Entertainment, Exhibitor’s Lounge, VIP, Cattle Parade, Calcutta, Winter Fair Sponsors, Casino and Royal Manitoba Winter Fair. These committees continued for the most part through into the 1990s.

The series includes the minutes from meetings held from 1908 to 1932. An interesting aspect to these records is that they include the first meetings held by the newly formed winter fair Board of Directors. The early minutes are an interesting look into the formation of an organization.

The prize lists and programs of the winter fair were created by a committee attached to the Board of Directors of the fair. This committee was in existence from c1909, shortly after the winter fair was organized.

RG2SF2 Manitoba Winter Fair
The United Grain Growers, a farmer controlled co-operative elevator association, was established in 1917, with the amalgamation of the Grain Growers Grain Company (1906), and the Alberta Farmer's Co-operative Elevator company (1913). Its original purpose was to provide a co-operative alternative to privately owned grain elevators.

This collection was accessioned by the McKee Archives in 1997. Prior custodial history is unknown.
Scope and Content
Collection includes copies of correspondence between T.A. Crerar, President of United Grain Growers and Colin Burnell, President, Manitoba Co-operative Wheat Producers (1925-26); correspondence directed to the Shareholders of United Grain Growers (1926-38); minutes of a meeting between representatives of the United Grain Growers and the provincial wheat pools (1937); as well as a variety of publications about the history and activities of the United Grain Growers (1917-18, 1927, 1929, 1951, 1956).
The idea of the Keystone Centre was first mentioned in 1958, at a meeting of the board of directors of the Manitoba Winter Fair. The Manitoba Winter Fair wanted a new facility because the old Wheat City Arena had a leaking roof and a deteriorating west wall. The old facility also had limited space and the Winter Fair felt it needed more space for expansion. The Provincial Exhibition of Manitoba also had problems with their facilities, such as old barns and poor display areas. The idea of the Keystone Centre was put on hold until 1969, when the boards of the Provincial Exhibition and the Manitoba Winter Fair joined together as the Provincial Exhibition Association of Manitoba and the Wheat City Arena was sold and demolished. The original estimate for the cost of the Keystone Centre facilities was $4.5 million and funding would be proportioned so that the federal and provincial governments would each put in one-third of the money, with the rest coming from local donations. The financial campaign for the Keystone Centre began in 1970, and construction began in November 1970. The grand opening of the Centre was in March 1973, and coincided with the Royal Manitoba Winter Fair of that year.

Scope and Content
Fonds contains many folders full of correspondence, financial statements, meeting minutes and other documents relating to the development and construction of the Keystone Centre from 1970-1974, including those from the Keystone Executive Committee, as well as the Building Committee. Fonds also contains one folder that pertains to the Brandon Area Agricultural Development Survey from 1959. This folder contains the names and locations of all farmers in the Brandon area in 1959. The Brandon Area Agricultural Development Survey was created in 1959, in order to make farming in the Brandon area more profitable. The survey was aided by Doane Agricultural Service from St. Louis, Missouri, who had success creating agricultural development programs in the United States. Fonds also contains folders from the Provincial Exhibition with correspondence, pamphlets, estimates, and studies from the 1960's. There is also one folder belonging to the Manitoba Winter Fair, which contains correspondence and financial statements relating to the Wheat City Arena. Fonds also contains information pertaining to the proposals made in the 1960's, for the building of the Keystone Centre, as well as one folder about the Keystone campaign from 1970-73. There is also one folder about the opening of the Keystone Centre, which contains newspaper clippings and guest lists. Finally, the fonds contains information about a court case involving Albert Bobyk and Robert Stewart. Stewart was the project manager for the Building Committee and Bobyk worked on the Keystone Center. The fonds includes a report about the trial of the two men who were charged with fraud involving their work on the Keystone Centre.
The Franklin Cooperative Elevator Association Ltd was located in Franklin, Manitoba. The association was formed and incorporated on May 19, 1927 under certificate # 68 of the Cooperative Association Act. The first provisional meeting was held on June 27, 1927 with R.A Storey as Chairman and O. Douglas as Secretary. There was a meeting held after the incorporation meeting and the first board of directors was elected on June 28, 1927 with R. A Storey as Chairman and E.A White as Secretary. The cooperative was run by an elected board of directors.
The Franklin Cooperative Elevator Association was a part of the Manitoba Pool Elevators Ltd which was a subsidiary elevator company of the Manitoba Wheat Pool. Manitoba Pool Elevators was incorporated on April 9,1925 with 1,000 000 capitol stocks being sold for $1.00 per share. Manitoba Pool elevators ran on the principal of local ownership through the cooperatives.
The Franklin Cooperative Elevator Association was involved in issues on a local and provincial scale. An example of local concerns was that in October 1948, it is on record that it was a bad crop year with a delayed harvest because of inclement weather. The elevators become plugged up and as a result grain had to be shipped to oppositional elevators. In 1952 the Franklin Cooperative Elevator Association built a forty five thousand bushel annex building and later that year issues arose over cost overages in its construction. The cooperative was also concerned about provincial matters such as on Sept 18, 1952 a strike was arranged by the workers of Manitoba Pool. It was averted when a settlement was reached in Winnipeg.

Records in accession 10-2013, were delivered to the Archives of Manitoba on March 20, 1970 by Bob Douglas, son of Oliver Douglas. Those records were deaccessioned by the Archives of Manitoba in January 2012 and transferred to the McKee Archives later that year. All other records were donated to the McKee Archives by Manitoba Pool Elevators.
Scope and Content
Fonds consists of ledger books containing minutes of monthly meetings as well as annual general meetings for the Franklin Co-operative Elevator Association. The first meeting had thirty members in attendance. From incorporation the cooperative had a list of objectives they wanted to accomplish including building or acquiring, and payment of a grain elevator and building documentation. They also needed to be licensed under the Canadian Grain Act. The ledger books also contains a list of bylaws. Records also included membership rosters and contract numbers for shipping grain. Auditor's year-end financial records are also included in the fonds. Attendance records from 1958 to 1963 have been recorded.

Manitoba Pool Elevators was established in 1925 as a subsidiary of the Pool in response to local member complaints about the unfair business practices of privately owned elevators. The Katrime Elevator appears to have been established in 1940; no records in the Manitoba Pool Elevator fonds mention the Katrime elevator before 1940. In 1969 the Katrime Pool joined the Manitoba Pool.
The Katrime local was operated by a board of directors elected from the members of the Katrime elevator. Regular meetings took place sporadically throughout the year, often before and after harvest. An annual meeting for the local took place every November, at which members were chosen for the board of directors and members were selected to attend the annual Manitoba Pool convention. Occasionally in October or in the Annual meetings in November the board of directors would ask the head office to compose a letter to the rail companies to thank them for keeping the elevator supplied with cars throughout the harvest season. This would change through the 1970’s and into the 90’s as congestion became a problem for the railcars.
In 1998 Manitoba Pool Elevators merged with the Alberta Wheat Pool to form Agricore Co-operative Ltd. In 2001, this organization merged with the United Grain Growers to become Agricore United, and in 2007, Agricore United was taken over by the Saskatchewan Wheat Pool; the new company was known as Viterra. The fate of the Katrime elevator is unclear. Tthere is no mention in the included records regarding the merger to Agricore or the closing of the elevator.

Records in accession 9-2013, were deposited at the Archives of Manitoba in 1971, with a fourth minute book being deposited in 2011. The records were deaccessioned by the Archives of Manitoba in January 2012 and transferred to the McKee Archives later that year.
Scope and Content
Fonds consist of the minutes of the board of directors of the Katrime elevator. Meetings discussed pool business, including membership into the Katrime elevator co-operation and a list of new members is usually included in the minutes. In addition to membership another main topic of the meetings was the salary of the agent including the agents home and expenses. In 1953, the building of a new elevator, which eventually expanded to include new offices and storage sheds was a topic of discussion. Local annual meetings generally discussed the report of the auditor and any unsold surplus, but no details were recorded. A note on the content of the minutes: there is generally mention of a lengthy discussion of a topic but there is no explanation of what was discussed. Also, at each annual meeting there is a discussion of the annual convention and the resolutions adopted from this convention, however there are no details on what the resolutions were.

A copy of a Local Associations (later the Local Pool Committees) would be sent to the Central Office, where it was stored until a microfilm copy could be made. Records were only transferred to microfilm until 1957.

Speeches and addresses given by executives of the Manitoba Wheat Pool and MPE as well as argricultural experts and supporters of the co-operative movement helped to spread and solidify support for the Pools.
