The Westman Recycling Council was started by a small group of avid recyclers with financial and volunteer help from the Kiwanis Club of Brandon, among others. Volunteers organized the first outdoor recycling depots in June and October 1989. The first event with recorded minutes was the first annual meeting, November 15, 1989.
The organization was incorporated in February 1990, and became a registered charity in 1995. The Mission Statement was: "to support and promote the reduction, re-use, and recycling of material resources for the benefit of Westman's environment and future generations."
The major partner in the work of the organization was the City of Brandon. In 2003, Westman Recycling, in partnership with the City, built a Material Recovery Facility (MRF) at the Brandon Landfill; Westman Recycling owned the building on the City-owned land. It was a $4 million structure - financed by federal and provincial grants (about one-quarter of the total) and a mortgage (about three-quarters). Details are in the Board and other Committee minutes and agreements.
In late 2005, Westman Recycling faced a severe cash crunch - as a result of poor markets for recyclables, changes in support funding from the Manitoba Product Stewardship Corporation (MPSC), and a drop in public recycling levels. In February 2006, the City decided to sign a contract with another organization to operate the MRF; after that there appeared to be no role for Westman Recycling.
A general meeting on September 22, 2008 voted to dissolve the organization. At that meeting, the suggestion was made (agreed to by consensus) that the files of the organization be donated to Brandon University to be made available for researchers. A Board of Directors meeting on the same date voted to donate all remaining funds to a perpetual "Westman Recycling" fund with the Brandon Area Community Foundation.

The organization was overseen by volunteers / volunteer Board of Directors. The files were first held by volunteers / Board members in their homes. In May 1991, the organization hired David McConkey as Coordinator / General Manager, who was directed by the Board to manage the files on a daily basis from that date forward.
The files were kept in the organization's rented office space in the 1300 block of Pacific Avenue from May 1991 to September 1992, and then in the rented space in the Massey building at 6th Street and Pacific Avenue. The files were kept at the new facility at the landfill from April 2003 to February 2006. They were then stored in the basement of the Marquis Project, 912 Rosser Avenue, until August 2011 when they were donated to the S.J. McKee Archives, Brandon University.
Some files (e.g. minutes from 1995-96) were found to be missing entirely. Other files were disposed of by recycling and/or shredding as they were judged to be confidential (e.g. personnel), of an ordinary business nature only (e.g. invoices), or not useful for future research (e.g. extra copies, routine correspondence, building and equipment plans and other arrangements).

Fonds consists of records that document the origin, activities, demise, and legacy of the Westman Recycling Council. Records include minutes, financial summaries, scrapbooks, newsletters, brochures, media clippings, photographs and miscellaneous documents related to the construction in collaboration with the City of Brandon of Brandon's principal recycling facility.

In the summer of 1986, faculty members at Brandon University developed a project aimed at identifying the archival records that existed in public and private collections throughout western Manitoba. A grant was secured from the Manitoba Heritage Federation, and reseachers were employed to travel throughout the region to identify and record the wide variety of records. The results of their work was a four volume set of inventories.

W.R. Morrison left the university in 1991. At the time he gave Tom Mitchell copies of volumes 1-3. In 2006, John Everitt provided the archives with a copy of volume 4.

Fonds consists of four volumes: 1987, 1988, 1989 and 1991. The inventories were generated through extensive research at various centres throughout western Manitoba. Each inventory contains a record of archival materials held by individuals, organizations and/or municipalities throughout the region.
The Birtle Indian Residential School was opened by the Presbyterian Mission on December 3, 1888. Prior to that date, there had been a school allocated within the Birtle district for the Bird-Tail Sioux within Treaty 4. The new boarding school was located within the town limits of Birtle along the Bird-Tail River. The school was made of stone, was three stories high (not counting the basement), and was designed to accommodate fifty students. Connected to the school was thirty acres of land. The main building consisted of the school room, refectory, kitchen, and boys and girls dormitory. Besides the main school building, there was a barn that could accommodate fifteen head of cattle, a root-house and a small shed in which the parents would keep their ponies in the winter when they would come to visit the children. In the front of the residence there was a square piece of ground fenced off which consisted of a lawn and flower garden. The back of the residence was graveled for twenty yards. A garden of four acres was also connected with the school where vegetables were grown for use at the school.
Upon the opening of the school, there was considerable opposition on behalf of the parents as to the children being lodged and boarded such a substantial distance away from the greater Native population. This dissipated as the school gained acceptance within the Native community and attendance gradually increased as a result.
The headmaster at the original Bird-Tail school at the time of its assimilation into the Birtle Indian Residential School was J.D. Burgess. The first principle of the Birtle Indian Residential School was Rev. G.G. McLaren. He held the position from 1888 until November 1894, when he was replaced by Neil Gilmour. William J. Small became principle in 1896, and remained in that position until 1901.
The principal studies at the school were reading, writing, arithmetic, spelling and drawing. Although there were no trades associated with the school, the students were instructed in basic industries. The students also received moral training at the boarding schools. Girls were instructed in the branches of housework (washing, ironing, scrubbing , baking, cooking, sewing, knitting, tailoring, dressmaking, milking and butter-making). Boys were instructed in gardening, caring for stock, sawing, chopping and splitting wood, and were expected to help with the carpentry needs around the building. Special attention was also given to ethics and speaking English in class. There was also extensive religious training. Students were expected to attend church at least once each Sabbath in addition to their morning and evening worship and the study of the Bible and catechism in class.
During the summer the students participated in an abundance of outdoor exercise and recreation. The boys played a variety of sports, including baseball and soccer. The girls were allowed to go on long walks in the country or were given free time outdoors to take part in whatever they desired. Certain students exhibited a musical flare by playing instruments such as the madolin or the harmonica. One student, Hugh McKay, even worked part time at the local printing press during his tenure at the school. In the winter, students participated in ice-skating twice a week and the boys were allowed to play football for an hour a day. The girls could go on their walks and two or three times a week were taken for a drive a few miles into the country. There were two large playrooms within the main building for use during bad weather or when it was too cold outside for recreation during the winter.

Fonds consists of one attendance register from the Birtle Indian Residential School for the years 1888-1898. The total number of students within the register is 133. The attendance record covers the student's name, the date of their admission , their age, "full or half blood" Native status, tribe (ie. Sioux), band (ie. Bird-Tail Sioux), parents' names and father's rank, whether the parents were living or dead, parents' religion, places and periods of previous education and educational level of the student at the time of their registration. The average annual attendance at the school was forty-five students.

The Sioux people who attended the Birtle Indian Industrial School originated in Minnesota and came to Canada following the Minnesota Sioux War of 1862. The history of the Dakota people in the Canadian Northwest is described in "The Dakota of the Canadian Northwest: Lessons for Survival" by Peter Douglas Elias (1988).

The manuscript group contains records pertaining to A.E. McKenzie's personal life, such as personal correspondence and family documents. Records dealing with McKenzie's involvement with Brandon College, the Brandon Allied Arts Council and the Brandon Board of Trade are also included.

A.E. McKenzie was involved with Brandon College from its very beginnings. He was present at the cornerstone-laying ceremony of the Brandon College Building in July of 1900; he became a member of the Brandon College Endowment Committee in 1918; the following year he was on the Finance Committee. By the mid-1920's, he was a member of the Board of Directors of the College. In 1928, he was part of a group that convinced the Baptist Union of Western Canada, the principal funding body for the College, to provide money towards reducing the College’s accumulated deficit. McKenzie and other members of the College Board had advised the Union that they were developing an endowment plan to provide continuing financial support for Brandon College.
In 1931. Mr. McKenzie organized the Brandon Board of Trade to help save the College when the Baptist Union indicated its intention to withdraw financial support to the College. When efforts to have the City of Brandon provide finacial resources to the College failed, A.E. McKenzie organized the Brandon Citizen's Campaign to raise enough money to enable the College to open the next year.
In 1938, when the Baptist Union did withdrew support from the College, McKenzie offered to establish a $100,000 endowment, which he later raised to $300,000, to ensure the continuation of the College. On August 1 of the same year, the Board of Trade, of which McKenzie was a member, set out to raise $15,000 to match the offer the government had made to the College. In September 1938, McKenzie increased his endowment again, this time to $500,000. As a result, of McKenzie's endowment and the fundraising efforts of the Board of Trade the charter establishing Brandon College Incorporated was approved on April 17, 1939.

This sub-series includes correspondence between McKenzie and Lowes with various government officials - Duff Roblin, Hon. George Johnson, Hon. Stewart E. McLean and Comptroller-General George D. Iliffe. There is also correspondence with the company lawyer, William Johnston. Documents within the series consist of the Act to Incorporate Brandon College, Inc. and Bill 86, as well as an indenture and an agreement between C.S. Eaton, G.C. Edwards, A.E. McKenzie, D.H. Hudson and E.J. Tarr. There are also a number of documents written by McKenzie that were presented to the Brandon College Board of Directors. Brandon College Inc. resolutions regarding the McKenzie Foundation are also included.

In the early 1960's, A.E. McKenzie set out to right a book chronicling the first 38 years of Brandon College's history. To achieve this goal, he contacted a number of former faculty member and students of Brandon College, and asked them to contribute their recollections of the College. The testimonials were published along with a message from Brandon University's President at the time, Dr. John E. Robbins. Brandon College Inc. also contained comments from McKenzie regarding the Re-establishment of the College.

Scope and Content
This sub sub series contains correspondence discussing textual and photographic content of the book, clarification of facts, and the format and printing of the book. There is also one newspaper clipping and some proofs. A large part of the sub-series is comprised of the contributions and mailing list for the project. Two copies of the completed book are also been included.
The remainder of the documents in the sub-series deal with reactions to the project. Testimonials from well-known individuals such as Mrs. Olive Diefenbaker, a former student at the College, the Minister of Education, and the Premier of Manitoba are contained in the sub-series. As well, fonds includes numerous letters from other individuals, thanking and congratulating McKenzie on the project are included. There is also a file relating to the reaction – not unanimously favorable - of the Brandon College Board of Directors to the project.
The majority of the photographs used in the History of Brandon College Inc. are also included.

1.1 Brandon College Inc.
The Brandon Allied Arts Council was established in the fall of 1959 and spring of 1960. At that time a Foundation was set up, consisting of six men 'of affairs' in Brandon, who were to act as Trustees and administer gifts, bequests and all capital expenditures. The men asked to serve were: Judge Buckingham, Roy Armstrong (Manager of the Royal Bank), Lasby Lowes, R.A. Clement, Victor Sharpe and D.R. Doig.
From the beginning A.E. McKenzie was a great supporter of the Allied Arts Council. Shortly before his death in 1964 McKenzie proposed leaving his home at 436 Victoria Ave. to the Arts Council to be used as an art gallery. Following a great deal of debate it was finally decided, sometime after McKenzie's death, to decline the offer.

This sub-series has been divided into two periods, the first dealing with A.E. McKenzie and the Arts Council and the second concerning Lasby Lowes and the Arts Council.
Included within the sub-series is correspondence to McKenzie from Marion Doig of the Arts Council relating the progress of the establishment of the Council through the fall of 1959 to the summer of 1960. It also includes correspondence between McKenzie and R.A. Clement regarding the gift of McKenzie's home to the Brandon Allied Arts Council, and correspondence between McKenzie and the Chairman of Nominations, Brandon Allied Arts Council.
The records generated during the Lasby Lowes period revolve primarily around the estate of A.E. McKenzie. Included is correspondence between The National Trust, Sutherland Agencies Limited, Kathleen Roberts (nee McKenzie), Canadian Diebold Safe Co., G.R. Rowe (President of Arts Council), Green Blankenstein Russell Associates, Income Tax Department, Winnipeg, Monarch Life Assurance Company and Lasby Lowes. Other correspondence deals with Lowes' role as Chairman of the Board of Trustees of the Brandon Allied Arts Council.
Also included within the sub-series is a photocopy of the Memorandum of Agreement that established the "Brandon Allied Arts Foundation" (1960).
The sub-series has been divided into two sub sub series, including: (1) 1.3.1 A.E. McKenzie and the Brandon Allied Arts Council (1959-64); and (2) 1.3.2 Lasby Lowes and the Brandon Allied Arts Council (1964-68).

Scope and Content
The records in this sub-series concern A.E. McKenzie's personal life. It contains a number of documents created by his father, F. B. McKenzie, including land deeds, financial records, and a grant of probate. The sub-series also includes documents concerning the Ontario Mutual Life Assurance Co., the dissolution of partnership between A.E. McKenzie and George. E. McKenzie, the release of F.B. McKenzie's estate to his son and a copy of A.E. McKenzie's mother's last will and testament.
Also included within the sub-series is a file or correspondence between McKenzie and R.B. Dessert, a former employee of McKenzie Seeds who established his own seed company in California after leaving Brandon. The correspondence is almost entirely personal in nature.
Thank you letters regarding Brandon College and scholarships, as well as minutes from meetings of the Education Advisory Board can also be found within the sub-series.
Greenway was located seven miles east of Baldur in southwestern Manitoba. The hamlet started out as a branch point in a railway spur and took its name from Thomas Greenway, one of the early premiers of Manitoba. The Greenway Fair was held annually in Greenway until 1973, when it was moved to Baldur where better facilities were available.

The Cinema Club of Brandon was formally created in May 1954, and operated for two and one-half years before dissolving due to lack of interest. The club was formed for the purpose of providing private screenings, on a non-profit basis, of films that normally would not have been exhibited in commercial theatres in Brandon. Films had to be assessed by the club membership as outstanding in quality. During its existence, the club sponsored the screening of two to three movies every second Sunday.

Scope and Content
Fonds includes a minute book that contains a record of each meeting held by the Brandon Cinema Club and a list of the elected executives. It also includes a file of newspaper clippings from the Brandon Sun about the Cinema Club.
The Women's Institute was founded in 1897 in Stoney Creek, Ontario, by Adelaide Hoodless. By 1913, institutes had been established in every Canadian province. In 1919, provincial representatives met in Winnipeg to form the Federated Women's Institute of Canada. The Women's Institute was designed to promote quality of life in rural Canada and to foster the advancement of rural women. The first Women's Institute in Manitoba was organized in 1910, in Morris, Manitoba. The Crocus Women's Institute was created in the fall of 1946. The charter for the group was issued on November 25, 1946. One of the first projects of the group included sending food parcels to Britain until war rationing was discontinued. The main focus of the Institute was the local school: the Institute sponsored essay contests and provided furniture for the school. The Institute also sponsored a garden club and held a garden show for many years. Finally, the group had an annual Christmas Cheer project. The Crocus WI disbanded in 1984.

Fonds contains member lists in the form of roll calls from 1946-1984. There are also Women's Institute Programs from the years 1946-1984. Fonds also includes the organization's minutes, financial records and annual reports from 1946-84, a scrapbook for the years 1946-1984, and the Certificate of Organization for the Crocus Women's Institute, dated September 5, 1950.

William Wallace was born in Scotland around 1859. In 1881, when William was twenty-two, he emigrated to Canada with his father and brother. Once here they settled near what is today Forrest, Manitoba. The following spring they moved to the northwest margin of settlement in Manitoba, homesteading in the Shellmouth area. Wallace remained a resident of the region for the rest of his life. William Wallace was active in community affairs. He was appointed to the post of Secretary-Treasurer of the Shellmouth Municipality in 1887, and he held the position until 1904. In 1909, Wallace was injured in a railway accident, and he had to give up farming. He moved to Shellmouth and took up the position of postmaster, which he held for twenty-seven years. He died in 1945, and is buried at Shellmouth cemetery, Manitoba.
Custodial History
The letters contained in the fonds remained in the possession of Margaret Wallace, who was the original recipient of the correspondence. She emigrated to Canada in 1904. At some point the letters passed to William Wallace who kept them in his possession in Shellmouth. In 1941, William contacted Professor E. J. Westcott of Brandon College regarding the fonds. He offered it to the College for safekeeping. Westcott accepted the letters. Westcott passed the letters on to various officers and staff at Brandon College and then Brandon University. Since 1982, the collection has resided in the S. J. McKee Archives at Brandon University.
Scope and Content
Fonds consists of hundreds of letters that William Wallace and his brother, Andrew, wrote to their sister, Maggie, from 1881 until 1904. The first letter, dated 22 March 1881, was written by both William and Andrew aboard the S.S. Prussia as they sailed to North America from Scotland. The last letter was written on 4 January 1904 by William. It was written to inform Maggie and her husband that William had reserved a homestead in their name. This letter marks the end of the fonds. Later that spring Maggie and John emigrated to Canada to be with her family.
William was keenly interested in everything going on around him; his letters and Andrew's reveal what life was like for inexperienced settlers on the Canadian agricultural frontier in the last years of the ninteenth century. Fonds touches on a variety of social, political and economic themes.

The Roseland Church was built in 1883 as a Presbyterian church, funded in large part by the Roseland Ladies Aid Society. In 1912, thirteen years before formal union between these two denominations took place, the Roseland Presbyterian Church was united with a local Methodist congregation. The Roseland Church was closed for a few years following the Second World War. However, the Church was revived and it continued to function until 1969, when it was officially closed. Subsequently, the building was sold and moved, and a cairn was placed where the church had been located.
