Leonard Salisbury Evans was born on August 19, 1929 in Winnipeg, MB and was educated at the University of Winnipeg, the University of Manitoba, Simon Fraser University and the University of Ottawa. He was employed as an economist and a professor of economics before entering political life. Evans first ran for public office in the Canadian federal election of 1953 as a candidate for the Cooperative Commonwealth Federation in the constituency of St Boniface. Evans was elected to the Manitoba legislature as a New Democrat in the provincial election of 1969 in the constituency of Brandon East. He was appointed Minister of Mines and Natural Resources in the Edward Schreyer government. Later he assumed the position of Minister of Industry and Commerce. He occupied this position until the defeat of the Schreyer government in 1977. Evans was re-elected in the provincial elections of 1973 and 1977. Following the return to government of the New Democratic Party in 1981-1988, Evans held various senior cabinet posts. Evans served as opposition finance critic from 1988 to 1999. Evans retired from active politics with the 1999 provincial election.

These records were created during the 1990s and held in the Brandon East constuency office until they were brought to the S.J. McKee Archives by Drew Caldwell in November 2003. Drew Caldwell succeeded Len Evans as the MLA for Brandon East in the 1999 provincial election.

Collection consists of correspondence between Evans and various constituents on a wide range of topics - personal and otherwise - and subject files on social, economic and political matters relevant to Brandon East.

EARLE PHILIP FORSHAW
Earle Forshaw was born in Brandon, Manitoba, on 26 September 1927. His mother, Maud Ethel Forshaw née Hicklings/Hickling (b. 07 April 1901 – d. 26 October 1927) died one month after Earle’s birth at the age of 26 years. His father, Arthur Hugh Forshaw, married Gertrude Ethel Fallis two years later and the family would move to Winnipeg in 1932/33.
In 1944, Earle Forshaw graduated from Gordon Bell High School in Winnipeg, Manitoba. He worked as a meatpacker with Swift Canada, a subsidiary of Swift Meatpacking Company, Chicago. Earle remained with the company until his retirement in 1984, by which time he was a branch manager of the Swift branch in Ottawa, Ontario. Earle moved back to Manitoba in 1985, first living in Winnipeg before settling in the resort community of Matlock, situated in the southernmost part of the Village of Dunnottar on the southwestern shore of Lake Winnipeg.
Earle Forshaw was married three times. He married Elizabeth “Betty” Anne Hamilton on 05 May 1951 in Winnipeg, Manitoba. They had one son, Tom. The Winnipeg Free Press published the couple’s divorce decree on 21 December 1970. Earle married Margaret Clara Veale née Cousins (b. 19 August 1928, Winnipeg – d. 10 September 1998) that same year. They would remain married until Margaret’s cancer-related death in 1998. The following year, Earle married Joyce Wilson née Mutton in Ontario on 28 December 1999. They currently reside in Matlock, Manitoba.
Like his father and grandfather, Earle Philip Forshaw is a Free Mason. He received a 33rd degree membership in the Ancient and Accepted Scottish Right (honorary degree), a position he has held for more than 50 years. Earle has received two medals from the Free Mason’s for his half century of service to the society. Earle is also a Shriner and a member of the Royal Order of Scotland.
ARTHUR HUGH FORSHAW
Arthur Hugh “Hughie” Forshaw (b. 09 July 1899, Lancashire, England – d. 02 June 1976, Winnipeg) enlisted with the Canadian Expeditionary Force Overseas 181st Battalion on 21 March 1916 in Brandon, Manitoba. Although he claimed to be 18 years old at the time of enlistment,* his attestation papers stated he was not to head overseas until he was 19 years of age.
*It appears Pte. Forshaw may have lied about his age when he enlisted. According to the Lancashire Anglican Parish Registers (Preston, England), Arthur Hugh Forshaw was born 09 July 1899 in the Skelmersdale Parish in Lancashire, England, not on 02 June 1898 as stated on his attestation papers.
At the time of enlistment, Hugh lived with his family in Brandon, Manitoba, residing at 126 – 22nd Street. The 1916 Canadian Census lists his father, John, as a carpenter who had immigrated to Canada in 1905. Arthur and his mother, Sarah Forshaw née Edden, immigrated the following year and the Forshaw’s would have at least three more children, Rohda/Rhoda Elizabeth (b. 27 June 1908), Phylip/Philip Roy (b. 24 January 1911), and Irene Margaret (b. 1916).
After the war, Henderson’s Brandon City Directories list Arthur Hugh as a clerk at the Union Bank of Canada in Brandon. By 1925, Hugh was working as a clerk with Imperial Oil. According to his obituary, he would remain with the company for 37 years; he was a supervisor before retiring in 1960.
Hugh married Maud Ethel Hickling (b. 07 April 1901 – d. 26 October 1927) in Brandon, Manitoba on 22 November 1922. The couple had two sons, John “Jack” Hugh (b. 05 May 1923, Brandon – d. 17 May 1962, Winnipeg) and Earle Phillip, (b. 26 September 1927, Brandon). A month after Earle’s birth, Maud passed away at the age of 26 and was interred in the Brandon Municipal Cemetery.
Hugh remarried on 10 August 1929 to Gertrude Ethel Fallis (b. 14 July 1908, R.M. Glenwood – d. 04 July 1994, Winnipeg) in Glenwood, Manitoba. The family moved to Winnipeg in 1933, where Hugh and his wife settled.
Hugh, like his father John, was a member of the Free Mason’s society and became a 32nd degree mason. He was a member of the Capitol Lodge AF and AM GRM No.136 and the Ancient and Accepted Scottish Right of Free Masonry Khartum Shrine Temple. He was also one of the five original members of the Khartum Shrine Orchestra.
Arthur “Hughie” Hugh Forshaw passed away on 02 June 1976 in Winnipeg, Manitoba, at the age of 76 years. He is interred alongside his second wife Gertrude in the Thomson in the Park Cemetery, Winnipeg.

Records in this collection were in the possession of Earle and Joyce Forshaw before they were submitted to local historian Jack Stothard. Stothard, in turn, donated the materials to the SJ McKee Archives in 2012. The Archives accessioned the records in 2013.

The three colour photocopies are reproductions of photographs of the City of Brandon’s 181st Battalion Band circa 1916 – 1917. Earle Forshaw’s father, Arthur Forshaw (#865277), was a bandsman who played both the violin and trumpet with the 181st Battalion and is pictured in each of the photographs.
The photograph (13-2013.1) is of an 11-member chamber group featuring a female cellist and female vocalist. A.H. Forshaw is on the left-hand side of the back row wearing a military uniform with Canadian general service collar badges and holding a violin under his arm.
The photograph (13-2013.2) is of the 23-member 181st Battalion band. All the members are in uniform and sporting the 181st Battalion Cap badge. A.H. Forshaw is standing second from the right in the second row and holding a trumpet.
The photograph (13-2013.3) is of the 181st Battalion band at the Brandon Exposition in 1916 at the Summer Fair Grounds and grandstand.

The Toal Commission was a Commission of Inquiry conducted by James Toal at the Prince Edward Hotel in Brandon,MB from 1971-1972. The purpose of this inquiry was to investigage a report published by the Brandon Police Department entitled, "Problem Metis Families, City of Brandon," as well as allegations of police harassment in the City of Brandon from January 1, 1970, onward. The report was prepared by the Brandon Police Department following a petition submitted to Mayor Wilton. The petition, signed by approximately thirty residents of Brandon's East End, requested that the city prohibit the sale of homes in their neighborhood to Native families. A copy of the report was obtained by the Brandon Sun, which generated a considerable public response that resulted in the investigation in question.

Records were ordered from the Archives of Manitoba by Brandon University Archivist Tom Mitchell and Brandon University history professor Jim Naylor in 2013.
Scope and Content
Fonds consists of records created over the course of the Toal Commission. It includes copies of verbatim transcripts of the Toal Commission hearings, as well as a commission of inquiry, a report on the commission, and indexes, which list the witnesses and evidence presented for each day of the hearings.
The inaugural meeting of the Western Manitoba Home Economics Association (WMHEA) was held in September 1971, with 48 members. In 1973, the WMHEA members voted to affiliate with the Canadian Home Economics Association (CHEA).

Most of the documents are from 1957 to 1962.

RG2SF1 Provincial Exhibition of Manitoba
The minutes were created by the summer fair Board of Directors and the various committees and sub-committees associated with the Board.
There is ample evidence in the minutes of the Provincial Exhibition of Manitoba that the administrative structure was largely one by committee. By 1903, there were at least nine separate committees. These committees were Grounds and Buildings, Sports and Attractions, Public Comfort, Advertising and Printing, Privileges, Gates, Finance, Excursion and Transportation, and Prize List. Of these committees only Public Comfort, Privileges, and Excursion and Transportation were comparatively short-lived. These committees are not mentioned after 1903, 1920, and 1925, respectively. The remaining six committees all survive in various forms to this day.
In 1908 there is mention of a Speed committee, which dealt with the racetrack at the fairgrounds. This committee was in existence until the early 1970s, when racing, along with the condemned grandstand, was discontinued. By 1915 there is mention of a Reception committee that continues on until the mid-1970s.
In the 1920 minutes several committees are mentioned. The committees included Concessions, Grandstand, Accommodation, Police/Security, and Wild Birds and Animals. The Wild Birds and Animals is not mentioned in further minutes, but Grandstand and Accommodation are mentioned into the mid 1950s. Both the Concessions and Police/Security are mentioned until the late 1970s.
In 1925, there are several new committees mentioned. They include Heavy Horse, Light Horse, Beef Cattle, Dairy Cattle, Sheep, Swine, Farm Boy’s Camp, Poultry, Grains and Grasses, Horticulture, Dairy Competition, Machinery Row, Natural History, Fine Arts and School Exhibits, and Livestock Parade. The enormous expansion of committees is a reflection of the expansion of the exhibition. Almost all aspects of farming now had its own committee, and an effort to help young people continue in farming was made with the forming of camps for farm boys. All of these committees were long lived, although not necessarily with the original title. From approximately 1930 to 1940, all of the Cattle were lumped together, but by 1950 a Commercial Cattle committee was mentioned, and by 1974 there was also a Special Agriculture Display and Exotic Breeds. By 1979 there were Steer Show and Bull Sale committees. Around 1930, a Calf and Colt Competition committee was also added.
In 1930 there is mention of a Dining Room committee, but it is not mentioned again. In response to changing society, a Car Parking committee was created around 1935. This committee remained under various titles through to today. Another short-lived committee, Grandstand Gates, is mentioned from about 1935 to 1940. For some time there was also a Band Competition committee. It is mentioned from 1940 to 1945, and then not again until 1979.
In 1950 there was a Dogs committee, but no further mention is made of this committee. From 1955 to 1960 there was a separate Fire committee, until it was amalgamated with Police/Security. In 1955 two new committees are mentioned. These are the Trade Fair and Homecraft committees. While the Trade Fair is not mentioned after about 1960, the Homecraft committee seems to have been in existence until the mid 1970s.
A 4-H and Junior Activities committee was formed around 1960 to take the place of the Farm Boy’s Camp. This committee continued the exhibition’s attempts to keep young rural people interested in farming.
In the minutes for 1970, two more committees are mentioned. They are the Food and Beverage and the Bees and Honey committees. While one would suppose that the Food and Beverage Services committee was a new title for the Concessions committee, the Concessions committee is also mentioned. The Bees and Honey committee is mentioned until about 1974 in committee minutes.
By 1974 three more committees are mentioned in the minutes. They were the Baby Fair committee, which was a petting zoo, the Expansion, Project and Grants committee and the Midway committee. While the Midway and Baby Fair committees lasted until at least the late 1970s, the Expansion, Projects and Grants committee is not mentioned past the mid 1970s. Also mentioned in 1979 are the Pork Congress, Family Fair, Entertainment, and Exhibitor’s Lounge committees.

As well, the series contains the original results files from 1984 and 1985. These files include the results of several different events and competitions, and include information on the exhibitor and exhibit, as well as the prize money to be collected.

RG2SF2 Manitoba Winter Fair
These minutes were created by the Board of Directors and the Shareholders at the meetings that they held from 1908 to 1932. The Board of Directors was created in 1908. While the collection currently houses minutes from 1908 to 1932, it is evident from Prize Lists and Programs that the Board of Directors structure evolved in the following way.
The structure of the winter fair was quite different from the summer fair. Instead of having a committee structure, the winter fair had both committees and representatives from various agricultural associations. The representatives were part of the Board of Directors. In 1908 these representatives included men from the Horse Breeders’ Association, the Cattle Breeders’ Association, the Sheep Breeders’ Association, the Swine Breeders’ Association, the Poultry Breeders’ Association, the Brandon Winter Fair and Fat Stock Association, and the Manitoba Agricultural College. With the addition of representatives from the Manitoba Clydesdale Association, and the Manitoba Seed Growers’ Association, these committees continued virtually without change until 1930.
By the 1930s, several more representatives joined the Board of Directors including the Winnipeg Livestock Exchange, the Manitoba Percheron Association, the Canadian Shorthorn Association, and the Hereford Association. By 1935 there were also representatives from the Prairie Thoroughbred and Racing Association, the Manitoba Boards of Trade, the Western Manitoba Board of Trade, the Aberdeen Angus Association, and the Canadian Percheron Association. The Canadian Clydesdale Association joined the Board by 1940.
By 1950, several more agricultural associations had joined the Board of Directors. They included the Brandon Light Horse Society, the Brandon Chamber of Commerce, the Manitoba Veterinary Association, the Minister of Agriculture, the Deputy Minister of Agriculture, and the Canadian Red Poll Association. By 1955, a representative from the City of Brandon rounded out the representatives on the Board of Directors.
The first committees of the Board of Directors began in 1908 with the formation of the Brandon Winter Fair and Fat Stock Association. The committees included an Executive, Horse, Livestock, Cattle, Sheep, Swine, Poultry and Seed. By 1915 there were also Program, Prize/Accounts, Carcass, Exhibits/Public Comfort, Building, and Provincial Government committees. Most of these later committees were not long lived, or were not mentioned much past 1915. A Judging Competition Committee was added in 1925 and lasted until sometime in the 1940s. In 1950 an official Finance committee was formed, as well as a Gates/Tickets committee. By 1955, three more committees had been added including 4-H/Junior Activities, Light Horse and Heavy Horse.
By the 1960s, a Publicity committee was also added. In 1965 there were several committees formed including Police/Traffic/Parking, Concessions, Calf/Pig Scrambles, Baby Fair, Flower Show and the Fall Feeder Show and Sale. A Fashion Show committee was added by 1970. In 1975 a Property committee is also mentioned.
The 1980s appear to have been a time of great growth for the winter fair, as there was a large increase in the number of committees. By 1985 the following committees had been formed: Dance, Hitching Ring, Steer Show, Bull Sale, Western Breakfast, Egg Show, Entertainment, Exhibitor’s Lounge, VIP, Cattle Parade, Calcutta, Winter Fair Sponsors, Casino and Royal Manitoba Winter Fair. These committees continued for the most part through into the 1990s.

Scope and Content
The series includes the minutes from meetings held from 1908 to 1932. An interesting aspect to these records is that they include the first meetings held by the newly formed winter fair Board of Directors. The early minutes are an interesting look into the formation of an organization.

These files were created by a member of the administrative staff of the winter fair.

The files include the administrative records from the 1980 RMWF and the 1982 RMWF. The files encompass such subjects as Prize List Production, Concessions, Correspondence, Mailing Lists, Canvassing, Grants and Donations, and many others.

RG2SF2 Manitoba Winter Fair
The prize lists and programs of the winter fair were created by a committee attached to the Board of Directors of the fair. This committee was in existence from c1909, shortly after the winter fair was organized.

The series includes prize lists and programs from 1918 to 1992. The programs include daily programs, as well as individual classes and competitions. They also list the competitors for each class. The prize lists include all classes and the prize money or prize to be won.
