Thomas "Tommy" Clement Douglas (1904-1986) was a Baptist minister and social democratic politician. In 1935, he became a member of parliament representing the Co-operative Commonwealth Federation (CCF). From 1944 to 1961, he served as Saskatchewan's seventh premier whose CCF party introduced the universal health care program. In 1961 Douglas returned to federal politics, where he served as the leader of the New Democratic Party (NDP). He remained in federal politics until 1979.

Stephen Adolph Magnacca was born in Winnipeg, Manitoba, on 12 October 1902. He joined the Winnipeg Highland Cadets at the age of twelve. In 1940 he was posted to Brandon, Manitoba, where he opened the A4 Training Camp. After the Second World War, Magnacca was transferred to the militia from active service and became a hospital manager with the Department of Veteran Affairs. He resigned in 1947.
Although he left the service, Magnacca remained interested in military matters. For the next three decades, he attended functions at CFB Rivers and CFB Shilo. He also collected clippings about the activities of the Canadian militia. As well, Magnacca was interested in civic affairs. In 1961 he was elected mayor of Brandon, a position he held until 1969. Many of his mayoral projects were connected with the military, including an attempt to build a new road to CFB Shilo, an effort to prevent the closure of CFB Rivers, and the coordination of a Freedom of the City Ceremony. In 1967, Magnacca was made honorary colonel of the 26th Field Regiment of the Royal Canadian Artillery.
A construction boom in the city marked Magnacca’s term as mayor. Throughout the sixties, Magnacca was instrumental in the building of the Keystone Centre, the Western Manitoba Centennial Auditorium, a new city hall, and the residential subdivisions of Riverheights and Kirkcaldy Heights. Magnacca’s business interests aided the development of these subdivisions—during this time he was president of Magnacca Real Estate and general manager of the Magnacca Housing Project.
Besides being a colonel, a mayor, and a president of a real estate company, Magnacca held numerous other titles. These included at different times president of the Brandon Lions Club, president of the Royal Canadian Legion Brandon Branch No. 3, treasurer of the Brandon Progressive Conservative Association, and director of the Canadian National Institute for the Blind in Brandon. In recognition of these efforts, Magnacca was named a member of the Order of Canada in 1973.In the middle of the seventies, Magnacca was active in historical pursuits. He became president of the Assiniboine Historical Society and helped to establish the Brandon Daly House Museum. To prevent Brandon’s Prince Edward Hotel from being demolished, he formed a protest group called “Save the Eddy.” In his spare time, he wrote unpublished accounts of local political figures and collected various artifacts.
A member of St. Matthew’s Cathedral, religion was important to Magnacca. Also important to him were hard work, efficiency, and hierarchy. He was a British loyalist and was devoted to public service and political life. As mayor, he prized industrial and urban development. Much of his public life was dedicated to furthering awareness of governmental and industrial activities.
Magnacca’s wife, Grace, played an integral role in her husband’s career, attending numerous networking and volunteer functions, and often organizing his activities. They had two children, Patricia (Coleman) and Allan. On 4 August 1980, at the age of seventy-seven, Stephen Adolph Magnacca passed away due to heart failure.

Little is known of the custodial history of the fonds. On 1 May 1995 Magnacca’s Thomas Mayne Daly collection and Magnacca’s Manitoba Historical Society papers were deposited in the Archives.
Scope and Content
The fonds consists of minutes of meetings; correspondence with politicians and military officials; newspaper clippings of military affairs; documents about governmental and military celebrations; notes on Louis Riel; a manuscript about Thomas Mayne Daly and other local politicians; papers of the Daly House museum; issues of nineteenth-century Brandon newspapers, and various historical artifacts.
The fonds is valuable for researchers interested in Brandon city council history 1882-1969, regional military history 1955-1975, and general Manitoba history 1882-1981. For social historians, this fonds is important because it demonstrates which actions and which beliefs gave Magnacca access to his many esteemed positions. Historians of gender will discover that Magnacca had a specific definition of masculinity that permeated all his activities in the public realm.
The fonds is divided into four series, including: (1) mayoral papers; (2) historical interests; (3) military interests; and (4) photographs.

Stuart Duncan Schultz was born on December 24, 1892 in Belmont, MB to Frank Albert Schultz and Margaret Maria MacPhail. He graduated from the Manitoba Medical College and then continued his studies with four years at the London Royal College of Physicians and Surgeons. Schultz served with the 226th Overseas Battalion of the Canadian Expeditionary Force (CEF) during World War I.
Schultz returned from England in 1925, at which point he joined the medical staff of the Brandon Hospital for Mental Diseases (later the BMHC). In 1942, he became Superintendent, and in 1959, he retired. During his time in Brandon, Schultz served fourteen years on city council and was Mayor from 1956-1957. He was also the director of the Brandon Schubert Choir for twenty-five years. Following his retirement Schultz moved to Winnipeg where he was the consulting psychiatrist for Stony Mountain Penitentiary.
Schultz married Jemima Meiklejohn Gibson on August 30, 1920, in Winnipeg, MB. They had one daughter: Sheilea Schultz Taylor.
Stuart Shultz died in Winnipeg, MB on August 10, 1974.

The City of Brandon (by decree of the Province) went to a ward system of government with the civic elections of October of 1971. Ten aldermen, who had to reside in their wards, were elected by the people of their wards. The Mayor was elected by the city at large. The previous committee system was abolished and individual aldermen henceforth had no specific responsibilities.

George F. MacDowell was born in 1913, in Prince Edward Island. He studied at Dalhousie University from 1930 to 1933, but did not complete a degree. During WWII, MacDowell served in Canada and Europe as a member of the Royal Canadian Signals Corps. After the war, he returned to Dalhousie University, graduating with a B.A. in 1947. Subsequently, he graduated with a Masters Degree in Economics from Clark University in Worcester, Massachusetts. George McDowell taught at both Mount Allison University and the University of Alberta before coming to Brandon in 1957 to teach at Brandon College. He remained as a professor in the Economic Department until his retirement in 1979.
MacDowell's work was published in the Canadian Journal of Economics and Political Science. In 1971, McClelland & Stewart published his account of the Brandon Packers strike of 1960 titled "The Brandon Packer's Strike: A Tragedy of Errors." In Brandon, MacDowell maintained a relationship with the local Association of Fire Fighters, aiding them with collective bargaining procedures. He also served as Chairman for the MacKenzie Seeds Board, and was a member of the Manitoba Development Corporation Board.
MacDowell never married and had no known children. He passed away on February 26th, 1986.

This collection was in the possesion of George MacDowell until his death. It was then held by the Brandon University Department of Economics until 1997, at which time it was transferred to the McKee Archives at Brandon University.
Scope and Content
The bulk of this fonds falls into five main categories:
1. Records dealing with the Brandon Packers Strike of 1960 and the subsequent legal actions against the owners, including all 2215 pages of the Brandon Packers Strike Commission;
2. Records dealing with the Commission of Inquiry into The Pas Forestry and Industrial Complex, including the complete transcript of the inquiry measuring approximately 5m. This Commission dealt with the conduct of Churchill Forest Industries, a company owned by a Swiss financial firm, which, in the 1960's, was given approximately 93 million dollars by the Roblin Provincial Government to develop The Pas Forestry and Industrial Complex. Churchill Forest Industries and its parent company subsequently came under suspicion of fraud and accused of fradulently transfering The Pas Forestry funds into other foreign business interests;
3. Records dealing with business loans awarded by the Manitoba Development Corporation during the 1970's and 1980's to businesses primarily within Manitoba;
4. Records dealing with McKenzie Seeds, and McKenzie Steele-Briggs Seeds during the early 1980's when George MacDowell was a board member of McKenzie Seeds;
5. Records dealing with Professor MacDowell's career as a Professor at Brandon University, including records relating to his courses and to administrative activities.
To a lesser extent, this collection includes records dealing with the University of Saskatchewan College of Commerce, the publication the "Manitoba New Democrat," issues associated with politics, labor and union in the prairie provinces from the 1960's to the 1980's, articles from various economic periodicals including "Economica" and "Public Finance," a variety of government reports from 1941 to 1981, and records dealing with George MacDowells' relationship with the Brandon Firefighters Association.

The Brandon University Student's Union (BUSU), Local 37 of the Canadian Federation of Students, was incorporated in 1969 as the students' organization of Brandon University. Its predecessor was the Brandon College Students' Association, which was established in 1899. BUSU is a not-for-profit society that serves to represent the students of Brandon University; all regular full and part-time students at Brandon University are members of the Students’ Union.
BUSU has several broad functions: they are a service provider that offers programs and support services to students throughout the year; they act as lobbyists on behalf of the student body at the local, provincial and federal levels, working with the other member locals of the Canadian Federation of Students, Canada’s national and provincial student movement; they represent the student body within the important, decision-making bodies at BU, such as the Board of Governors and Senate; and they provide funding for student clubs and organizations. BUSU is bound legally to the Brandon University Sudents' Union Constitution and Bylaws and the Universities Act of Manitoba.
BUSU draws on collected student fees to operate. Its administrative structure consists of a board of directors consisting of 11 voting members. Students elect representatives to relay their issues and concerns to the University community, the community at large, and all levels of government. A democratically elected council, made up of members from various constituencies on campus, oversees the work of the Students’ Union. The council includes four executive officers (the President and three Vice Presidents – Academic, Finance, and Student Activities), numerous commissioners, and one liaison. The work of the Students’ Union is also powered by the efforts and dedication of countless campus and community volunteers and staff. BUSU also has a voting student representative on the Board of Governors and Senate.
BUSU holds annual and semi-annual general meetings, full council meetings, and council committee meetings throughout the year. All meetings are broadly advertised to the membership and are open to students. As BUSU members, students have full speaking rights at any meeting of the Union, as well as voting rights at general meetings.
