History / Biographical
Leonard Salisbury Evans was born on August 19, 1929 in Winnipeg, MB and was educated at the University of Winnipeg, the University of Manitoba, Simon Fraser University and the University of Ottawa. He was employed as an economist and a professor of economics before entering political life. Evans first ran for public office in the Canadian federal election of 1953 as a candidate for the Cooperative Commonwealth Federation in the constituency of St Boniface. Evans was elected to the Manitoba legislature as a New Democrat in the provincial election of 1969 in the constituency of Brandon East. He was appointed Minister of Mines and Natural Resources in the Edward Schreyer government. Later he assumed the position of Minister of Industry and Commerce. He occupied this position until the defeat of the Schreyer government in 1977. Evans was re-elected in the provincial elections of 1973 and 1977. Following the return to government of the New Democratic Party in 1981-1988, Evans held various senior cabinet posts. Evans served as opposition finance critic from 1988 to 1999. Evans retired from active politics with the 1999 provincial election.
Custodial History
These records were created during the 1990s and held in the Brandon East constuency office until they were brought to the S.J. McKee Archives by Drew Caldwell in November 2003. Drew Caldwell succeeded Len Evans as the MLA for Brandon East in the 1999 provincial election.
Scope and Content
Collection consists of correspondence between Evans and various constituents on a wide range of topics - personal and otherwise - and subject files on social, economic and political matters relevant to Brandon East.

Dr. Evans was born in Nanaimo, B.C. on March 15, 1891. In the fall of 1907, at the age of sixteen, Dr. Evans entered the Academic Department of Brandon College. He played an integral part at the College, participating in academics, sports, and various other college functions and organizations. In his final year he was Senior Stick, the highest position in the Student Government. In 1913, Dr. Evans graduated from Brandon College. Immediately after graduation he was hired to teach Science and Academic Mathematics. In 1917, he became Principal of the Academic Department, while continuing to teach Mathematics and Science. Dr. Evans took leave in 1920 to study post graduate work at the University of Chicago. During the summers, he was the Acting Dean of the Department of Geology in Chicago. He received his Ph.D. in Geology in 1923, and returned to Brandon College. His new positions at the college were of Professor of Geology and Resident Master. He also taught some Chemistry. On August 1, 1927, Dr. Evans married Adelene M. Bailey (Class of 1921, Music 1924) at the Joseph Bond Chapel in Chicago. He took over as College Dean in 1928 after the position became vacant. In September of 1928, Dr. Evans accepted the position of President of Brandon College, thus becoming its fifth president since the college’s inception. Dr. Evans was head of the college at a very difficult time. He guided the College through the Depression and repeated threats of closure from the Baptists. Dr. Evans resurrected the Department of Theology in the mid-1930’s. He helped with the reorganization of Brandon College as a non-denominational college in 1938, and its new affiliation with the University of Manitoba. During World War II, Dr. Evans started a War Emergency Fund, aimed at keeping the College from sinking into debt during the war years as enrollment shrank. With increased financial support from the government, Dr. Evans began expansion plans for the College. In 1958, he created the Dr. J.R.C. Evans Student Loan Fund in conjunction with the Alumni Association in order to provide worthy students with interest-free loans. It was also in 1958 that Dr. Evans was awarded the Queen Elizabeth Coronation Medal for his outstanding contribution to education in the British Commonwealth. On July 29, 1959, Dr. Evans died suddenly at his summer home in Robson, B.C.. On his desk was the programme for the sod-turning ceremony for the new Arts and Library Building and Lecture Theatre. When it was completed, the Lecture Theatre was christened the Dr. J.R.C. Evans Lecture Theatre on behalf of the man who had made sure that it would be built. The Theatre had been his dream, a place to hold Chapel and Assemblies, as the student body grew in number.
Scope and Content
Dr. Evans collection is quite substantial, owing to the fact that he was President of Brandon College for thirty one years. His collection is primarily made up of correspondence between Dr. Evans and various people. The letters deal with students, teachers, finances, fundraising, the Bursar, the Registrar, and legal matters. The collection also includes the minutes from various meetings, including Board of Director meetings and National Conference on Canadian Universities. There are accounts dealing with World War II, its affect on campus, the C.O.T.C, and the lending of part of Brandon College to the R.C.A.F. during the war. The complete withdrawal of Baptist support for Brandon College is well documented in this collection, as is the ensuing affiliation of the College with the University of Manitoba. The Brandon College Campaign and other fundraising endeavors are documented in Evans’ papers as well. Evans was bent on the expansion of Brandon College, and there is a lot of correspondence dealing with this topic. There are various financial accounts and financial histories of Brandon College in Evans’ collection.

Scope and Content
Fonds deals with Brandon University projects in the education systems of Swaziland and Malawi. The fonds is a product of project activities and contins records including correspondence, project summaries and reports in relation to the CIDA/BU project in Swaziland/Malawi. Within this, orientation materials for new employees and preparation materials for overseas travel, outlines of goals within the project and staff development and workshop summaries can be found. Fonds includes recommendations and project proposals, along with correspondence regarding student and teacher grading, graduations and development assessments.

The records are in excellent condidtion, but the extensive use of photocopying of available records occasionally leads to difficulty in clarity of content.
History / Biographical
The project originated in the summer of 1987 at Brandon University. It was undertaken by several Brandon University students under the guidance of Dr. William R. Morrison and Dr. Ken Coates, both professors in the Department of History. From the perspective of all involved, research and future publication were the original aims of the project. The intention was to produce a combination of documentary and oral history of the Brandon region during the Great Depression, including an extensive study of Brandon College. Initially, an outline and project summary was presented to Manitoba Heritage Grants Program for consideration and after being chosen as a recipient for the grant, regular reports on research progress were submitted. The project was discontinued at the end of the summer due to a lack of funding and availability of the researchers.
Custodial History
The records were held in the custory of Dr. Morrison until his departure from Brandon University in 1989. At this time, the records were given to Tom Mitchell, who donated the entire project to the McKee Archives, where they were accessioned in 1997.
Scope and Content
The sub sub sub series consists of textual records relating to Brandon and the surrounding area during the years of the Great Depression, predominantly 1929-1939. The material in the sub sub sub series falls generally into the following categories: city, provincial, and federal government documents and correspondence; newspaper articles and other publications, and statistical data. Of particular interest are four papers written by Brandon University students and six years of the Henderson Directory. Also included is a folder containg documents associated with the research project undertaken by Dr. Morrison et al. during the summer of 1987. The sub sub sub series has been divided into four boxes: Box 1 - Brandon City Council file index, City Council membership and minutes, relief regulations, proposals for burials and children's shelters, relief work projects reports, Brandon-Cornwallis Health Unit reports, correspondence between the City of Brandon and numerous levels of government, Brandon Public Health Nurse reports, farm reports, Brandon bank clearings, Provincial Election results, Employment Service of Canada documents, various published articles, Brandon University student papers. Box 2 - Civic, provincial and federal documents related to various features of the Great depresion and its impact on Brandon including lists of relief recipients and personal letters to the City, Brandon General Hospital reports. Some of thes documents remain unsorted but clearly identified by title and archival institution of origin. Box 3 - Censuses of Canada, Henderson Directory for Brandon, City of Brandon Property Address Listing, United Farmers of Manitoba documents, rural rehabilitation programs, Brandon by-law voting, Archives of manitoba documents, Westman Municipal News articles, Economic Survey Board provincial data, project documents. Box 4 - Brandon Sun articles including a file index to articles of interest.

Because of privacy issues, correspondence relating to the recipients of relief is restricted. They are still available in the sub sub sub series, however, and discretion on the part of the examiner is necessary.

Arrangement
Each subject of information has been compiled into separate folders. The first three boxes are composed of various documents sorted by the archivist. The fourth box is entirely composed of Brandon Sun articles arranged by the researchers. If there is one subject that covers a number of years, each year will typically have a folder; however, in some cases, like the Brandon Sun articles, more than one folder was needed per year.
