The Franklin Cooperative Elevator Association Ltd was located in Franklin, Manitoba. The association was formed and incorporated on May 19, 1927 under certificate # 68 of the Cooperative Association Act. The first provisional meeting was held on June 27, 1927 with R.A Storey as Chairman and O. Douglas as Secretary. There was a meeting held after the incorporation meeting and the first board of directors was elected on June 28, 1927 with R. A Storey as Chairman and E.A White as Secretary. The cooperative was run by an elected board of directors.
The Franklin Cooperative Elevator Association was a part of the Manitoba Pool Elevators Ltd which was a subsidiary elevator company of the Manitoba Wheat Pool. Manitoba Pool Elevators was incorporated on April 9,1925 with 1,000 000 capitol stocks being sold for $1.00 per share. Manitoba Pool elevators ran on the principal of local ownership through the cooperatives.
The Franklin Cooperative Elevator Association was involved in issues on a local and provincial scale. An example of local concerns was that in October 1948, it is on record that it was a bad crop year with a delayed harvest because of inclement weather. The elevators become plugged up and as a result grain had to be shipped to oppositional elevators. In 1952 the Franklin Cooperative Elevator Association built a forty five thousand bushel annex building and later that year issues arose over cost overages in its construction. The cooperative was also concerned about provincial matters such as on Sept 18, 1952 a strike was arranged by the workers of Manitoba Pool. It was averted when a settlement was reached in Winnipeg.
Custodial History
Records in accession 10-2013, were delivered to the Archives of Manitoba on March 20, 1970 by Bob Douglas, son of Oliver Douglas. Those records were deaccessioned by the Archives of Manitoba in January 2012 and transferred to the McKee Archives later that year. All other records were donated to the McKee Archives by Manitoba Pool Elevators.
Scope and Content
Fonds consists of ledger books containing minutes of monthly meetings as well as annual general meetings for the Franklin Co-operative Elevator Association. The first meeting had thirty members in attendance. From incorporation the cooperative had a list of objectives they wanted to accomplish including building or acquiring, and payment of a grain elevator and building documentation. They also needed to be licensed under the Canadian Grain Act. The ledger books also contains a list of bylaws. Records also included membership rosters and contract numbers for shipping grain. Auditor's year-end financial records are also included in the fonds. Attendance records from 1958 to 1963 have been recorded.

Manitoba Pool Elevators was established in 1925 as a subsidiary of the Pool in response to local member complaints about the unfair business practices of privately owned elevators. The Katrime Elevator appears to have been established in 1940; no records in the Manitoba Pool Elevator fonds mention the Katrime elevator before 1940. In 1969 the Katrime Pool joined the Manitoba Pool.
The Katrime local was operated by a board of directors elected from the members of the Katrime elevator. Regular meetings took place sporadically throughout the year, often before and after harvest. An annual meeting for the local took place every November, at which members were chosen for the board of directors and members were selected to attend the annual Manitoba Pool convention. Occasionally in October or in the Annual meetings in November the board of directors would ask the head office to compose a letter to the rail companies to thank them for keeping the elevator supplied with cars throughout the harvest season. This would change through the 1970’s and into the 90’s as congestion became a problem for the railcars.
In 1998 Manitoba Pool Elevators merged with the Alberta Wheat Pool to form Agricore Co-operative Ltd. In 2001, this organization merged with the United Grain Growers to become Agricore United, and in 2007, Agricore United was taken over by the Saskatchewan Wheat Pool; the new company was known as Viterra. The fate of the Katrime elevator is unclear. Tthere is no mention in the included records regarding the merger to Agricore or the closing of the elevator.

Records in accession 9-2013, were deposited at the Archives of Manitoba in 1971, with a fourth minute book being deposited in 2011. The records were deaccessioned by the Archives of Manitoba in January 2012 and transferred to the McKee Archives later that year.
Scope and Content
Fonds consist of the minutes of the board of directors of the Katrime elevator. Meetings discussed pool business, including membership into the Katrime elevator co-operation and a list of new members is usually included in the minutes. In addition to membership another main topic of the meetings was the salary of the agent including the agents home and expenses. In 1953, the building of a new elevator, which eventually expanded to include new offices and storage sheds was a topic of discussion. Local annual meetings generally discussed the report of the auditor and any unsold surplus, but no details were recorded. A note on the content of the minutes: there is generally mention of a lengthy discussion of a topic but there is no explanation of what was discussed. Also, at each annual meeting there is a discussion of the annual convention and the resolutions adopted from this convention, however there are no details on what the resolutions were.

A commission to inquire into the formation and operation of the Manitoba Pool up until 1931. Charges were brought against the Pool by J.R. Murray, then Assistant General Manager of UGG. The four charges were, briefly: (1) producers had been mislead into forming elevator associations, (2) members are bound by contract to the association, (3) financial statements sent out to associations are inaccurate, (4) Pool members are not getting as good a deal as they would on the free market.
The first two charges were deemed provable by the commission, while the last two were not. It was noted by the commissioner that no pool members had come forward with complaints.

.This sub-series contains volumes 1 - 25 of the Royal Commission on Manitoba Pool Elevators.
Block C was situated in sparse oak forest with an understory of saskatoon, hazelnut and a thick ground cover of poison ivy and sarsaparilla. The block measured 3m and 3m and contained nine excavation units. All units were excavated to 35cm below surface. The soil horizons were much like the other blocks, except for a rusty brown stain in the first level, giving the upper black loam a mottled appearance. The brown patches were clay mixed with loam and were harder than the surrounding matrix. No definitive interpretation of these phenomena was attempted but this effect may be the result of natural brush or forest fires. Under the 5cm so d/humus (Ah) layer, the loam horizon extended approximately 5cm – 25 cm below surface, and averaged 20 cm thick. Bone was concentrated within this horizon between 10 cm – 20 cm below surface.
Block C was notable for its concentrations of articulated bison bone. Most noteworthy was an articulated unit composed of lumbar vertebrae, pelvis, and sacrum. Several thoracic vertebra/proximal rib end concentrations were also recovered. There were more vertebrae and rib sections recovered in the units in proportion to other bones. A few sherds, some debitage and a single Prairie Side-Notched point fragment were among the recoveries. Based on the quantity of bone, the density of the bone layer, and the articulated butchering units the area has been interpreted as a bone midden.
Faunal material was analysed by Jessica MacKenzie for her Honours Thesis: "A reconstruction of butchering processes in Block C from the Lovstrom site DjLx-1 in Southwestern Manitoba."

Pool Insurance Limited was created in 1939 and re-incorporated at Pool Insurance Company in 1940. It was designed to internalize some of the insurance risk of MPE, which had previously been carried by an extenal company.
Co-operative Life Insurance Company was formed in 1945 to offer pool members affordable life insurance tailored to their lives as producers.

Border Fertilizers Ltd was a parnership agreement between the Pool and M.G. Smerchanski to provide better fertilizer services to Pool members. MPE entered the agreement in 1963 but sold their shares in 1969 due to heavy losses.

The Wasagaming Foundation was founded in 1964 to plan an educational centre at Clear Lake, part of which would become Camp Wannakumbac in 1965. The Foundation was the joint effort of MPE, Federated Co-opertives Limited, Manitoba Farm Bureau, and United Grain Growers.

History / Biographical
Errol Black was born on September 8, 1939 in Brandon, Manitoba. He was the son of Thomas Alexander Black, who immigrated to Canada from Limerick, Ireland in 1929, and Roberta Jean (nee Groat) Black, a native of Chatham, New Brunswick. Black attended King George Elementary, Earl Haig Junior High, Brandon Collegiate Institute for Grade 10, and completed high school through correspondence courses for Grandes 11 and 12. He left school in 1956 to work a variety of jobs in Brandon, Calgary and on the west coast. He spent a short time in the Royal Canadian Navy. Errol Black undertook post-secondary education at Brandon College (1963-1965, graduated with a B.A.), the University of Alberta (1965-1967, graduated 1973 with an M.A. in economics) and Warwick University (1975-1977). Black taught economics at Brandon University from 1970 until his retirement in 2002. Following retirement he was granted Professor Emeritus status in 2003.
Errol Black has published three books, as well as many articles and reports in leading academic journals. He has a longstanding interest in the history of organized labour and working-class politics in Brandon. These remain important themes in his research and writing. He served on the Executive of the Brandon University Faculty Association for many years, and was President of the Manitoba Organization of Faculty Associations for two years. Black is also a member of the Brandon District Labour Council, a founding member of the Manitoba branch of the Canadian centre for Policy Alternatives, and a board member of the Brandon Regional Health Authority (2000-2006). He was elected to Brandon City Council in 1998, and for a second term in 2001. In 1999 he was the federal NDP candidate for Brandon-Souris.
Black married Margaret Millard from Waskada, MB in 1961, with whom he had three sons: Sean, Dennis and Tom.
Custodial History
Accession 17-1997 was originally owned by Jim Davis, brother to Communist activist Stanley Forkin. Taimi Davis, Jim Davis' wife, mailed the collection from her residence in Ontario to Errol Black in 1994. Professor Black donated the collection to the McKee Archives. Accession 02-2003 was donated to the Archives in November 2002 by Errol Black. Accession 15-2003 was donated to the Archives on April 30, 2003 by Errol Black. Accession 17-2003 was donated to the Archives on July 15, 2003 by Errol Black.
Scope and Content
The collection consists of a number of accessions. Accession 17-1997, dating from 1935-1936, consists of twelve of the thirteen issues of the "Unemployed Worker," published in Brandon in the 1930s. The "Unemployed Worker" was the organ of the Brandon Unemployed Workers' Council. This Council, like its counterparts in other communities, was created by Canadian Communist Party militants. The "Unemployed Worker" covered the activities of the Unemployed Workers' Council, the plight of Brandon's unemployed, efforts by the city's unemployed to improve their lives, and City Council decisions, specifically those regarding relief policy.
Accession 02-2003, dating 1917, 1936-1939, 1970-2002 (predominant 1970-2002), contains extensive correspondence from former Brandon University Economic Professor Don Wheeler to Errol Black. In addition, the accession contains an important body of correspondence received by Professor Black from Taimi Davis written by Pat Forkin and his wife Pheobe Forkin to family members in Canada during the years 1936-1939, while Pat was a Moscow based corespondent for the Canadian Communist Party Clarion. The accession also contains personal correspondence of Errol Black dating from ca. 1970, drafts of papers, newspaper clippings, pamphlets related to labour and labour political matters. Two publications of note include: "Labour in Brandon" published by the Brandon and District Labour Council and a student guide to labour law written by George MacDowell. The accession also contains several documents related to Black's involvement in the provincial Industrial Adjustment Committee.
Accession 15-2003, dating 1930-2002 (predominant 1930-1939; 1971-2002), contains extensive clippings from the Canadian Communist Party publications "The Worker" and the "Daily Clarion" from the years 1930-1939; twenty-one personal and family photographs (b/w 3x5) of the Forkin family of Brandon, many of whom were active in the Canadian Communist Party; various historical photographs (b/w 8x10) related to the history of labour in Brandon, Manitoba; personal files containing correspondence, letters and opinion pieces to various newspapers, course outlines, research materials and draft publications, arbitration awards and documents related to Black's involvement with the Manitoba Organization of Faculty Associations (MOFA).
Accession 17-2003, dating 1970-2002, contains correspondence, a manuscript of an autobiography written by Black's father Tom Black, research files, letters to the editor and draft publications by Errol Black.
Accession 3-2011, dating 1909-2010, contains an extensive record of newspaper clippings often of Professor Black's correspondence with the Brandon Sun from the early 1970s through to 2011. Clippings relate to civic issues, labour relations, social justice, economic questions. Documents (membership cards, cards of thanks, stamps) of various kinds, and photographs of Professor Black, family members, and various labour related events including parades and rallies, appear throughout these clippings. Collection includes miscellaneous files relating to the 75th Anniversary of the Winnipeg General Strike including the Brandon Sympathetic Strike of 1919, the Brandon Greys Baseball team, the Assiniboine College BMHC lobby campaign, Brandon and Area Environmental Council, the Brandon East NDP Contituency Association. Editions (1925-31) of the Sons of England - Official Organ of the Sons of England Benefit Society - published in Oshawa, Ontario, and copies of documents related to the Commission of Inquiry (1928) into labour issues at the Brandon Mental Hospital are included.Collection also contains extensive correspondence associated with Professor Black's activities as a department member, scholar, and activist in the Department of Economics at Brandon University. Collection contains as well research materials related to the Brandon labour movement, strikes at A.E. Mckenzie Seed Company 1940s, cd roms containg research materials - clippings and images - for Labour Council Anniversary book ( 2006), and civic politics in Brandon. Records also contain research materials on various members of the Forkin family - in particular the Pat Forkin, Tom Forkin, and Stephen Forkin (aka Jim Davis) - who were active members of the Canadian Communist Party during their adult lives. A collection of family photographs and six tape cassettes containing accounts of the experiences of single unemployed men during the Great Depression and the funeral of Stephen Forkin ( Jim Davis) and correspondence from Taimi Davis the widow of Stephen Forkin (Jim Davis) supplement the sources on the Forkin family.

The Pool livestock advisory boards and livestock markets were organized under the MPE when MPE merger with the Manitoba Co-operative Livestock Producers Ltd in 1948. The livestock pools operated in much the same way the grain pools did. The MPE Livestock Division was overseen by the Canadian Livestock Co-operative (Western) Limited (known as the C.L.C.). Local shipping associations shipped livestock to a central selling agency in St. Boniface, although this changed with the development of the rural highway system in Manitoba and the founding of Pool Packers.

A copy of a Local Associations (later the Local Pool Committees) would be sent to the Central Office, where it was stored until a microfilm copy could be made. Records were only transferred to microfilm until 1957.
