History / Biographical
Brandon, Manitoba was incorporated as a city in 1881. In 1882, led by Charles Whitehead and a small Board of Directors that included J.W. Vantassel, Charles Pilling, George Halse, J.E. Smith, William Johnson, R.T. Evans, and Thomas Lockhart, it was decided to hold an agricultural exhibition. These men were all involved in the farm business in one way or another, and they wanted an opportunity to help residents realize the agricultural potential of the region. In October of that year, the fledgling community held its first agricultural exhibition . The fair was held in downtown Brandon at what was known as “Market Square.” Market Square was two acres of land located on Princess Avenue between Eighth and Ninth Streets. Due to poor weather, and the fact that not many people were ready to show animals and grain, there was a relatively small turnout. The following year was much improved. There were 730 entries into the exhibition. By 1884, the Board of Directors of the Brandon Agricultural Society, which was in charge of the exhibition, realized that they were in poor financial shape, to the point of being personally out of pocket. It was realized that October was not the best time for farmers to be leaving their farms to go to an exhibition. In 1888, it was decided to move the exhibition to the summer time, when it was much easier for people to attend. The first Brandon Summer Fair was held in July 1889, and it was a resounding success. The Board of Directors had added many items of interest to appeal to the entire public, not just agricultural people. In 1892, the Western Agricultural and Arts Association (WAAA) was formally established to take over duties from the Brandon Agricultural Society. However, it was not until 1897 that the WAAA held its first meeting. There is no explanation as to why there is a five year gap between the formation and the first meeting of this organization. 1897 was the turning point of the Brandon Exhibition. The fair was now firmly established in Brandon, and the Board of Directors was instrumental in ensuring that it remained so. This was done by petitioning to both the municipal and provincial governments for grant money. As well, the Board booked midway and grandstand acts that would bring the city dwellers to the agricultural exhibition. There were also early attempts at holding an agricultural exhibition in the winter. The first such attempt was in 1884. There was also a Spring Stallion show held in 1891. By 1904, however, a petition by J.D. McGregor had gone out to formally establish a winter exhibition. This effort also failed, but by 1906, it was decided by businessmen, politicians, and farm representatives in Brandon, including McGregor, to organize a winter fair. Rather than seeing this new fair as competition, the Board of Directors of the summer fair felt that it would complement their exhibition. The new fair would remain primarily agricultural. The first winter fair was held in 1906. While the two fairs were not amalgamated, they did share the same secretary-manager. The secretary-manager was responsible for the day to day management of the fair, as well as keeping track of meetings and decisions reached by the various fair boards and committees. In 1907, the Brandon Winter Fair and Livestock Association (BWFLA) was formed to act primarily as a land-holding joint stock company. The following year the Provincial Winter Fair and Fat Stock Association (PWFFSA), an entirely separate organization from the BWFLA, was formed to manage the activities of the winter fair. The PWFFSA name was soon changed to the Manitoba Winter Fair and Fat Stock Association (MWFFSA). By 1906, Brandon could boast two full size exhibitions, one in the summer and one in the late winter, both of which were considered to be premiere events. In 1908, the Brandon summer fair was renamed the Inter-Provincial Exhibition, and in 1912 it held it’s first Traveller’s Day, an event which would soon become an important addition to the fair and is still in existence today. It is thought that the name “Traveller’s Day” came from the fact that it was held on a Saturday, a day when many people could travel to Brandon for the exhibition. In 1913, Brandon was bestowed with the honour of hosting the Dominion Exhibition. This was a national exhibition sponsored by the federal government. It was held in a different city every year. There were several cities vying for the 1913 Dominion Exhibition, but it was Brandon that impressed the sponsors the most. With the government funds received for this honour, the Board of Directors supervised the building of a new grandstand, display buildings, and racetrack, as well as the general expansion and improvements to the fairgrounds. In the spring of 1912, it was decided by the Board of Directors of the winter fair that the facilities they were currently housed in were inadequate for their needs. The mayor and city clerk of Brandon went to the provincial legislature in order to request that there be an amendment added to the Brandon city charter. This amendment would allow the city to guarantee bonds issued by the winter fair board to help pay for the construction of a new facility. This request was granted, and a $70 000 addition was built next to the original winter fair building. The new building was opened in 1913. Throughout the First World War, both the winter fair and Provincial Exhibition buildings were used for the war effort. There was one distinct difference however. The summer fair Board was able to negotiate a deal with the army that enabled it to reclaim the fair buildings during fair week. The winter fair, however, had to give up the idea of holding fairs in 1915 and 1916. It was not until 1917, that the winter fair was able to resume. During this time, due to the financial problems that had beset the winter fair, the two exhibitions considered amalgamation. The Board of Directors of the winter fair felt that because they were the smaller of the two fairs, their interests would be swallowed up by the summer fair. The winter fair withdrew from the negotiations to amalgamate. With this rather sudden turn of events, the Board of Directors of the summer fair petitioned the government to be allowed to incorporate. This was granted, and in 1920, the WAAA was incorporated as the Provincial Exhibition of Manitoba. From 1920, the summer fair was officially known as the Provincial Exhibition of Manitoba. This was the first time that the summer fair was incorporated, and received the “status and financial assistance” that came with incorporation. More problems beset the winter fair in the 1920s. In 1920, a fire burned down the winter fair pavilion, located at the south end of the winter fair buildings, and caused the Board to cancel the 1921 winter fair. It was not until 1922, that a new building was completed. By 1929, both fairs were well regarded throughout Canada. In 1929, a decade long Depression hit the west. While many fairs closed during this time, Brandon struggled to keep its open. The Directors of both fairs felt that the agricultural shows “encouraged excellence at a time when faith and enthusiasm were at a low ebb.” The summer fair proved to be quite successful during the Depression, likely as a result of the few moments one was able to forget one’s troubles while there. The winter fair was not quite as successful, although both fairs received government grants and work relief projects. There was little new entertainment in these exhibitions. There were changes about to manifest themselves at the summer fair, however. While the winter fair had representatives from various associations on its Board of Directors, the summer fair Board of Directors was a small close-knit group of men. Citizens saw entry into this elite group as elusive and difficult. To ward off the possibility of the Board becoming a “self-sustaining clique,” that only chose Directors from within, it was decided by several citizens to try and elect some new blood into the fair Board. In 1933, there was a general election for the Board. Instead of the usual men shuffling positions, there were forty-four nominations for the twenty positions. When the voting was all over, seven new men sat on the Board. Despite some inner rumblings, especially on the summer fair Board over the next few years, both exhibitions survived the Depression. During the Second World War the fairs once again were forced to operate under adversity. Once again, the buildings were requisitioned for the army, although they were released during fair week. The summer fair was forced to make several concessions, and the winter fair was relocated to the summer fair grounds for the duration. The winter fair did not survive the Second World War intact. Due to financial reasons, in December of 1945, the Board of Directors turned the winter fair buildings over to the City of Brandon. By 1946, the BWFLA, which was the joint-stock land holding company, had ceased operations because the city now controlled the winter fair land and buildings. The next fifteen years would be a time of rebuilding for both of Brandon’s exhibitions. Children especially were more active participants in the agricultural exhibitions. The summer fair continued to diversify and look for new ways of entertaining the public at large. The winter fair remained primarily agricultural. By the end of the 1950s the winter fair, which was used to struggling, was now both successful and stable; and the summer fair, a perennial success, was starting to fade. By 1969, both the winter and summer fair Boards had realized that amalgamation was the best possible decision, both practically and financially, for the future of the two fairs. On 29 October, 1969, the two exhibitions amalgamated to become the Manitoba Exhibition Association. The reconstituted Provincial Exhibition of Manitoba was now responsible for both the winter and summer fairs. A new building was erected on the summer fair grounds to house both of the exhibitions. On 2 April 1973, the Keystone Centre was officially opened at the winter fair, although it had been in use since October of the preceding year. In 1970, Manitoba’s Centennial, it was decided that an organization in Manitoba would receive the title of “Royal,” as a way to celebrate the centennial. Although many organizations applied for the honour, it was the Brandon winter fair that received the accolades. The winter fair was bestowed with the title “Royal”, and became known as the Royal Manitoba Winter Fair. In 1975, a third exhibition was added, this time a purely agricultural fall show known as the Agricultural Exhibition, or AgEx. This fair was partly organized on behalf of the cattle growers, who found that the summer and winter fairs did not give them adequate time and space to properly show their cattle. The return to a fall show, which had not existed since 1888, would be the return to a purely agricultural exhibition. This show was to be primarily a show and sale event. On 3 November 1975, the first AgEx was opened to resounding success. The Provincial Exhibition of Manitoba, the Royal Manitoba Winter Fair and AgEx are all still in existence in Brandon. They are regarded as three of the most important events to take place annually in the city.

The fonds consists of textual records and photographs comprised of the records from the three annual exhibitions that are held in Brandon, Manitoba: the Provincial Exhibition of Manitoba, the Royal Manitoba Winter Fair, and the Agricultural Exhibition (Ag-Ex). The textual records include prize lists, programs, minutes, financial, administrative files, original results, scrapbooks, tickets, news releases, contracts, by laws, documents as well as a miscellaneous section. There are approximately 1846 photographs that include scenes from these three exhibitions. These records provide a unique perspective on the development of agriculture and rural life in southwestern Manitoba. Fairs such as these have been and remain prime media of farm improvement, technological and scientific advancement in rural Canada, and the promoters of country living. These fairs also reflected the long tradition inherited from Britain and Europe of country fairs as centers of entertainment, social interchange and diversion. These records are a principal source of information about the most broadly based vocational, entertainment and social events held on an annual basis in southwestern Manitoba over the last century. The records are vital to academic research on agriculture or fairs, individual biography, or community history.

The Toal Commission was a Commission of Inquiry conducted by James Toal at the Prince Edward Hotel in Brandon,MB from 1971-1972. The purpose of this inquiry was to investigage a report published by the Brandon Police Department entitled, "Problem Metis Families, City of Brandon," as well as allegations of police harassment in the City of Brandon from January 1, 1970, onward. The report was prepared by the Brandon Police Department following a petition submitted to Mayor Wilton. The petition, signed by approximately thirty residents of Brandon's East End, requested that the city prohibit the sale of homes in their neighborhood to Native families. A copy of the report was obtained by the Brandon Sun, which generated a considerable public response that resulted in the investigation in question.

Scope and Content
Fonds consists of records created over the course of the Toal Commission. It includes copies of verbatim transcripts of the Toal Commission hearings, as well as a commission of inquiry, a report on the commission, and indexes, which list the witnesses and evidence presented for each day of the hearings.

History / Biographical
The chancellor is the titular head of the university and confers all degrees. Where possible the Chancellor also attends official functions on behalf of the University and may take on special projects keeping with the goals of the University. According to "The Brandon University Act 1998," there is to be a chancellor of the university elected by the senate for a term of three years; the chancellor continues to hold office after his or her term expires until re-elected or until a successor is elected; the chancellor is eligible for re-election; and if a vacancy occurs in the office of chancellor before the end of the term, the successor elected to replace the incumbent chancellor is to hold office for the remainder of the incumbent's term. BRANDON UNIVERSITY CHANCELLORS: MAITLAND B. STEINKOPF (1967-1970) Maitland B. Steinkopf (September 10, 1912 - 1970) was born in Winnipeg, Manitoba. He was educated at the University of Manitoba, and was called to the Manitoba Bar in December 1936. He served in the Canadian armed forces in World War Two, as a Private in the Queen's Own Cameron Highlanders and a Lieutenant Colonel with the R.C.O.C. He later founded the Canada West Shoe Manufacturing Company, and was a president of several companies including Bonded Investments Ltd., L.H. Packard Co. Ltd., Dayton Shoe Mfg. Col. Ltd., and the Tel Aviv Hilton Hotel. Steinkopf was a member of the Canada Israel Development Corporation, and served as chairman of State of Israel bonds in Manitoba. He was also an honorary counsel with the government of Czechoslovakia until 1948. Prior to his election, he assisted the Roblin government in land-development for cultural projects. Steinkopf was elected to the Manitoba legislature in the 1962 provincial election as a member of Dufferin Roblin's Progressive Conservative government and was appointed to cabinet on June 12, 1963, as Provincial Secretary and Minister of Public Utilities. He later resigned his position and his seat in the legislature as a result of being implicated in a controversial land assembly payment. He was re-elected and re-appointed to the Cabinet in 1964. Steinkopf did not run for re-election in 1966. He later served as chair of the Manitoba Centennial Centre Corporation, which established a Maitland Steinkopf Youth Fund in 1972 for students in the arts. Steinkopf married Helen Katz of Chicago and they had six children. He died suddenly in 1970 of a heart attack. THE HONOURABLE STANLEY HOWARD KNOWLES (November 1970 - November 1990) Stanley Knowles (June 18, 1908 - June 9, 1997) graduated from Brandon College in 1930, received his B.Div. from the University of Winnipeg in 1933, and was ordained by the United Church of Canada. Until 1940, he was a minister in Winnipeg churches. He organized public forums and created radio programs on social themes. He spoke for the Co-operative Commonwealth Federation (CCP), becoming its chairman, then provincial secretary, for Manitoba. In 1942, Knowles was elected to the House of Commons as MP for Winnipeg North Centre. He was an MP from 1942 until 1958, was re-elected in 1962 and served until 1984. Throughout his political career, he struggled for a decent life and income for older people. He was instrumental in amending the industrial relations bill so that legal strikes did not interfere with employee pension rights, eliminating the "means test" from the Old Age Security Act and indexing the Canadian Pension Plan and Civil Security Pensions. He played a major role in creating the New Democratic Party in 1961, presiding over the founding convention. He was the Deputy Leader of that party from 1962-84. In 1970, Knowles became Chancellor of Brandon University and in 1990, was designated Chancellor emeritus. He became an honorary member of Canada's Privy Council in 1979, and was awarded the Order of Canada in 1984. THE HONOURABLE JUDGE RONALD D. BELL (1990 - October 1996) Ronald Dean Bell was born in Deloraine, Manitoba and graduated from Brandon College in 1951. He received his law degree from the University of Manitoba in 1955. Bell worked for several years as a solicotor for the Department of National Revenue, Taxation Division and as a partner in the Calgary law firm Fenerty & Co. He was appointed Queen's Counsel in 1976, and in 1978, he formed Bell Felesky Flynn, a law practice focusing on taxation. In 1991, Bell was appointed Judge of the Tax Court of Canada. Throughout his distinguised career, Bell has continued to support Brandon University. In addition to his duties as Chancellor, he has also served on various BU boards and worked tirelessly to promote the institution. He also made siginificant financial contributions to improve physical structures, programs and student scholarships, including the establishment of the R.D. Bell Schoalrship and the R.D. Bell String Scholarships. The R.D. Bell Hall in the Queen Elizabeth II music building was named in his honour, as was the Bell Tower atop the orginal Brandon College building, which is now part of Clark Hall. Justice Bell recieved an Honorary Degree from Brandon University at the spring 2006 convocation and is presently Chancellor emeritus. DR. KEVIN KAVANAGH (November 1996 - October 2002) Born and raised in Brandon, Kevin Kavanagh graduated from Brandon Collegiate Institute in 1950, and completed his commerce degree at the University of Manitoba in 1953. That same year he joined the Group Insurance Division of the Great-West Life Assurance Company. From 1978-1992, he served as president and CEO of that organization. During his career, Kavanagh has also served on various provincial and national boards, including the Royal Winnipeg Ballet, National Leasing Group, Winnipeg Airports authority, the Conference Board of Canada, the Crown Corporations Council and the Canadian Life and Health Insurance Association Inc. Kavanagh was also a member of the Roblin Commission. In 1996, he was named the fourth Chancellor of Brandon University, and in addition to his duties as Chancellor, he has been involved with the university as a member of the Brandon University Foundation and as a member of the Corporate Challenge Campaign. In September 2006, the courtyard between Clark Hall and the George T. Richardson building was renamed The Kavanagh Courtyard in honour of Kavanagh and his wife in recognition of their vision and leadership with Brandon University and their dedication to the advancement of post-secondary education. In 1963, Kavanagh married his wife Els, and together they had two children: Jennifer and Sean. At present, (July 2007), Kevin Kavanagh is Chancellor Emeritus of Brandon University. THE RIGHT HONOURABLE EDWARD R. SCHREYER (November 1, 2002 - present) Edward Schreyer was born on December 21, 1935 in Beausejour, Manitoba. He studied at United College, St. John's College and the University of Manitoba, receiving a Bachelor of Pedagogy in 1959, a Bachelor of Education in 1962, a Master of Arts in International Relations and a second Master of Arts in Economics in 1963. From 1962 to 1965, Schreyer taught International Relations at St. Paul's College. On June 30, 1960, Schreyer married Lily Schulz. The couple had two daughters, Lisa and Karmel, and two sons, Jason and Tobin. Schreyer was elected to the Legislative Assembly of Manitoba in 1958, as a member of the Manitoba Co-operative Communwealth Federation, representing the rural consituency of Brokenhead. In 1965 he resigned to run successfully for the House of Commons. In 1969, Schreyer returned to provincial politics as leader of the New Democratic Party of Manitoba. He led his party to victory in the 1969 provincial election, and served as Premier of Manitoba from 1969 until 1977. Schreyer was appointed Governor General in 1979 by Pierre Trudeau. That same year, he was made a Companion of the Order of Canada along with his wife Lily Schreyer. As Governor General, Schreyer championed women's issues, the environment, and official bilingualism. He established the Governor General's Award in Commemoration of the "Persons Case," instituted the Governor General's Conservation Awards (1981), and presided over the first Governor General's Canadian Study Conference. Schreyer retired as Governor General in 1984. Later in 1984, Schreyer was sworn into the Privy Council and was subsequently appointed Canadian High Commissioner to Australia, Papua New Guinea, and the Solomon Islands, and as ambassador to Vanuatu. He held those positions until 1988. Returning to Manitoba, Schreyer worked as a national representative of Habitat for Humanity. In 2006, he was acclaimed as the NDP candidate in Selkirk-Interlake for the 2006 federal election. Edward Schreyer became Chancellor of Brandon University in November 2002, and his term was extended in 2005 until October 31, 2008. HENRY CHAMP (November 1, 2008 - October 31, 2011) Henry Champ was born in Brandon, Manitoba in 1939. He attended Brandon College in 1957 and 1958.

History / Biographical
In 1970, the Department of Extension was divided into the Department of Extension (Non-Credit) and the Department of Extension (Credit). In 1974, the two departments were amalgamated into the Department of Extension (Credit and Non-Credit). The department's name was changed again in 1977, when it became the Department of Continuing Education (Credit and Non-Credit). In 1986, the Office of Continuing Education and Summer Session was renamed the Office of Extension with responsibility for non-credit offerings, distance eduation and off-campus credit courses. From 1999 to the 2001-2003 calendar, Kathleen Matheos, the last Director of Extension, is listed as the Director of the Education Technology Unit. After the 2001-2003 calendar, the Department of Extension became part of Campus Manitoba. DIRECTORS OF EXTENSION: R.B. INCH - Extension (1967-1969) and Extension (Non-Credit) (1970-1971) George Robert Boyer Inch, more commonly known as R.B. Inch, was born in 1903 in Oak Point, New Brunswick. His father, James Nathaniel Inch, was a local shopkeeper and served as town postmaster. James Inch married Phoebe Elizabeth Inch (nee Boyer), a native of Hartland, New Brunswick. While working in Ontario between 1939 and 1939, R.B. Inch met and married Elizabeth Gowling of Ottawa. The couple had two children; a son named George and a daughter named Jeanne. Elizabeth Inch (nee Gowling) passed away in 1956. R.B. Inch was educated first at Mount Allison Academy in Sackville, New Brunswick. He later went on to study at Mount Allison University, where he earned a Bachelor of Arts degree in 1924. After graduating, Inch traveled to western Canada looking for employment in his chosen field of journalism. From 1924-1926 Inch was unable to find a job in the newspapers so he subsisted by teaching classes at Mount Royal College in Calgary and attending lessons at the Calgary Normal School. In June 1926, the Calgary Herald, then known as the Calgary Albertan, hired Inch as a regular journalist. He stayed in that position in Calgary for two years. Inch later accepted a job with the Winnipeg Free Press, where he worked from 1928-1929. In 1929, Inch accepted a position with the National Research Council in Ottawa as Secretary to the President and information officer. Between 1929 and 1933 he also volunteered as editor of the magazine "Interdependence," the official publication of the League of Nations Society in Canada. In 1935, Inch resigned his post at the National Research Council to become the National Secretary of the League of Nations Society in Canada. There he served until the collapse of the League at the outbreak of World War II in 1939. In 1942, Inch was commissioned by the Canadian Broadcasting Corporation (CBC) to prepare a series of programs entitled "Of Things to Come - Inquiry on the Post-War World." In 1943, Inch joined the Royal Canadian Army Service Corps, but never saw action in Europe. After the war, Inch was hired by his alma mater, Mount Allison University, to serve as Director of Alumni and Public Relations. He remained in Sackville from July 1945 through to 1967. In July 1967, Inch was hired by Brandon University as the Director of Extension and as a political science lecturer. After retiring in 1972, Inch was active in the formation of the Canadian branch of Amnesty International. He would later become National Director Emeritus of the organization. R.B. Inch died in Brandon, Manitoba on January 7, 1983. H.S. PERDUE - Extension (Credit) (1970-1971) Dr. Henry Stewart Perdue was born in 1904 near Souris, Manitoba. He graduated from Souris Collegiate in 1920. After working several odd jobs, Perdue entered Brandon College in 1924. He graduated with his B.A. in 1928. After graduation, Perdue was hired as a teacher in the Academic Department. He received his M.A. in 1930, and went on to receive his Ph.D. in Geology from the University of Chicago. In 1930, Perdue became the Director of the Matriculation Department, as well as an Instructor in Geology. In 1931, he took over the position of Resident Master. In 1937, he married Ella May Higgens, who was the Resident Nurse. From 1938 until 1948, Perdue acted as Registrar of Brandon College. In 1947, Perdue accepted the position on College Dean. This position ran until 1952, when it was changed to the position of Dean of Arts and Science. Perdue also held this position until 1962, when the office separated into the Dean of Arts and the Dean of Science. Perdue continued in the position of Dean of Science until 1967. After Dr. Evans' death in July of 1959, Perdue became acting President. He held this position from August 1959 until August 1960, when Dr. Robbins was appointed President. Perdue held the position of Director of Extension (Credit) from 1970-1971. He retired from teaching Geology in 1973. Dr. Perdue died on December 22, 1979 at the age of 75. EVAN H. PEPPER - Extension (Credit) (1972-1974) Evan H. Pepper was born in Windsor, Ontario. He received his BSc in Biology and Chemistry from the University of Detroit and his MSc and PhD from Michigan State University in the same fields. Pepper also attended the Henry Ford Trade School, the United States Brewer's Academy (Brewing Technology) and the Ryerson Institute (Instrictional Technology). In 1945-1946 he served in the U.S. Merchant Marine, and from 1954-1956, in the U.S. Army. From 1960-1962, Pepper was a technical coordinator for Ladish Malting Co. He began his academic career in 1962 as an Assistant Professor in the Department of Plant Pathology at North Dakota State University, leaving that position in 1967. From 1967-1988, he was an Associate Professor, and later a Professor (1971-1988) in the Department of Botany at Brandon University. While at Brandon University, Pepper served on the Brandon University Senate, the Senate Executive Committee, the Extension Committee, the University Act Committee and the Senate By-Laws Revision Committee. He was also assigned as a liaison to Inter-Universities North (IUN) and helped to design the RN/RPN program (1970). Pepper's administrative duties included Director of Credit Extension, Director and designer of the FOCUS program and Chair of the Botany Department. In addition, he also taught, designed and developed several courses for the Biology and Botany Departments at Brandon University. Evan Pepper retired in 1988. He died on March 27, 2013. R. BRUCE MCFARLANE - Extension (Non-Credit) (1972-1973); Extension (Credit and Non-Credit) (1974-1976); Continuing Education (Credit and Non-Credit) (1977-1986); and Extension - acting (1990) No biographical information yet. B. WESTFALL - Extension (1987-1989) Beth Westfall was born in Birmingham, England. Her undergraduate degree in European Studies was obtained from the University of Sussex; she recieved her Master's Degree in German from the University of British Columbia and her Ed.D. in adult education from Nova University. Westfall came to Brandon University in January 1987, as the Director of Extension. Prior to that time she a director on a regional campus on the College of New Caledonia in British Columbia. She also had extensive experience in teaching basic adult education and English as a second language, and in facilitating women's support groups and communication skills workshops. In September 1989, Westfall became Brandon University's Dean of Student Services. See RG 6, series 12 (Student Services) for additional biographical information. K. MATHEOS (1990 - 1997/1998) Kathleen Matheos was appointed Director of the Office of Extension for a five year term effective September 1, 1990. Prior to coming to Brandon University, she was the Agricultural Distance Education Coordinator/Community Programs Division at Assiniboine Community College. In 1999, Matheos' title was changed to Director of the Education Technology Unit and ca. 2003 the Office of Extension was absorbed into Campus Manitoba. Matheos left Brandon University some time thereafter, and currently (January 2006) works for the Department of Extension at the University of Saskatchewan.

History / Biographical
Dilys Collier (nee Pearce) was born 4 December 1937, in the Rural Municipality of Daly near Rivers, MB. Before studying at Brandon College, Collier was educated in Bradwardine, MB. Collier graduated from Brandon College with a Bachelor of Arts and Bachelor of Pedagogy in 1958 and 1959 respectively. In 1961, Collier married a Brandon College classmate, Clare Coburn. She spent much of the next two decades working as a homemaker and mother to her three children. After she and her husband separated in 1979, Collier decided to go back to school. In the next ten years, Collier completed a Bachelor of Education degree (1980), a Bachelor of Social Work from the University of Regina (1982) and a Master of Education degree from the University of Saskatchewan (1987). Across her working career, Collier held many posistions including public school teacher, adult educator, social worker, researcher and personal counselor. Along with her work, Collier volunteered extensively with the Knox United Church and the Brandon Cooperative Nursing School. Through the years, she worked for a variety of organizations, including The Saskatoon Family Service Bureau and the REgina John Howard Society. Collier has lived and worked in Manitoba, Saskatchewan, Alberta, British Columbia and Swansea, Wales. Currently (January 2017), Collier is retired and lives in Mission, BC with her husband of thirty-four years, Kenneth Collier.
Custodial History
The records were created and collected by Dilys Collier during her years as a student and alumna of Brandon College/University. The records were stored in her home huntil they were donated to the McKee Archives in 2013.
Scope and Content
Collection consists of records created and collected by Dilys Collier as a means to document her life as a Brandon College student in the 1950s. Included are three scrapbooks and two folders containing: newspapers and newspaper clippings from The Brandon Sun and The Quill, dealing primarily with Brandon College students, faculty and events; Brandon College administrative records such as the Clark Hall Rules, Collier's proof of registration records, her Brandon College acceptance letter, class schedules and exam timetables; photographs and programmes that cover events such as Freshie Week, dances and other student functions on campus; records documenting campus student activities, including the words to Hail Our College and various College Yells performed after student dances and other functions; decorations from fall proms and Valentine's Day dances, as well as Convocation (1958); programmes from various College convocation ceremonies; various cards Collier received, including those for her birthday and Valentine's Day; election advertisements, primarily for those students running for Student Administration "Stick" positions. The collection also contains a green taffeta, net and rhinestone gown purchased by Collier to wear to some of the formal dances held at Brandon's Prince Edward Hotel.

History / Biographical
The Quill was established in 1910, and is the second oldest student newspaper in western Canada. It was also the first student run publication at Brandon College. The December (Vol. I, No. 1) edition states that "the demand for such a paper [had] been steadily increasing until at last some definite steps towards bringing one into existence became absolutely necessary." The first step was the election of a committe by the Literary Society to look into the possibilites of the project and report at a special meeting. Following the acceptance of the committee's favorable report, another committee was appointed to outline a policy and nominate officers and staff. The inagural staff of the Quill, "having examined the reasons for the discontinuance of the Brandon College Monthly some years ago, [found] that these have been to a large extent removed by the development of the College in the intervening years." They felt that the "student body [had] grown to such an extent that the problem of getting suffiecient material for a paper, as well as the financial difficulty, [had] been appreciably reduced." For them, this development "not only justified but demanded the advent of a College paper." The creation of the Quill was also influenced by the awareness of the students involved that their college was in a state of constant change. They felt that they "[could not] allow this important period of [their] College history to pass away and be forgotten." The newpaper enabled them to record the growth and changes on campus for the benefit of the students and friends of the College. Originally the publication of three editions of the Quill, i.e. Christmas, Easter and a special graduates' number, were planned; the policy on the limited number of issues was to allow the Quill and its staff time to establish themselves, with the aim of expanding into a monthly paper as soon as it was thought advisable to do so. In 1911, the Quill was printed quarterly, with the first three issues of the school year consisting of student publications and professors writings, as well as containg various columns on campus activities. The final issue of that year, and subsequent years, was called the Commencement Issue, and it contained a brief biographical sketch of each member of the graduating class. In 1927, the Quill was split into two separate entities. In the April edition (Vol. XVI, No. 11), the editorial staff wrote that the Quill's ". . . function and the efficiency with which it has performed that function in the immediate past are . . . doubtful. The present management realize this and feel that the "Quill" as conducted at present can assume neither the utility of a newspaper nor the intrinsic value of a year-book." Subsequently it was decided to publish a fortnightly, or bi-weekly newspaper, which retained the title of "The Quill," as well as a new publication, named The Sickle, which was to act as a yearbook. This decision was also influenced by the belief that by creating a sepaprate newspaper and yearbook "Brandon College [would] then be on a similar basis in this respect as her sister institutions throughout the Dominion." Although the Quill has occassionally ceased production (for a week or two at most) throughout its history, usually due to a lack of student participation in its production and/or financial troubles, it has continued to be published as as newspaper since 1927. In 1933, the Quill was presented in an entirely new form. Weekly, for three issues a month, a bulletin was published, with a fourth and more substantial issue at the end of the month. The introduction of the new broadsheet form was an attempt to "reduce stale news" and allow the publication to operate with a "greatly reduced budget." The broadsheet format of the Quill was abandoned in 1934-1935. Further changes were introduced with the January 15, 1963 (Vol. 53, No. 6) edition of the Quill. In the editorial section of that issue, the staff commented that "the Quill has remained as it is, in size, pattern and almost in content for the last fifty years!" In response, they introduced a weekly Quill (the Quill was first published as a weekly in 1937) and proclaimed that "we find the miserly, pamphlet-sized, shrunken-like Quill no more. In its stead, a fully-grown, broad-shouldered, new Quill has risen." Changes included the creation of the Feature and Intervarsity sections, with their own editors, a definite format in the 'lay-out' of articles, and the 'set-up' of pages, as well as a basic and overall reorganization of the Quill staff. In September 1969 (Vol. 60, No. 1), Acting Editor Tom Brook and the Quill staff clarified the position and purpose of the Quill as follows: "The primary purpose of the Quill is to bring to the attention of the students of Brandon University the issues and events that have direct implications on the lives of these people. We do and will continue to editorialize in our reporting. It may be not as strong as that seen in the past. But the Quill staff does feel that subjective evaluation of events after the case has been put factually is valid, and this shall be a policy that will be adhered to during the coming year." They also took a moment to point out that the Quill, although a student press, was not a commercial newspaper. Furthermore, they wanted "to see the Quill move closer to the concept of the bourgeois pressbut not so close that it loses its identification with students and the issues that concern them." By 1971, the Quill had adopted the statement of principle of the Student Press in Canada as outline in the Resolutions of the Canadian University Press. Printed on the front page of the September 24 edition, the Quill stated the following policy: It is ". . . our belief 'that the major role of the student press is to act as an agent of social change, striving to emphasize the rights and responsibilities of the student citizen', and 'that the student press must in fulfilling this role perform both an educative and an active function.'" The policy went on to declare that the Quill, as an alternative press (an alternative to the commercial press), rather than a newspaper, was "limited to presenting news which the commerical press does not handle and to providing news analysis." The democratic nature of the Quill was also clearly stated in the policy. The structure of the Quill was altered again in 1984, when an editorial board was instated, replacing the previous editor-in-chief system (although in most cases there was more than one editor in any given year). This board was to function as an organizing unit, with the collective electing officers for a one year term. The collective was made up of members, who had to contribute something to the Quill in one out of every three issues, in order to vote. Contributions included actual content for the paper, production, typing, photography work, office clean-up, or anything else that helped the Quill function. The central concern of the Quill, at the time of these changes, was to represent the "wide variety of social issues which interest Brandon University students." (September 27, 1984). The 'wide variety of social issues' was expanded upon in the September 3, 1987 edition of the Quill's editorial section: "A major purpse of THE QUILL is to provide the community with news and information pertaining to local, regional, national and international issues of concern to students." By 1993, the Editorial Board was comprised of the News Editor, the Co-ordinating Editor and the CUP Editor and was responsible for the direction and content of the newspaper each week. By 1996, the CUP Editor had been replaced by the Business Manager on the Editorial Board. Clarifying its relationship with BUSU in the November 18, 1996 edition, Co-ordinating Editor Stacey Brown quoted the Quill Constitution: "The Quill collective shall determine and regulate editorial content and policy and shall set such perimeters on acceptable advertising as it shall collectively see fit. Debate and reasonable documentation must be given beofre boycotting anything in the newspaper." She went on to state that "final decisions on most issues are made by the Editorial Board. . . " The position of Editor-in-Chief was reintroduced sometime around 2001. In the Spring and Fall of 2000, a dispute arose between the students in charge of the production of the newspaper and the Students' Union/BUSU Communications Board. As part of the ongoing dispute the Board shut the paper down. During that time, Quill staff published the unQuill and the Daily Quill. Eventually BUSU and The Quill parted ways, with the newspaper continuing as its own entity, separate from the Brandon University Students' Union. Throughout its history, the Quill has been a quarterly, a bi-weekly and a weekly publication. It has been printed in various formats, by a number of different companies and has been financed primarily through funding from BUSU, and at present, advertising and a student levy. In 1997, the Quill became one of the first student newspapers in Canada to produce the paper in a completely digital format. Since 2020, The Quill has alternated print and electronic editions. During the COVID-19 pandemic, physical editions ceased publication, and various articles were published on The Quill website (https://www.thequill.ca/). Starting with the 2023 Winter Term, physical copies, online editions and web articles were used concurrently. The Quill has been located at a number of locations on campus. Its first home was at the base of the Bell Tower in the original Clark Hall. In the 1970s it was produced in a mobile trailer near the gymnasium, before moving to the former Students' Union office in the lower level of the McMaster Building in 1980. Finally in 1991, the Quill was moved to its current location on the second floor of the Knowles-Douglas Student Centre. The Quill continues to be a member of the Canadian University Press (CUP), and as such is provided with feature articles, news, graphics and fieldworker assistance. The Quill adheres to the CUP Statement of Principles. As a democratic collective, the Quill is open to all students and staff at Brandon University. An autonomous corporate entity since 2005, the Quill is a student run publication; the articles, editing, layout and distribution are done by the students.

Editions of The Quill have been acquired by the McKee Archives from BUSU and former Alumni.

Sub sub series consists of editions of The Quill publication. Some issues have been digitized from microfilmed copies held in the McKee Archives, some have been digitized by Archives staff, and others have been digitally created by The Quill and acquired by the Archives.

History / Biographical
J.D. McGregor was a leading agriculturist from Brandon who served as Lieutenant Governor in the province of Manitoba during the 1930's. The Hon. J.D. McGregor was born in Amherstburg, Ontario August 29, 1860. He came west with his father in 1877, and entered the horse and cattle trade. McGregor established Glencarnock Farm north of Brandon and created one of the finest Aberdeen-Angus cattle herds in North America. In 1912 and 1913, his cattle (Glencarnock Victor and Glencarnock Victor II) were selected Grand Champions at the Chicago International. McGregor was a Liberal in politics with close ties to Clifford Sifton. From 1897-99, he served as mines inspector in the Klondike during the gold rush in that region. He also served as Lieutenant Governor of Manitoba from 1929-1934. James Duncan McGregor died March 15, 1935.
Custodial History
This collection was donated to Brandon University in 1971 by McGregor's daughter Mrs. E.C. Harte. The collection was accessioned in 1998 by the McKee Archives.

Collection consists of photos and slides, principally of the Klondike during the gold rush era (1897-1902); Government House seating plans and speeches from a wide variety of events (1912-1934); correspondence of McGregor's, primarily from his time as Lieutenant Governor (1912-1934); a (23.75 oz.) gold bag; a state publication "Instructions for Lieutenant Governors;" documents pertaining to the history of the Manitoba Winter Fair; and documents dealing with the early career of Winston Churchill.

History / Biographical
Maureen Johnson (nee Sills) was born in Brandon, MB in 1936 and grew up in western Manitoba. She spent three years in Ethiopia (1958-1961) and two years in Houston, Texas before taking up permanent residence in Winnipeg, MB. She attended Brandon College in 1953-1954, living in the Tower Room of Clark Hall. From 1960-1979, Johnson raised her family, volunteered in the St. Vital community and was Secretary to the Manitoba Schools Science Symposium (1973-1977). She worked in the Office of the President at the University of Manitoba from 1980 to 1996. Johnson is a visual artist and photographer, and is a member of the Winnipeg Sketch Club, Manitoba Society of Artists and Winnipeg South Photo Club. Her work is on permanent display at Medea Gallery (www.medeagallery.ca) where she has been a member since 1985. She also has work in the Rental Program at the Winnipeg Art Gallery. Custodial History
The original photographs in accession 10-2009 are in the custody of Maureen Johnson in Winnipeg, MB. Copies were digitally scanned by Johnson and sent to the Archives in March 2009. The 1921 photographs of Brandon College students were given to Johnson by Eileen McKenzie, her aunt, who attended Brandon College at that time. The photos of Sarah Persis Darrach (Johnson's great-aunt and maternal grandmother's sister) are from her family albums. All of the records in accession 14-2009, except for the 1920 Quill and the Clark Hall Rules 1912, were collected by Johnson during her time at Brandon College. The Quill issue belonged to Johnson's aunt Eileen McKenzie, a student at Brandon College in the early 1920s. The records were in Johnson's possession at her home until their donation to the McKee Archives in May 2009.
Scope and Content
Accession 10-2009 consists of seventeen digital photographs. Seven photographs are of Sarah Persis Darrach (nee Johnson), taken primarily during her time as a nursing sister during World War I. Two photographs are of Eileen McKenzie. The remaining photographs depict students and student activities at Brandon College in the early 1920s. Accession 14-2009 consists of a copy of the sound recording and program for Mr. College Spirit, a musical comedy presented by the Brandon College Literary Board and written by James Struthers and Kenneth Gunning. Accession also includes fifteen photographs from 1953-1954, when Johnson attended Brandon College. Subjects include: Freshie King and Queen; Graduation Banquets (1955, 1956); senior and lady sticks; Jim Casey Trophy; Grand March 1954; Capettes basketball team 1954; Glee Club 1953; Variety Night - Men's Chorus; Caps Football Team; Caps Hockey Team 1954; Cheerleaders 1954; Caps Basketball 1954; and Touques. Textual records include graduation banquet and commencement programs, news clippings, programs for Variety Night and Be Your Age, a list of football cheers and a copy of the Fall Number of the 1920 Quill. Textual records also include two color photocopies: Clark Hall Rules 1912 and Johnson's Arts and Science Departments, Brandon College Registration card.

This series contains five sub-series: I: Up to 1945, II: 1945-60, III: 1961-70, IV: 1971-80, V: 1981-2000.
