The Toal Commission was a Commission of Inquiry conducted by James Toal at the Prince Edward Hotel in Brandon,MB from 1971-1972. The purpose of this inquiry was to investigage a report published by the Brandon Police Department entitled, "Problem Metis Families, City of Brandon," as well as allegations of police harassment in the City of Brandon from January 1, 1970, onward. The report was prepared by the Brandon Police Department following a petition submitted to Mayor Wilton. The petition, signed by approximately thirty residents of Brandon's East End, requested that the city prohibit the sale of homes in their neighborhood to Native families. A copy of the report was obtained by the Brandon Sun, which generated a considerable public response that resulted in the investigation in question.

Records were ordered from the Archives of Manitoba by Brandon University Archivist Tom Mitchell and Brandon University history professor Jim Naylor in 2013.
Scope and Content
Fonds consists of records created over the course of the Toal Commission. It includes copies of verbatim transcripts of the Toal Commission hearings, as well as a commission of inquiry, a report on the commission, and indexes, which list the witnesses and evidence presented for each day of the hearings.

Dr. Bovington was born in Gonbridge Wells, Kent County, England on December 2, 1869 to Richard and Emma Bovington (nee Deuch). He came to Canada in 1890. After training for the ministry at Woodstock College and McMaster University, where he graduated in 1899, he attended Rochester Theological Seminary before being ordained in Victoria BC. In addition to Victoria, Bovington held pastorages in Windsor and St. Thomas, ON.
Bovington married his wife Martha Lockhart (1870-1957) in Oxford, ON on January 3, 1900. The couple had at least four children: Richard Dadson (1901-1972), Marguerite Agnes (1902-1975), David L (1904-1953) and Archibald T (1906-1983).
In 1906, Bovington went to Rochester to take his Doctor of Divinity; while there he was an instructor in Systematic Theology and Homiletics. In 1915, he took his Master's in Systematic Theology at the University of Chicago. From 1916 - 1925, Bovington served as the pastor of First Baptist Church, Cleveland, OH.
In 1925, Bovington was asked to become the fourth president of Brandon College. Although he accepted the position his wife and family did not accompany him to Brandon when he arrived in the summer of 1925. Bovington resigned from the Presidency on May 24, 1926, claiming that the pressure of trying to secure funds for the financial support of the school was beyond his strength.
David Bovington died in Cleveland, OH on August 21, 1955.
Scope and Content
Dr. Bovington was President for only nine months. His collection includes correspondence regarding the Baptist Union of Western Canada, Modernists, and Dr. MacNeill. As well, religious field work is documented. There is quite a bit of correspondence from the Registrar and Bursar regarding student accounts. Fundraising for Brandon College is documented, especially the Davies’ Fund campaign and the Endowment Fund campaign. There is quite a bit of correspondence to and from Dr. MacNeill, who was Acting President, from before Dr. Bovington arrived in Brandon and after he resigned.
Stewart David Trites was born on November 19, 1901 in Anaconda, BC, where his father was employed by the Canadian Pacific Railway (CPR). Later that year the family moved back to New Brunswick. In his younger years, Stewart did farm and lumber work, and worked as a commercial traveller. In 1919, he entered Horton Academy in Wolfville, NS to begin formal education to become a minister. A graduate of Acadia University and the University of New Brunswick, Stewart was ordained to the Baptist Ministry in 1933. Pastorates in the Maritimes, Edmonton, Thunder Bay and Brandon followed. In 1976, he was inducted as Minister Emeritus of First Baptist Church, Brandon.
In retirement, he served as an interim minister in several churches across Canada. Stewart held two interim positions with the Baptist Union of Western Canada, Director of Home Mission and Director of Christian Education. He was instrumental in the building of Hobbs Manor in Brandon and served as chaplain for the Cape Breton Highlanders. His hobbies included hunting, fishing, gardening and walking. He spent many hours stamp collecting and in creative writing; he published two books, including "Stories I Love Telling My Friends" (1995). Stewart married Gladys Frizzle (1897-1990) and they had one daughter, Judith. Following his wife's death, Stewart married Ellen Elizabeth Trites-Pollitt (1915-2007). Rev. Stewart Trites died on February 4, 1999 in Brandon, MB. He was interred at Hantsport, NS.
Custodial History
As part of the Westman Oral History Collection, this collection was accessioned by the McKee Archives in 1998. The original tapes from the Westman Oral History project were deposited in the Brandon Public Library. Copies of these originals were made by Margaret Pollex of the Brandon University Language Lab at the request of Eileen McFadden, University Archivist in the early 1990s. These copies compose the collection held in the McKee Archives.
