History / Biographical
BUFA was formed in 1957 as an academic organization with its primary aim the entrenchment and protection of academic freedom. In subsequent years, BUFA became more involved in promoting the economic, social and general interests of tis members. This process culminated in 1971 when BUFA obtained voluntary recognition as bargaining agent for its members from the University. The relationships between the Faculty and the university were governed by the "Faculty-Administration Brief" (the precursor to the present Collective Agreement). A dispute arose between BUFA and the University in 1976, when BUFA requested that Instructional Associates be included in the bargaining unit and that the University deduct union dues. The University rejected BUFA's request. BUFA applied to the Manitoba Labour Board for resolution of the dispute. A Board hearing was held in Brandon on May 31, 1977. At this hearing theLabour Board determined that, since the University had rejected BUFA's contention that it was a union, it would first have to answer the question: Is BUFA a union? In a decision dated June 16, 1977, the Board ruled "that BUFA is not a union; that following therefrom the faculty administration brief is not a collective agreement." Following this ruling, BUFA launched a certification drive in September 1977. Application for certification was filed with the Labour Board October 17, 1977. In anticipation of a favorable certification ruling, Dennis Olson and Gerald Neufeld collected existing collective agreements from other universiities across Canada. They attempted to incorporate the best features from the old Faculty-Administration Brief and these other agreements into the first draft of the proposed collective agreement. Certification was confirmed January 1978. The bargaining unit defined in the Certificate included: all full-time and part-time members of the academic, instructional and related staff at Brandon University kncluding laoratory insturctors, cartographers, counsellors, professional ibrarians, continuing education specialists and all other staff directly related to the teaching process. It also included sessional instructors. Since certification in 1978, BUFA has attempted to function as a principled and effective union. These effors have included: establishing links with other unions and progressive organizations in the community; participating in the Manitoba Organization of Faculty Associations; vigorously pursuing member and union grievancess through to arbitration; advancing the rights and interests of members at the bargaining table; and promoting and protecting academic freedom. The most recent chapter in BUFA's history was a successful strike in 1998, which started November 9th and ended at midnight November 11th. The general objectives of BUFA are the advancement of higher education through the protection of the freedom that is necessary to it, and the improvement of the standards of the profession of University teaching. Its members include all full and part-time instructional staff of Brandon University and professional librarians. Officers of BUFA include the: President, Past President, Vice-President, Secretary and Treasurer. Elected by the General Body at the annual meeting in March. Associate members are not eligible to serve as officers. Executive - officers and four members elected by the General Body to represent the Faculties of Arts, Science, Education and Music. Four elected at annual meeting. Acts as liasion between BUFA and the University Administration. May appoint committees chosen from the General Body to carry on routine affairs and to act in areas of special interest as directed by the General Body of by the Executive. The Standing Committee of BUFA is the Salary and Faculty-Administration Relations Committee - its duties are to represent the interests of BUFA in negotiating the salary schedule and other benefits and the Faculty-Administration Brief with the Board of Governors or its represntatives. The Vice-President of BUFA is to be the Chairman.

History / Biographical
Gordon Sterling Jory was born July 3, 1907 in Brandon, MB to Isaac and Mabel Jory. Educated in the city's public schools, Jory worked as a bookkeeper for MacArthur's and then for the Federal Government as an auditor for the Unemployment Insurance Commission. He retired in 1968. Among his interests were the Ancient Free and Accepted Masons, Lodge #19, for which he served as Grand Master in 1944. Jory also held membership in the Ancient and Accepted Scottish Rite, and the Rose Croix of that organization. He also enjoyed lawn bowling at Stanely Park and coffee with friends. Gordon Sterling Jory died on May 2, 1990 in Brandon, MB. He is buried in Brandon Municipal Cemetery.
Custodial History
In 1968 Gordon Jory contacted Eileen McFadden, Director of the Brandon University Library, with a proposal to donate his collection of Manitoba postal covers to Brandon University. He wanted a permanent home for what he knew was a valuable historical record. His collection was donated to Brandon University that same year. The volumes were stored on the Mezzanine floor of the McKenzie Building by the Library, and responsibility for the collection was transferred to the McKee Archives when it took over that floor in 1997.
Scope and Content
Throughout his adult life, Jory was an avid collector of stamps and in particular of postal covers. In the course of his collecting, he assembled a historic collection of Manitoba postal covers. Collection consists of four albums of postage covers collected and compiled by Gordon Sterling Jory. Volume 1 includes squared circle postal stamps for Winnipeg for the years 1892-1898. Volume two includes squared circle postal stamps for Manitoba towns other than Winnipeg for the years 1893-1904. Volume three contains general postal covers for Manitoba for the period 1879-1906. Volume four includes general postal covers for Manitoba from the years 1893-1910. Specialists will also recognize many interesting railway post office (RPO), broken circle, and other postmarks of the period.

History / Biographical
See RG 6, series 9 (Department of Extension) for biographical information on R.B. Inch.
Custodial History
R.B. Inch's records were passed on to the McKee Archives following his death. It is presumed that the executer of his estate donated the collection after his passing in 1983.
Scope and Content
This collection is heavily influenced by Inch's professional and organizational life. Most heavily represented is literature associated with Inch's involvement with the League of Nations Society in Canada during the 1930s. It also appears that Inch paid close attention to United Nations' policy following World War II, from ca. 1945-1970. There are numerous items devoted to both Canadian and international political and diplomatic issues, with particular emphasis on British politics in the immediate post-war period. As one would expect from his involvement in the National Research Council and League of Nations Society, the core of the fonds is a study in two major themes. The first theme is of the post-WWII policy pursued by Canada and Britain and, secondly, the growth and development of United Nations' policy following the collapse of the League of Nations. There is some periphery material of general interest to Canadian history and Canadian university publications, but for the most part the material can be classified into one of the two preceding themes. The collection includes a manuscript prepared by R.B. Inch entitled "Parliament Will Decide: A Chronicle of the Drift to War and of an Effort to Help Avert it" (1947). The manuscipt is edited but out of order. The balance of the collection consists of accumulated documents gathered over the course of Inch's lifetime from outside sources. These include: newspaper clippings and whole newspapers from publications in Winnipeg, Brandon, Toronto, Calgary and London; United Nations' pamphlets conerning a broad range of issues, ranging from the question of East Indian independence to annual policy directives of the organization; various magazines including copies of "Interdependence," which Inch once edited; articles taken from the publication "Life" concerning important figures of the time period; numerous books and textbooks concerning the political formation of post-war Europe; quarterlies from academic institutions, such as the University of Toronto; some material, primarily pamphlets, concerning R.B. Inch's involvement in Amnesty International after his retirement; and documents relating to post-war reconstruction in Britain.
Notes
Finding aid for the R.B. Inch fonds was prepared for the McKee Archives by Matthew Palmer (2003). The majority of the boxes in the collection contain a typewritten inventory detailing the contents of each container. As well, the preponderance of the files within the boxes are further subdivided by either a typwritten inventory itemizing the material contained within each dossier or a handwritten note on the outside of the folder describing the contents.
